According to the previous studies, the results of the radioactivity analysis of activated carbon wastes generated from the HVAC system of the nuclear power plant in Korea show that the gamma radionuclides are self-disposable below the minimum detection activity (MDA). The nuclide concentrations of 14C and 3H exceeds the limit concentration of clearance(14C: 1 Bq/g, 3H: 100 Bq/g, respectively), so that self-disposal cannot be carried out without treatment. In case of vacuum heat treatment using microwave for 3H, the removal rate of 3H is over 99% and the activated carbon wastes from nuclear power plants satisfies the self-disposable allowable concentration. However, in the case of 14C, the removal rate of 14C is 60 ~ 70% , which makes it difficult to dispose of the whole amount in excess of the allowable concentration criteria for clearance(1 Bq/g ). In addition, dozens of drums of activated carbon wastes are generated every year. If the total amount of waste is disposed as radioactive waste, it is expected to increase the cost of radioactive waste management and the permanent disposal of radioactive waste. In this study, we reviewed the relevant laws and regulations for the clearance of activated carbon wastes from nuclear power plants and evaluated the risks for individuals and groups using RESRAD computer codes based on the results of previous studies. As a result, it was found that the activated carbon wastes satisfying the self-disposable limit concentration meets the clearance allowable dose.
