The purpose of this study was to examine the perceptions of preliminary professional school counselors, education experts, and professional school counselors about the competencies that preliminary professional counselors should have upon graduation. In order to achieve the purpose of the research, the following set of research topics were addressed. First, is there a difference in the perceptions among preliminary professional school counselors, education experts, and professional school counselors regarding the important competencies of professional school counselors? Second, is there a difference in the perceptions among preliminary professional school counselors, education experts, and professional school counselors regarding the degree of proficiency for professional school counselors? Third, is there a difference in the perceptions among preliminary professional school counselors, education experts, and professional school counselors regarding the ranking of importance and degree of proficiency for professional school counselors? Fourth, is there a difference in the perceptions among preliminary professional school counselors, education experts, and professional school counselors regarding the matrix distribution of importance and proficiency of professional school counselors? In order to elucidate the aforementioned set of topics, a survey with a total of 31 questions were developed by dividing the preliminary professional school counselor's competency scale into theoretical knowledge, technical performance ability, personality, and attitude ascertained from established literature studies. In this study, 101 preliminary professional school counselors, 14 education experts, and 31 professional school counselors were surveyed on the preliminary professional school counselor's competency indicators and scales. Statistical analysis on the importance, degree of proficiency, and ranking were conducted using SPSS 25.0 (statistical package for the social sciences 25.0) and a matrix distribution of importance and proficiency was utilized.
The following is a summary of the results regarding the established research topics. First, it was found that the competency areas for theoretical knowledge, personality, and attitude were more importantly recognized by preliminary professional school counselors (a) and education experts (b) than the professional school counselors (c) (a,b>c), while there were no perceived differences in technical performance ability among the surveyed group. Second, there was no statistically significant difference in the perception of proficiency between preliminary professional school counselors, education experts, and professional school counselors in the competency areas of theoretical knowledge, technical performance ability, personality, and attitude. Third, counselor ethics, personality, self-reflection, and burnout coping skills ranked highest in importance and proficiency among preliminary professional school counselors, education experts, and professional school counselors. In contrast, it was found that knowledge of counseling mediums (tools), creating a counseling environment, and administrative tasks ranked low. Fourth, in the matrix distribution of importance-proficiency between preliminary professional school counselors, education experts, and professional school counselors, the perception between preliminary professional school counselors and professional school counselors was found to be similar. Preliminary professional school counselors and professional school counselors have one competency in the second quadrant and two competencies in the fourth quadrant. The competencies surveyed by education experts were distributed only in the first and third quadrants. By understanding the perceived differences regarding the competency of preliminary professional school counselors among preliminary professional school counselors, education experts, and professional school counselors, who are the main actors of the educational training courses, the competencies demanded in actual educational settings can be better established. The results of this study are expected to be used in developing competency areas of professional school counselors and prevent task and role conflicts that can likely occur by accepting all of the undefined tasks and roles demanded in the actual educational field.
