오랜 시간동안 어렵게 노력하여 승진한 초등학교 교감들이 교장되기를 포기하고 명예퇴직을 하는 것은 무슨 이유일까 라는 문제의식에서 본 연구를 시작하게 되었 다. 교감의 개인적 사유도 있겠지만 교감직무를 수행하면서 과중한 업무 스트레스와 교장과의 갈등도 명예퇴직의 한 요인이 되고 있음에 주목하였다. 이에 본 연구는 초등학교 교감이 교장과의 관계에서 겪는 갈등의 양상을 심층적으로 분석하는 것을 목적으로 하며 이를 통해 교장과 교감의 올바른 관계 정립에 시사점을 찾고자 한다. 위와 같은 연구목적을 달성하기 위해 설정한 연구문제는 다음과 같다. 첫째, 교감이 교장과의 관계에서 겪는 갈등이 초래하는 현상은 무엇인가? 둘째, 교감이 교장과의 관계에서 겪는 갈등의 유발 요인은 무엇인가? 셋째, 교감이 교장과의 관계에서 겪는 갈등 관리방식은 무엇인가? 넷째, 교감이 교장과의 관계에서 겪는 갈등 극복에 영향을 주는 긍정적 요인은 무엇인가? 연구방법은 심층면담을 중심으로 한 질적연구이고 연구대상은 초등학교 교감 8명이였다. 심층면담자 선정을 위해 1차 사전조사에서 11개 교육청 22명을 잠정 선정하여 조사한 결과 갈등 여부와 내용에 따라 12명을 선정하게 되었다. 2차 사전조사에서 갈등의 심각성 여부와 연구 참여 동의 여부로 8명이 최종 선정되었다. 8명의 교감과 심층면담을 통해 얻어진 자료를 개방코딩 방법으로 핵심내용을 간추리고 개념을 추출하고 범주화하는 과정을 거쳐 연구 결과를 정리하였다. 심층면담자의 선정기준은 교장, 교감의 성별, 경력, 승진배경, 명예퇴직 등의 개인적 특성과 학교 규모, 단수․복수라는 교감 형태에 따른 학교 특성을 고려하였다. 연구의 계획 단계부 터 마지막 단계인 결과 도출 과정까지 연구 윤리를 지키려고 노력하였다. 심층면담자에게 연구의 필요성과 목적을 충분히 설명하여 연구 참여에 동의를 구하였고 개인정보가 노출되지 않도록 모든 자료는 가명을 사용하였다. 심층면담 한 내용을 바탕으로 분석한 결과는 다음과 같다. 첫째, 교장과 교감과의 관계에서 갈등이 초래하는 현상은 업무능률의 저하, 부정적 감정 지배, 건강이상으로 나타났다. 업무능률의 저하는 교감이 교장과의 갈등으로 인하여 업무 수행의 자신감이 결여되고 일에 대한 집중력이 저하되고 정신이 산만해지는 현상으로 나타났다. 교감이 겪는 부정적 감정의 지배는 불안과 두려움으로 인한 긴장의 연속, 치밀어 오르는 억울함과 분노감, 구성원에 대한 창피함과 미안함, 열패감과 자괴감으로 인한 자존감 저하, 증오로 인한 복수심, 서운함으로 인한 원망, 당황스러움으로 인한 위축, 어이가 없고 기가 참, 후회와 속상함, 의욕상실로 인한 무기력으로 나타났다. 교감의 건강 이상은 심신 소진 현상과 스트레스 및 질병으로 나타났다. 둘째, 교감이 교장과의 관계에서 겪는 갈등의 유발 요인을 살펴보면 직무수행갈 등, 역할기대 갈등, 권한 갈등, 신념 및 리더십 갈등, 인격적 갈등, 좌절 갈등, 비공식 조직 갈등으로 파악된다. 직무수행 갈등에는 불합리한 지시를 수행해야 하는 중 간관리자의 고충, 직무수행 방식의 차이, 과도한 간섭 혹은 책임 전가, 과중하고 불명료한 업무 지시 등 으로 나타났다. 역할기대 갈등에는 만능 해결사 역할 기대와 처리업무의 과중으로 나타났다. 권한 갈등에는 모호한 권한 위임, 근평을 볼모로 한 과도한 순응 요구로 나타났다. 신념 및 리더십 갈등은 교육신념의 차이, 선호하는 리더십 유형의 차이로 나타났다. 인격적 갈등에는 비인격적 대우, 가혹한 질책과 감정을 손상하는 언행으로 나타났다. 좌절 갈등에는 전문성 신장 기회의 제약, 교장의 종속된 지위에 대한 비애로 나타났다. 비공식 조직 갈등에는 학연․지연 등의 파벌조 성으로 인한 따돌림, 취미․오락․기호 관계로 소외당하는 교감으로 나타났다. 셋째, 교감의 갈등 관리방식은 관계 회피방식, 형식적 순응방식, 타협과 설득방식, 정면 돌파방식, 직장 이탈방식으로 나타났다. 관계 회피방식에는 대면 회피, 업무 회피가 있다. 형식적 순응방식에는 교장 의견 수용, 좋은 관계 유지에 신경을 씀으로 나타났다. 타협과 설득방식에는 대결 분위기 지양, 시간을 두고 이해와 설득 노력으로 나타났다. 정면 돌파방식에는 적극적인 의견 표명, 직접 소통방식, 민원 및 소송제기로 나타났다. 직장 이탈방식에서는 병가 또는 휴직, 명예퇴직, 전보 요구로 나타났다. 넷째, 교감의 갈등 극복에 미치는 긍정적 영향 요인은 인내심, 이해심, 공감과 지지, 근무환경의 변화로 나타났다. 인내심요인에는 문제 해소를 기다리는 참을성, 싫어도 관계 악화 예방 및 관리 노력으로 나타났다. 이해심요인에는 교장의 입장과 고충 이해 노력, 상황을 객관화하려는 노력으로 나타났다. 공감과 지지요인에는 교직원들의 이해와 공감, 동료 교감이나 타 학교 교장 등의 조언으로 나타났다. 근무환경의 변화요인으로는 타 학교로의 전보, 교장의 또는 퇴직으로 나타났다. 다수의 교감들이 교장과의 관계에서 심각한 갈등을 겪고 있다. 이로 인해 업무 의욕의 상실뿐 아니라 스트레스와 여러 가지 질병을 경험하고 있으며, 스스로 이를 이기지 못할 경우 명예퇴직 등 학교를 떠나는 극단적 선택을 하기도 한다. 갈등을 유발하는 요인도 매우 다양하다. 업무관계에서 뿐 아니라 공적 관계에서 있을 수 없는 비인격적 언행까지 나타나고 있다. 이러한 심각한 수준의 갈등 양상은 교감의 권한과 책임이 불명료한 데서 비롯된 면이 크다. 교감은 법령상 교장의 보좌와 직무대행권 이외에는 권한과 책임이 부여된 것이 없다. 오로지 교장의 권한에 종속되어 있는 존재이다. 이에 더해 교장은 교감의 교장승진을 좌우하는 50%의 근무평정권을 갖고 있기 때문에 교장의 독선과 비인격적 언행에도 교감이 이를 감내할 수밖에 없는 풍토가 형성된 것이다. 상하위계가 강조되는 관료제 조직과 전문가 조직의 접점에 있는 교감직의 특수성, 질서에의 순응을 강조하는 학교의 보수주의 문화, 동문조직의 비공식적 규범도 교감의 갈등을 증폭시키는 배경요인이 되고 있다. 교감이 겪는 갈등의 심각성과 그것이 학교교육에 미치는 부정적 영향에도 불구하고 그동안 이에 관한 문제의식은 매우 부족했다. 연구의 관심도 부족했고, 정책적 ·행정적 대책 혹은 지원도 부재한 상태이다. 오로지 교장이 되는 과정에서 겪어내야 하는 불가피한 인내의 과정으로 인식되어왔다. 교장들도 자신이 교감 시절에 직접 겪은 바 있음에도 이를 모른체 하거나 당연시하는 분위기다. 교감이 교장과의 관계에서 겪는 갈등은 개인적 차원보다는 구조적 차원에서 비롯되는 측면이 크다. 교감이 교장과의 관계에서 겪는 갈등은 학교구성원 전체에 불화를 야기하고 교사들과 학생교육에까지도 부정적인 영향을 미치게 된다. 궁극적으로 학교교육의 성취와 질에도 부정적 영향을 미치게 될 것이다. 따라서 교감이 교장과의 관계에서 겪는 갈등의 문제는 이제 공식적 문제로 인식의 대전환이 필요하다. 교감의 권한과 책임에 대한 규정 보완, 교감의 갈등과 고충에 대한 정책적·행정적 지원 대책이 마련될 필요가 있다. 이에 관한 학계의 연구 관심도 높아져야 한다. 이에 본 연구자는 정책적․행정적인 측면에서의 지원 방안을 다음과 같이 제시하고 자 한다. 첫째, 교감과 교장의 갈등을 근본적으로 완화하기 위해서는 법적으로 모호한 교감의 권한과 책임 그리고 교장 보좌의 범위와 한계 등을 법령으로 구체적으로 명시화해야 한다. 둘째, 교육청에서 분기별로 교감 상담지원체계를 마련해야 한다. 교감 상담주간을 운영하여 정기적으로 자연스럽게 교감이 교육청 장학사와 상담할 수 있게 된다면 매우 효과적일 것이다. 교감은 정기적으로 정해진 상담에 가는 것이라 교장의 눈치를 볼 필요도 없게 되고, 상담을 통해 교육청의 지원을 수시로 받을 수 있어 교감 혼자만 앓고 있던 속앓이를 풀게 되어 갈등이 깊어지는 것을 예방할 수 있을 것이다. 셋째, 교육청에서 교감 멘토링제도를 마련하여 교감을 지원해야한다. 교감멘토링 제도는 신규교감(멘티)와 경력교감(멘토) 또는 경력교감(멘티)과 다른 학교 교장(멘토), 교감(멘티)과 장학사(멘토), 교감(멘티)과 교감전문상담사(멘토)로 서로 연결하여 만남의 장을 제공하여 직무와 역할에 대한 정보교환 및 교감의 고충을 함께 나눌 수 있도록 지원이 필요하다. 넷째, 교장과 교감을 대상으로 교장과 교감이 서로를 이해할 수 있도록 하는 정기적인 갈등 관리에 관한 연수가 마련되어야 한다. 교장과 교감과의 갈등을 예방하 거나 해결하기 위해서는 교육지원청, 시 ․도 교육청, 교육부의 정책적·행정적 지원 이 필요하다.

I started this study with a sense of why it is difficult for the promoted elementary school vice principals to give up on becoming principals and take voluntary retirement. Although there may be personal reasons for the vice principal, he noted that too much work stress and conflict with the principal also contribute to his voluntary retirement. The purpose of this study is to analyze in-depth the patterns of conflicts that elementary school vice principals experience in their relationship with principal, through this, we want to find a point of view in establishing the right relationship between the principal and the vice principal. The research issues established to achieve the above research objectives are as follows. First, what is the phenomenon caused by the conflict the vice principal experiences in his relationship with the principal? Second, what causes conflict between the vice principal and the principal? Third, what kind of conflict management does the vice principal experience in his relationship with the principal? Fourth, what are the positive factors affecting the conflict the vice principal experiences in his relationship with the principal? The method of research is qualitative research focusing on in-depth interview, and the study target was eight vice principals of elementary school. In the first preliminary survey to select in-depth interviewers, 22 vice principal from 11 education offices were tentatively selected and 12 were selected depending on whether or not they were involved in the conflict. Eight people were selected in the second preliminary survey on the severity of the conflict and whether they agreed to participate in the study. The data obtained from eight communists and in-depth interviews were compiled through the process of summarizing, extracting concepts and categorizing key contents through open coding methods. The criteria for selection of in-depth interviewers took into account the personal characteristics of principals, vice principals, their gender, experience, promotion background, and voluntary retirement, and school characteristics according to the type of communion, size of the school, singularity and revenge. From the planning stage of the study to the final stage of the results, research ethics were sought. The in-depth interviewer fully explained the need and purpose of the research and agreed to participate in the research, and all data were used under false names to prevent personal information from being disclosed. The results of the analysis based on an in-depth interview are as follows. First, the phenomena caused by conflicts between the principal and the vice principal appeared to be poor work performance, negative emotional dominance, and health problems. A decline in work performance was caused by conflict with the principal, resulting in a lack of confidence in the performance of the job, decreased concentration on the job, and distracted. The dominance of negative emotions experienced by empathy turned out to be a series of tensions caused by anxiety and fear, a growing sense of injustice and anger, a sense of shame and apology for members, a decline in self-esteem due to heat loss and self-destruction, a sense of revenge due to hatred, resentment due to embarrassment, frustration and a sense of helplessness, a sense of helplessness, regret and frustration. An abnormality in health of vice principal showed exhaustion of mind and body, stress and disease. Second, if we look at the causes of conflict in the relationship with the principal, we see them as conflict of duty, conflict of role expectation, conflict of authority, conflict of belief and leadership, conflict of character, frustration, and conflict of informal organization. Conflicts in job performance indicated the difficulties of middle managers who had to carry out unreasonable instructions, differences in job performance, excessive interference or transfer of responsibilities, and heavy and unclear job instructions. There are expectations for the role of an all-around troubleshooter and overworked in handling the conflict. I started this study with a sense of why it is difficult for the promoted elementary school vice principals to give up on becoming principals and take voluntary retirement. The purpose of this study is to analyze in-depth the patterns of conflicts that elementary school vice principals experience in their relationship with principal, through this, we want to find a point of view in establishing the right relationship between the principal and the vice principal. The research issues established to achieve the above research objectives are as follows. First, what is the phenomenon caused by the conflict the vice principal experiences in his relationship with the principal? Second, what causes conflict between the vice principal and the principal? Third, what kind of conflict management does the vice principal experience in his relationship with the principal? Fourth, what are the positive factors affecting the conflict the vice principal experiences in his relationship with the principal? The method of research is qualitative research focusing on in-depth interview, and the study target was eight vice principals of elementary school. In the first preliminary survey to select in-depth interviewers, 22 vice principal from 11 education offices were tentatively selected and 12 were selected depending on whether or not they were involved in the conflict. Eight people were selected in the second preliminary survey on the severity of the conflict and whether they agreed to participate in the study. The data obtained from eight communists and in-depth interviews were compiled through the process of summarizing, extracting concepts and categorizing key contents through open coding methods. The criteria for selection of in-depth interviewers took into account the personal characteristics of principals, vice principals, their gender, experience, promotion background, and voluntary retirement, and school characteristics according to the type of communion, size of the school, singularity and revenge. From the planning stage of the study to the final stage of the results, research ethics were sought.
