본 논문은 한국, 미국, 일본의 재난안전관리체계 내에서 재난회복력 제고를 위한 법-제도 체제의 유사점 및 차이점을 통해, 우리나라 재난안전취약계층 재난회복력 제고에 높은 시사점과 적실성을 주는 요인들을 중점적으로 알아보고자 한다. 재난안전취약계층은 일반적으로 여성, 저소득층, 고령자, 이주민, 어린이, 장애인을 포함하며, 이들에게 나타나는 취약성은 선행연구를 통해 사회·경제적인 요인이 가장 크게 영향을 미치는 것을 확인할 수 있었다. 또한 IPCC 취약성의 개념 중 적응능력이 본 논문에서 강조되는 재난회복력과 밀접하게 연관된다고 볼 수 있는바, 구체적으로 적응능력이란 시스템이 환경의 영향으로부터 얼마나 빨리 회복할 수 있는가를 나타내는 의미로 사회·경제·환경적인 요소가 중요하게 고려되며, 적응능력이 높은 시스템은 회복력도 높다고 할 수 있다. 이러한 적응능력은 경제적 자원뿐 아니라 지역 먹거리 공급과 배분 시스템, 응급상황 발생 시 조기 경보, 거버넌스와 정보에 대한 접근성, 위기관리 프로그램과 정책 및 제도적인 요인 등을 포함한다. 즉 재난대응에 있어서 실행되는 여러 자원들의 상호작용·보완·시너지를 통해 재난회복력을 향상시킬 수 있다는 것이다. 본 논문에서는 재난취약성·회복력 및 재난안전취약계층에 대한 개념 탐색과 미국·일본·한국의 전반적인 재난 관련 법-제도 체계(거버넌스)를 분석한 후, 미국·일본·한국의 재난대응에 있어서 크게 중앙정부, 지방정부, 민간조직 차원으로 나누어 제도적인 정비들을 살펴보았다. 먼저, 미국·일본의 가장 큰 재난대응 특징은 재난상황에 대비하여 각 지역 사정에 맞는 재난안전취약계층 별 매뉴얼을 보유하고 있다는 점이다. 이에 반해 한국은 지역에 따른 재난의 특징이 명확하지 않다는 점을 감안하여, 지역별 취약계층 매뉴얼보다는 재난안전취약계층 관련 시설별 매뉴얼을 보유 및 개발하고 있었다. 미국·일본에서 공통적으로 나타나는 또 다른 특징은 ...

Through similarities and differences in the law-system for enhancing disaster recovery within the disaster safety management system of Korea, the U.S. and Japan, this paper focuses on factors that give high meaning and aptitude in enhancing disaster recovery capabilities of the nation's disaster safety and vulnerable classes. The disaster-safety-weak classes generally include women, low-income people, the elderly, migrants, children and the disabled, and the vulnerabilities shown to them were found to have the greatest impact on social and economic factors through prior research. In addition, social, economic, and environmental factors are considered important and highly adaptable systems are highly resilient, as adaptive capabilities are closely related to disaster recovery as emphasized in this paper. This ability to adapt includes not only economic resources but also local food supply and distribution systems, early warning in the event of an emergency, access to governance and information, crisis management programs and policy and institutional factors. In other words, disaster recovery can be improved through the interaction, complementing and synergies of various resources that are implemented in disaster response. In this study, after exploring the concepts of the vulnerable, resilient, and vulnerable class of disaster, and analyzing the overall disaster-related legal-system order (governance) of the United States, Japan, and Korea, we examined institutional modify by dividing them into the dimensions of the central government, local government, and private organizations in response to disasters in the United States, Japan, and Korea. First of all, the biggest disaster response feature of the U.S. and Japan is that they have a manual for each class of disaster safety and vulnerability that fits the situation in each region in preparation for a disaster situation. In contrast, Korea possessed and developed facilities-specific manuals for the vulnerable rather than regional ones, considering that the characteristics of disasters are not clear according to regional circumstances. Another characteristic common in the U.S. and Japan is that the government emphasized independent response or personal resilience of the vulnerable by distributing regional recovery and manuals suitable for the characteristics of each local government in terms of the need for cooperation between the government and the social community in the face of multiple disasters. In particular, the noticeable difference between the U.S., Japan and Korea was the lack of communication between the U.S., Japan and the Korean government, which resulted from excessive reliance on the government, along with the overlooked personal resilience of the vulnerable. Therefore, this study proposes the introduction of a social built-in safety management system for integrated response to the disaster safety weak class through a clear role sharing and collaboration system between the private and public sectors.
