In this paper, a study was conducted on freeway interchange ramps with the objective of developing new vehicle speed prediction model and design consistency. The vehicle speed prediction models are based on a thorough research into two-lane and multi-lane rural roads. Among the methods for evaluating the design consistency of roads are difference in design speed and running speed, difference in driving speed between adjacent sections, usage of speed standard deviation, and the difference in lateral friction force. However, it is not desirable to apply the vehicle speed prediction models and the design consistency developed in the previous studies to freeway interchange ramps due to their diversified alignment, substantial speed deviation, and the tendency by the motorists to drive a much higher speed than the speed limit on freeway interchange ramps. Therefore, this study aims at developing a vehicle speed prediction model and design consistency for the geometry and road environment of freeway interchange ramp in our country. Twelve trumpet interchanges were studied to establish the vehicle speed prediction model and design consistency assessment criteria. In addition, the ramp level of service, basic freeway segment geometric characteristics, and crash and vehicle speed data were comprehensively investigated for each type of ramp for about four months from August through November, 2017. The vehicle speeds were measured by installing a mobile traffic information system of Nu-Metrics at intervals of 50m to 100m for the acceleration and deceleration lanes while the ramp section was measured at intervals of 30m to 40m. Undetected data, error codes, and vehicles with a headway less than 5 seconds were excluded from the measured data. Twelve vehicle speed prediction models were developed for freeway interchange ramps in this study. The 85th percentile speed which best represents the driving characteristics of the vehicle has been selected as the dependent variable in the model. Explanatory variables that were hypothesized to have an affect on the dependent variables include curve radius, percentile distance from the nose point, deceleration distance, acceleration distance, curvature change rate and superelevation slope. Cross section elements such as the number of lanes, width of the road, and width of the shoulder were excluded from the independent variables while designing the model since this study is focused on freeway interchange on-and-off ramps. The vehicle speed prediction model used the curve radius, the percentile distance from the nose point, the deceleration distance, the acceleration distance, the curvature change rate and the superelevation slope as independent variables respectively and the reliable prediction model was developed in most models. In addition, the prediction model developed has been verified for statistical significance by analyzing residuals, diagnosing multicollinearity and testing the suitability of the model. The design consistency criteria for interchange ramps used the difference between the lateral friction produced when the driver was driving freely on the ramp and the design lateral friction produced when driving at the design speed. The design consistency criteria determined the 15th and 85th percentiles as the safety assessment ranges using the difference between the driving and the design lateral friction forces. Therefore, the new design consistency index in this study categorizes the reference area into three standards (Good, Fair and Poor). In addition, the safety of interchanges for highways currently being designed and under construction was checked through vehicle speed prediction and design consistency. This study represents a new paradigm for many scholars with interest in the design of freeway interchange ramps. However, the vehicle speed prediction and design consistency indices developed in this study require verification and improvement in further studies and application cases in the future.
