The Korean government has long been committed to housing supply policy to improve citizens’ quality of living and stability of residency. Public rental housing, a prioritized policy agenda, grows constantly to 1.57 million units as of the end of 2018, which is expected to increase into over 10% of total housing stock by 2025.
However, there is growing demand that more emphasis should be placed on quality of public rental housing. Furthermore, the government plans to extend eligibility of public rental housing accommodating middle income households. It is thus believed necessary to raise quality of housing facilities and, at the same time, residential environment so that public housing users and local communities willingly accept the projects.
Quality of public housing is more likely to be enhanced when we accurately understand factors affecting level of residential satisfaction. Planning schemes should be transformed by users’ needs and perspectives when it comes to location and specification of public housing projects.
This study examines factors affecting residential satisfaction of public rental housing compared with private rental housing. The whole Korean territory is subject to analysis in terms of geographical scope. The micro data processed here are obtained from the 2019 Korean Housing Survey conducted by the Korean Ministry of Land, Infrastructure and Transport.
The study is proceeded with the following flow: Prior to analysis, precedented studies related to residential satisfaction are reviewed closely. Then hypotheses are set up, whether some provisional factors or variables influence on overall housing facility satisfaction level and overall residential satisfaction level; and whether there is a significant difference between public and private rental housing in factors affecting the satisfaction levels. As the next step, the measured variables concerning housing facility condition and residential satisfaction are identified as independent variables, while overall housing facility satisfaction level and overall residential satisfaction level are set as dependent variables. Putting those variables into factor analysis, a logistic regression analysis is carried out to find out whether and, if so, how strongly the measured variables are affecting level of satisfaction. On basis of the analyses, implications are suggested that what planning components be improved or strengthened.
The outcome of analyses is summarized as:
● Overall housing facility satisfaction level of public housing is most likely to grow when the condition of “water-proof and heating” which represents waterproof, crack, heating, and insulation, is improved. It is followed by “security and sanitation” condition comprising disaster, crime prevention, fire safety, and sanitation. The least underlying factor is“noise”condition covering both external and inter-floor noise.
● Overall residential satisfaction level of public housing is most likely to increase if “neighborhood facilities accessibility” representing access to medical clinics, commercial shops, public institution, and mass transit. Followings, in order, are “environmental aspects for residents” which stands for air quality and surrounding noise, and “car-park and pedestrian-friendliness”. In addition, the lower is a resident’s income the higher is level of satisfaction. Also, the satisfaction level of capital region is more likely higher than that of non-capital region. Other variables affecting overall satisfaction level are parks, green areas, educational facilities, and neighbor relations.
● Overall housing facility satisfaction levels of public and private rental housing are commonly affected significantly by “water-proof and heating” followed by, in order of strength, “security and sanitation” and “noise”. Moreover, private rental housing is also influenced by income, types of building, ventilation, and sun lighting. Meanwhile overall residential environment satisfaction levels of public and private rental housing are commonly affected significantly by “neighborhood facilities accessibility”, “environmental aspects for residents”, and “car-park and pedestrian-friendliness”, in order of strength. Other common variables explaining overall satisfaction level of residential environment are parks, green areas, and educational facilities. However, there founds a significant difference between public and private rental housing as to how strongly each factor is affecting the level.
Findings above has led to implications for policy development as follows:
● Suppliers of public housing should improve quality of building structure related to waterproof, crack, heating, and insulation. As residents’ complaints concerning water leakage and dew condensation are frequently submitted, builders need to manage every phase of projects systematically from design and construction to maintenance. Regarding “security and sanitation” condition, the government should consider tightening regulatory criteria over crime prevention building codes, fire-safety codes, and adoption of multi-functional ventilation system.
● When choosing public housing sites, the government and public housing companies should consider first how to provide residents with convenient access to necessary infrastructures such as medical clinics, commercial shops, public institution, and mass transit. Instead of building public housing units in suburban green fields, suppliers should prioritize infill development within existing cities in ways that public bodies participate and/or lead projects under urban regeneration, remodeling, and reconstruction initiatives.
● Based on regular evaluation on residential satisfaction, fiscal and non-fiscal incentives should be offered to those suppliers that achieves high level of quality and satisfaction. Simultaneously fiscal assistance should be expanded to local governments cooperative with public rental housing projects.
● According as quality of public housing improves, a certain portion of public housing stock could be rationed to middle income households. In this context public housing would play a role in stabilizing housing market condition by reducing purchase demand.
● Lastly, the government should prepare legal and administrative initiatives that make it easy for a renter to select a good-quality private rental housing unit, which will facilitate quality improvement around the private rental market.
