화학물질은 국내외에서 다양한 법률로 관리되고 있다. 대표적으로 화학물질관리법이나 화학물질의 등록 및 평가 등에 관한 법률 등이 있다. 화학물질은 위해성 허용 가능 범위 안에서 규제되고 사회경제적으로 수용 가능한 범위 내에서 관리되어야 한다. 즉, 화학물질을 위해성을 초과하여 규제하거나, 위해성이 상대적으로 낮은데도 과도하게 관리하는 것은 적절한 규제대응이 아니다. 이에 화학물질의 분류 및 표시에 관한 세계 조화시스템(GHS)에서 설명되는 물리적 위험성(physical hazards), 인체 유해성(health hazards) 그리고 환경 유해성(environmental hazards)을 적용하여 유해화학물질 기준 체계를 전반적으로 살펴보며 개선에 관한 연구를 수행하였다. 유독물질은 지정기준과 규정수량의 적절성 연구로 지정체계와 수량체계를 검토하였다. 그리고, 허가대상물질은 위해성에 기반한 화학물질 우선순위 선정기법(CRS)으로 후보물질 선정 연구를 수행하였다. 연구 대상 물질은 유독물질을 CAS 번호, GHS 구분과 규정수량으로 구분하여 1,247종을 선정하였다. 첫째, 유독물질 지정기준 개선 연구 유독물질 지정기준을 단일화에서 다원화로 변경하는 것이 더 적절한 관리 방안인지 연구하였다. 유독물질 지정기준을 건강급성 유해성, 건강만성 유해성과 환경 유해성으로 특성별로 나누고 각 구분의 중복을 포함하여 총 7개 하위군으로 구분하였다. ‘건강 급성독성 군’ 평균점수는 전체 평균점수보다 낮아 나머지 6개 하위군과 다른 특징을 나타내었다. 이에 ‘건강 급성독성 군’을 유독물질 목록에서 삭제하고 사고대비물질로 이관하여 관리할 것을 제안하였다. 그리고 ‘건강 만성독성 군’과 ‘건강 급성&만성독성 군’을 하나의 하위군으로, ‘환경 유해성 군’과 ‘건강 급성독성&환경 유해성 군’을 다른 하위군으로 그리고 ‘건강 만성독성&환경 유해성 군’과 ‘건강 급성&만성독성&환경 유해성 군’을 또 다른 하위군으로 구분할 수 있었다. 또한, 유독물질 지정기준에 부합하지 않는 유독물질 중 사고대비물질에 해당하는 4종(ethyl acetate, methyl chloride, methyl ethyl ketone과 toluene)은 유독물질 목록에서 삭제하고 사고대비물질로만 관리하는 것이 더 적절해 보였다. 둘째, 유독물질 규정수량 기준 연구 유독물질은 물질별로 하위 및 상위규정수량이 지정되어 있다. 반면, EU Seveso III 지침의 Part 1에는 GHS 구분에 따른 위험 범주(hazard category)로 하위 및 상위규정수량이 정해진다. 이에 본 연구에서 GHS 구분과 경로에 따라 제안된 위험 범주와 제안된 규정수량을 설정하였다. 그리고, 이 제안된 위험 범주로 유독물질 규정수량을 파악하고 현재 고시된 규정수량과 비교한 결과 1,247종 중 1,135종이 동일한 값이 나왔다. 이로써 유독물질 규정수량 역시 Seveso III와 같이 GHS 구분에 기반한 위험 범주를 적용하였다고 판단하였다. 따라서 국내 규정수량도 EU Seveso III 규정수량 지정체계를 활용하여 위험 범주에 따른 규정수량 체계를 세우는 것을 제안하였다. 더불어, 급성독성(경구) 구분 4, 생식세포 변이원성 구분 2와 수생환경 유해성 만성 구분 2는 유독물질 지정기준에 포함하지 않으므로 이 위험 범주로 규정된 규정수량은 삭제하는 것이 적절해 보였다. 셋째, 허가대상 후보물질 선정 연구 유해화학물질 중 허가물질만 아직 지정되어 있지 않다. 이에 유독물질 1,247종 중 최종적으로 27종 군을 본 연구의 예비 허가대상 후보물질로 선택하고, CRS를 활용하여 예비 허가대상 후보물질의 우선순위 물질을 선정하였다. 다중 선형 회귀분석 결과 유해성보다는 노출이 위해성에 더 큰 영향을 끼치는 것으로 나타났다. 그리고 노출 중 잔류성이 가장 큰 영향을 끼치고 반대로 유해성 중 EDC가 가장 작은 영향을 미치는 것으로 파악되었다. 예비 허가대상 후보물질 27종 중 우선순위 평가물질은 니켈류, 벤젠, 카드뮴류와 코발트류가 선정되었다.

Chemicals should be regulated within allowable risk range and managed within the socio-economically acceptable range. In other words, it is not appropriate to regulate chemicals in a range that exceeds the risk or to over-regulate it even though the risk is relatively low. Accordingly, studies were conducted on the improvement of the criteria system of hazardous chemical substances. The overall regulations of hazardous chemical substances were reviewed by applying physical hazards, health hazards and environmental hazards described in the Global Harmonized System for Classification and Labeling of Chemicals (GHS). For toxic substances, the designation system and quantity system were reviewed as studies on the adequacy of designation criteria and qualifying quantities. And for substances subject to permission, a study was conducted to select candidates for substance subject to permission using CRS (Chemical Ranking & Scoring) based on the risks. 1,247 substances of toxic substances by classifying CAS number, GHS classification and qualifying quantity were used as study subject substances. First, the improvement of the designation criteria for toxic substances It was studied whether it would be more appropriate to change the designation criteria for toxic substances from uniformity to diversification. The designation criteria for toxic substances were divided into health acute hazards, health chronic hazards and environmental hazards by characteristics and a total of seven sub-groups were established including overlapping of each group. The average score of ‘health acute group’ was lower than the total average score, so it was judged that it shows different properties from other 6 groups. Therefore, it was proposed to remove it from toxic substances and manage it as substances requiring preparation for accidents. In addition, it was suggested to manage ‘health chronic group’ and ‘health acute and chronic group’ as one sub-group, ‘environmental group’ and ‘health acute and environmental group’ as another sub-group, and ‘health chronic and environmental group’ and ‘health acute, health chronic and environmental group’ as another sub-group. Four substances requiring preparation for accidents (ethyl acetate, methyl chloride, methyl ethyl ketone and toluene) that do not meet the criteria for designation of toxic substances, it was suggested to exclude them from toxic substances and to manage them only as substances requiring preparation for accidents. Second, the criteria of qualifying quantities for toxic substances The lower and upper tier qualifying quantities of toxic substances are designated for each substance. On the other hand, in part 1 of the EU Seveso III Directive, the lower and upper tier qualifying quantities are determined as hazard categories according to the GHS classification. Therefore, The proposed hazard categories and proposed qualifying quantities were established as the GHS classification and routes in this study. In additions, as a result of identifying the toxic substances qualifying quantities by proposed hazard categories and comparing the current qualifying quantities, 1,135 out of 1,247 substances showed the same qualifying quantities. Through this, it was judged that the qualifying quantities of toxic substances were also selected by introducing the hazard categories based on the GHS classification like the Seveso III. Therefore, it was proposed to establish the domestic qualifying quantities system according to the hazard categories by using the EU Seveso III the qualifying quantities system. Aslo, acute toxicity (oral) category 4, germ cell mutagenicity category 2 and aquatic environmental hazard chronic category 2 were not consistent with the designation criteria for toxic substances, so it seemed appropriate to delete the qualifying quantities defined by these hazard categories. Third, the selection for candidates for substance subject to permission Only substances subject to permission among the hazardous chemical substances have not yet been designated. Therefore, among 1,247 toxic substances, 27 substance groups were finally selected as the preliminary of candidates for substance subject to permission for this study. The CRS was used to select the priority substances from the preliminary of candidates for substance subject to permission. As a result of multivariable linear regression analysis, it was found that exposure rather than hazard affects risk. Persistence among the exposure had the greatest effect and EDC among the hazard had the least effect. Nickel, benzene, cadmium and cobalt were selected as priority substances of 27 preliminary of candidates substance subject to permission.
