As the number of migrants grows in the South Korean society due to migration, the field of Korean education has begun to engage in active discussions based on a need for Korean education for migrants. Unlike marriage migrants or migrant workers familiar to people in South Korea, refugees have become known to them only recently. Following the refugees from Yemen in 2018, discussions have erupted about refugees, who used to be considered as an issue for other countries and have nothing to do with South Korea, across many different fields. Since the arrival of refugees from Yemen, the field of Korean education has also begun to perceive refugees as Korean learners in earnest and discuss concerned matters. In fact, refugees have been a minority group in the South Korean society for many years, being subjected to alienation, disregard and discrimination. In 1992, South Korea signed on "Refugee Convention of 1951" and "Protocol relating to the Status of Refugees of 1967" and revised its Immigration Control Act, starting to accept refugees for its duty of protecting them. Since then, refugees have become members of South Korean society. Entering the 2000s, the South Korean society has become a multicultural society due to the rising numbers of migrants staying in the nation and faced a need for migrant policies. In 2007, the "Basic Act on the Treatment of Foreign Residents in South Korea" was enacted. In 2008, a series of policies were planned and implemented for foreigners based on the basic act with policies for refugees planned and propelled as part of these policies. In 2012, South Korea enacted Asia's first independent Refugees Act, establishing a set of grounds for the planning and implementation of more systematic refugee policies. As the influx of refugees into South Korea grows since the Refugees Act, plans have been made for discussions and policies to promote the society's understanding of refugees and build a social integration system for them along with policies for a proactive refugee screening system. Based on the growing number of refugees staying in the nation and the need for their social integration, this study set out to examine the current state and policies of Korean education for refugees, identify problems, and propose improvement measures. As a literature study, it reviewed previous studies on Korean education for refugees, reports on refugees, and major host countries' policies for refugees and mother tongue education for them. Chapter 3 selected Germany, France, the U.S.A. and Japan as nations with many years of migration experiences, high rates of accepting refugees, and similar views and policies for refugees, examining these nations in the current state of refugees and agencies in charge of them. Their cases of education policies for refugees to teach their mother tongues were also examined to offer implications for Korean education policies for refugees. Chapter 4 examined the current state of refugees in South Korea and the legal grounds for Korean education for refugees in international and domestic laws. In an effort to figure out the current policies of Korean education for refugees, the chapter classified agencies and programs of Korean education for refugees and examined Korean education for refugees at "Korea Immigration Service," "Hannuri School," a public multicultural school, "Jeju Refugee Support Center," and "Korea Immigration and Integration Program(KIIP)." Chapter 5 proposed improvement measures for Korean education for refugees based on its current problems and the need for its improvement. Problems with Korean education for refugees were found in the lack of detailed refugee policies under the umbrella policies for foreigners. the users, methods, and facility service hours of Korea Immigration service, the isolated geographical location of Korea Immigration Service, lack of information and difficult access to KIIP, absence of professionalism in Korean education for refugees, and poor supports for private organizations helping refugees. The need for Korean education for refugees was discussed in terms of inferior education environment for Korean, refugees' demand for Korean education, and economic benefits of the state through the stable social integration of refugees. Based on the problems with Korean education for refugees and the need for its improvement, the study made the following proposals to improve Korean education policies for refugees: first, the subjects of social integration policies should be expanded; second, Korean education policies for migrants should be unified and expand their beneficiaries; third, changes should be made to the management method of Korea Immigration Service; fourth, it is required to develop curriculums and teaching materials and bring up specialized faculty by reflecting the uniqueness of refugees; and finally, the government should offer interest and supports to private organizations helping refugees.
