2020년 서울의 고령인구는 150만 명으로 전체 인구의 15.6%를 차지하고 있으며, 2026년이 되면 고령화율 20%를 넘는 초고령사회에 진입할 전망이다. 이 연구는 2005년 고령화사회 이후 고령사회에 진입한 2020년까지 만 65세 이상 고령인구가 많이 거주하고 있는 서울의 ‘고령인구 밀집지역’을 대상으로, 다음 세 가지 측면에 중점을 두고 연구를 진행하였다. 첫째, 서울시 고령인구 밀집지역의 공간적 분포와 변화를 분석하고, 둘째, 고령인구 밀집지역의 사회공간적 특성과 그 차별성을 도출하였다. 셋째, 고령인구 밀집지역 내 고령자의 계속 거주에 영향을 미치는 요인을 분석하였다. 분석에는 2005년, 2020년 통계청 인구주택총조사, 2018년 서울시 노인실태조사, 2021년 서울연구원에서 실시한 고령인구 밀집지역 근린환경 이용실태 설문조사 등의 자료를 활용하였으며, 고령인구의 계속 거주 영향 요인 분석에는 이항 로지스틱 회귀모델을 활용하였다. 주요 연구 결과는 다음과 같다. 첫째, 고령인구 밀집지역은 서울의 동북권과 서북권에 연속적으로 분포하고 있다. 2005~2020년간 고령인구 밀집지역은 도심부와 주변부에서 점차 동북·서북권 중심으로 변화하였으며, 이후 그 주변 지역으로 확장되는 경향을 보인다. 둘째, 고령인구 밀집지역은 다른 지역에 비해 사회공간적으로 취약한 특성을 보인다. 밀집지역은 후기 고령인구, 독거노인 등의 거주 비율이 높고 소득수준이 낮은 편이다. 또한 물리적 측면에서는 연립·다세대 주택, 30년 이상 경과 주택, 소형주택 비율이 높고, 보행로‧계단 등의 정비가 필요한 노후 저층주거지 특성을 갖고 있다. 이들 지역은 병‧의원, 대규모점포, 공원, 경로당 등 고령인구가 주로 이용하는 근린시설의 고령자 수 대비 공급량이 서울시 평균에 비해 부족한 것으로 나타났다. 셋째, 고령인구가 해당 지역에 계속 거주하는데 영향을 미치는 인구‧사회 특성은 두 가지 경향을 보인다. 먼저 독립적인 일상생활과 외부활동이 가능하거나, 배우자와 자녀 등과 함께 거주하는 고령인구가 계속 거주 의향을 가질 확률이 높았다. 다른 한편으로는 더 나은 곳으로의 이동이 여의치 않은 독거노인, 저소득 고령인구가 계속 거주를 선택할 확률이 높게 나타났다. 사회적으로 취약한 고령인구가 해당 지역에 어쩔 수 없이 거주하는 Stuck in Place를 경험하지 않도록 세밀한 사회적‧물리적 지원이 요구된다. 넷째, 밀집지역 내 고령인구의 계속 거주에 영향을 미치는 지역 특성은 이웃과의 교류, 보행환경, 공원 및 의료서비스의 이용편의성으로 나타났다. 따라서 고령인구가 오래 거주하는 지역에서 이웃과의 유대관계를 유지할 수 있도록 지원하고, 보행환경 정비, 공원, 병·의원 등 근린시설로의 접근성을 개선하여 고령인구의 안전하고 독립적인 일상생활을 지원할 필요가 있다. 향후 초고령사회 진입에 대응하여 서울시 고령친화도시 정책은 고령인구의 Aging in Place를 지향해야 한다. 이를 위해 서울도시기본계획에 ‘고령친화도시’를 핵심 이슈로 포함시키고, 보건·복지 분야와 도시계획, 교통, 주택 분야 등이 연계·협력하여 고령친화도시 정책을 추진할 필요가 있다. 또한 초고령사회에 대응하기 위한 도시정책은 기존의 지역사회 돌봄체계와 연계하여 추진하되, 고령인구 밀집지역에 우선순위를 두고 지역 단위로 지원할 필요가 있다. 고령친화 근린환경을 조성하기 위해 생활권계획을 통한 고령친화 근린환경 조성 가이드라인 제시, 고령친화형 도시재생사업의 추진, 그리고 지역별 고령인구 특성을 반영한 정비계획 수립 등을 추진할 필요가 있다.

This study focuses on the Area Concentrated with the Elderly(ACE) in Seoul from 2005 when entering an aging society to 2020. It intends to achieve three research goals as follows. First, the spatial distribution and changes of the ACE of Seoul are examined. Second, social and spatial characteristics of the ACE are also investigated. Third, the factors affecting the Aging in Place of the elderly are analyzed for the ACE. Major findings are as follows. First, the ACE has been consistently distributed around the northeastern and northwest regions of Seoul. There has also been a tendency to gradually expand around these areas since 2005. Second, the ACE has been weaker than other areas in terms of both social and physical characteristics. The ACE has a higher percentage of the low-income elderly and the elderly living alone. In addition, the ACE shows the characteristics of older and low-rise residential areas in hilly places. Third, it is found that both demographic and social characteristics have significant impacts on the Aging in Place of the elderly. The elderly living with their families, such as a spouse and/or a son and/or a daughter are inclined to live in the current place. Also, the elderly living alone and the elderly with low-income who cannot move to a better place, are more likely to live in the present community. It is necessary to support for aging in place the elderly who are socially and economically vulnerable not to be stuck in place. Fourth, it is confirmed that the factors for aging in the ACE are significantly associated with various social activities with neighbors, an aging-friendly pedestrian environment, and convenience in using of amenities such as parks and medical services. Some policy implications can be presented for Seoul in terms of the Aging in Place as follows. In response to entring into a super-aged society, the policies relevant to Seoul's aging-friendly city should be aimed at ‘Aging in Place’ for the elderly. It is therefore necessary to include ‘Age-friendly City’ as key issues in the Seoul Plan. the Age-friendly City policy should be then strongly encouraged based on cooperation and collaboration between relevant departments and officies such as health and welfare, urban planning, transportation, and housing. In addition, urban policies in response to aging need to be closely connected with the care system. In particular, it is necessary to pay attention to the ACE and policy support at the regional level. In order to create an aging-friendly neighborhood environment, it is necessary to include guidelines for creating an aging-friendly neighborhood environment in the Seoul community plan, promote an aging-friendly urban regeneration project, and establish a redevelopment plan considering the characteristics of the elderly in the region.
