사회복지조직을 둘러싼 다양한 환경 변화는 조직의 성장과 발전에 핵심적 역할을 수행하는 중간관리자를 주목하게 한다. 이들은 조직에서 최고관리자를 넘어 직원에게 다양한 아이디어 생성과 전략 수립, 실행 전반에 상당한 영향을 미치기 때문이다(Floyd & Wooldridge, 1997). 따라서 중간관리자가 업무에 긍정적인 태도와 동기를 가지고 조직에 머무르도록 하는 것은 사회복지조직의 인적자원관리 차원에서 필수적인 과제일 것이다. 하지만 중간관리자가 자신의 전문적 성장과 발전 기회가 제한적이라고 인식한다면, 이는 사회복지현장 전반을 위협하는 커다란 장벽일 수 있다. 이러한 문제의식 하에, 본 연구는 사회복지조직 중간관리자의 중요성을 강조하고, 보수교육 경험을 체계적으로 조작화하여 직무열의에 미치는 영향을 검증하고자 하였다. 또한 사회복지사 보수교육은 조직 외부 기관이 제공하고 있기 때문에, 상황변수인 조직지원인식이 중간관리자의 보수교육 경험과 직무열의 관계를 조절하는지를 분석하였다. 분석을 통해 사회복지조직 중간관리자의 중요성과 직무열의에 대한 논의 범위를 확장하고, 보수교육과 조직 환경에 대한 실천적⸱정책적 함의를 제시하는데 목적을 두었다. 본 연구는 보수교육 경험과 직무열의 간 관계, 그리고 조직지원인식의 조절효과를 깊이 있게 이해하기 위해 순차적-설명 혼합연구방법으로 설계되었다. 분석을 위해 연세대학교 사회복지연구소에서 수행한 ‘2023년 사회복지조직과 인적자원관리(HRM) 연구’의 양적⸱질적 데이터를 활용하였다. 양적연구 대상은 서울시 소재 사회복지관, 장애인복지관, 노인복지관에 소속된 경력 5년 이상의 중간관리자로 306명이다. 질적연구 대상은 동일한 모집단 내에서 수집된 중간관리자 7명이다. 본 연구의 독립변수는 보수교육 경험이며, 종속변수는 직무열의이다. 직무열의는 긍정적이고 성취적인 일과 관련된 마음의 상태로 정의된다. 유사개념인 직무몰입은 정적이고 수동적인 의미를 가진 반면, 직무열의는 보다 적극적인 높은 동기부여와 탄력성을 포함하는 확장된 의미를 내포하고 있다(Eldor & Vigoda-Gadot, 2017). 이러한 직무열의 개념의 차별성에 따라 최근 조직 문헌과 실무현장에서 직무열의에 주목하는 경향성이 발견된다. 본 연구의 주요 양적연구 결과는 다음과 같다. 첫째, 기술통계 분석 결과 중간관리자의 보수교육 경험은 한국사회복지사협회(2019) 보수교육 만족도 점수와 비교하여 낮은 것으로 확인되었다. 직무열의, 조직지원인식의 수준 또한 5점 만점을 기준으로 각각 3.57점, 3.61점으로 높지 않은 수준이었다. 둘째, 주요 변수 간 상관계수는 r=.390(보수교육 환경-조직지원인식)에서 r=.733(보수교육 내용-보수교육 설계) 사이로 모두 정적 상관관계를 갖는 것으로 나타났다. 셋째, 조절 회귀분석 결과, 모델3에서 보수교육 내용(β=.152)과 조직지원인식(β=.345)이, 모델1에서는 보수교육 강사(β=.136)가 직무열의에 긍정적 영향을 미치는 것으로 나타났다. 넷째, 조직지원인식의 조절효과는 보수교육 내용-직무열의, 보수교육 강사-직무열의 관계에서만 나타났다. 양적연구의 결과를 심도 있게 이해하기 위해 사례연구를 시도하였으며, 주제분석방법을 사용하여 중간관리자 7명의 개별면접자료를 분석하였다. 본 연구는 순차적 설명 설계를 활용한 것으로 양적연구의 결과를 이해하고 설명하기 위한 목적으로 범주와 주제를 구성하였다. 질적분석 결과, 2개 범주 8개 주제가 도출되었다. 양적연구와 질적연구를 통합한 결과는 다음과 같다. 첫째, 보수교육 내용과 보수교육 강사는 주요한 요인들을 통제한 상태에서도 직무열의에 통계적으로 유의한 정적 영향을 미치는 것으로 나타났다. 조직지원인식 또한 직무열의에 긍정적 영향을 미치는 것으로 분석되었다. 이와 관련하여 질적연구에서 중간관리자는 보수교육을 통해 업무에 대한 동기가 고취되었으며 새로운 활력이 재충전된 것으로 나타났다. 또한 사회복지사로서의 정체성을 강화하여 높은 직무열의를 보인 것으로 해석되었다. 질적연구에서 양적연구 결과를 설명하는 보수교육 내용의 특성은 교육의 질이 높은 심화교육, 현장중심의 콘텐츠, 사회복지와 융합할 수 있는 최신 기술과 트렌드 반영, 중간관리자 필수역량에 대한 학습 욕구 충족이었다. 질적연구를 통해 직무열의에 영향을 미치는 보수교육 강사 기제는 풍부한 현장경험과 지식을 보유한 신뢰할 만한 강사, 현재의 지식을 넘어 방향성을 제시해주는 강사의 통찰력이었다. 질적연구에서 확인된 조직지원인식의 기제는 직원의 성장을 지원하는 조직시스템과 동기를 부여하는 상사의 슈퍼비전이었다. 둘째, 조직지원인식은 보수교육 내용과 직무열의 관계를 강화하는 것으로 나타났는데, 질적연구를 통해 확인된 조직지원인식의 조절효과 기제는 학습한 내용을 업무에 활용하도록 장려하는 분위기와 실패를 수용하고 노력은 인정하는 것이었다. 반면 보수교육 강사와 직무열의 관계에서는 조직지원인식이 이 관계를 약화시키는 것으로 분석되었다. 질적연구를 통해 확인된 조직지원인식의 조절효과 기제는 변화와 혁신에 소극적인 리더, 상사에게 집중된 권한과 중간관리자의 한정된 역할, 통제로 느껴지는 세밀한 업무 지시, 현실에 안주한 채 발전하지 않는 상사였다. 중간관리자들은 사회복지현장에서 존중받는 보수교육 강사와 자신의 상사를 비교하면서 조직과 상사에 실망감과 부정적 인식을 가질 수 있는 것으로 나타났다. 이상의 연구 결과를 바탕으로 사회복지조직 중간관리자의 직무열의를 제고하기 위한 실천적⸱정책적 방안을 제시하였다. 실천적 함의로는 중간관리자 대상 교육 욕구 및 만족도 조사, 중간관리자 필수역량과 관련된 교육, 최신 트렌드를 반영한 콘텐츠 개발 등이 필요함을 시사하였다. 정책적 함의로는 보수교육 내용과 강사의 질적 제고를 위해 사회복지사 보수교육 운영지침 개정, 보수교육 성과 평가 및 관련 데이터 구축 등을 제안하였다. 본 연구는 사회복지조직에서 그동안 간과되어온 중간관리자에 주목하고, 보수교육 경험을 체계적으로 조작화하여 직무열의와의 관계를 실증적으로 분석하였다는 점, 보수교육 경험과 직무열의 관계에서 상황변수인 조직지원인식의 조절효과를 검증하였다는 점, 조직이론에서 지배적이었던 소진, 이직과 같은 부정성에 초점을 맞춘 연구경향을 탈피하고 직무열의라는 긍정적 동인으로 관점을 전환한 점, 혼합연구방법을 활용하여 연구문제에 대한 포괄적 이해와 해석을 도모하였다는 점에서 학문적 의의를 갖는다.

In the changing environment of social service organizations, middle managers play a crucial role in driving organizational growth and development. Middle managers’ influence extends beyond top management, impacting employees and shaping ideas, strategies, and implementation (Floyd & Wooldridge, 1997). Hence, from the human resources management perspective, it is crucial for social service organizations to foster positive attitude and motivation among middle managers to ensure organizational success. Limited opportunities for professional growth and development may be perceived as a considerable barrier by middle managers, resulting in decreased work engagement and potentially threatening the social service sector as a whole. This study addressed this issue by highlighting the importance of middle managers in social service organizations. It examined the effects of continued education on their work engagement by systematically leveraging their educational experiences. We examined whether perceived organizational support, a contextual variable, moderated the relationship between middle managers’ continuing education experience and work engagement. This analysis was conducted considering that third-party agencies outside organizations provided continuing education to social service workers. This study aimed to expand the discussion on the importance of work engagement among middle managers in social service organizations. Moreover, it suggested practical and policy implications for continuous education and organizational environments. This study used a sequential explanatory mixed-methods approach to investigate the relationship between continuing education experience and work engagement, and the moderating effect of perceived organizational support. Quantitative and qualitative data from the 2023 Social Service Organizations and Human Resources Management Study conducted by the Center for Social Welfare Research, Yonsei University, were used for analysis. The quantitative analysis included data from 306 middle managers with at least five years of experience in social welfare centers, welfare centers for persons with disabilities, and older adult welfare centers in Seoul. Seven middle managers from the same population were interviewed for the qualitative analysis. The independent variable in this study was continuing education experience, whereas the dependent variable was work engagement. Work engagement is defined as a positive and fulfilling mindset toward work. Its meaning is expanded to include high levels of motivation and resilience, rather than the static and passive implication of simple job involvement—a concept similar to work engagement (Eldor & Vigoda-Gadot, 2017). This differentiation between job involvement and work engagement has inspired the recent trend of focusing on work engagement in the literature and practice around organizations. The quantitative results of our study are as follows: First, descriptive statistical analysis confirmed that middle managers’ continuing education experience scored lower than the continuing education satisfaction score of the Korean Association of Social Workers (2019). Furthermore, middle managers obtained low scores for work engagement and perceived organizational support, with an average of 3.57 and 3.61, respectively, out of 5 points. Second, correlation coefficient between the key variables was positive, ranging from r = .390 (between continuing education environment and perceived organizational support) to r = .733 (between continuing education contents and design). Third, moderated regression analysis indicated that continuing education contents (β = .152) and perceived organizational support (β = .345) in Model 3 and continuing education instructors (β = .136) in Model 1 positively influenced work engagement. Finally, the moderating effect of perceived organizational support was only observed in the relationship between continuing education contents and work engagement, and continuing education instructors and work engagement. We conducted a case study to provide insight into the quantitative analysis results. Data from individual interviews with seven middle managers were analyzed using the thematic analysis method. We used a sequential explanatory design, arranging categories and themes to elucidate and explain the results of the quantitative analysis. Two categories and eight themes were identified from the qualitative analysis. Combined results of the quantitative and qualitative analyses showed that continuing education contents and continuing education instructors had a statistically significant positive effect on work engagement, even after controlling for key factors. Moreover, perceived organizational support had a positive effect on work engagement. Notably, middle managers reported increased motivation and a sense of rejuvenation due to their involvement in continuing education. The middle managers expressed that continuing education reinforced their professional identity as social workers, contributing to their high work engagement. The qualitative analysis identified several characteristics of continuing education contents. These included in-depth high-quality education, field-focused contents, integration of the latest technologies and trends in social services, and meeting the specific learning needs of middle managers. We identified two aspects regarding the characteristics of continuing education instructors. First, the instructors were considered reliable due to their extensive field experience and knowledge. Second, they offered valuable insights that went beyond the existing knowledge, guiding the middle managers. Perceived organizational support, as revealed in the qualitative analysis, involved a supportive organizational system for employee growth and motivating supervisors for middle managers. Perceived organizational support strengthened the relationship between continuing education contents and work engagement. Qualitative analysis revealed that the mechanism of the moderating effect of perceived organizational support included fostering an atmosphere that encouraged employees to apply their learning, accept failures, and recognize efforts. Meanwhile, perceived organizational support weakened the relationship between continuing education instructors and work engagement. Qualitative analysis revealed that the mechanism of the moderating effect of perceived organizational support included several factors: leaders who were resistant to change and innovation, concentration of authority in supervisors, limited roles for middle managers, perceived micromanagement, and supervisors who showed no desire for progress. As a result, middle managers might experience disappointment and negative perceptions toward their organization and supervisor, particularly when comparing them to the respected continuing education instructors in the social service sector. Based on these findings, we formulated practical and policy suggestions to improve the work engagement of middle managers in social service organizations. This study emphasized the need to survey middle managers’ requirements and satisfaction concerning continuing education, providing continuing education for required competencies, and developing contents reflecting the latest trends. Our findings suggest the need to amend guidelines on continuing education for social workers to improve the quality of continuing education contents and instructors, conduct performance evaluations specific to continuing education, and establish related data systems. This study is notable as it addresses an overlooked aspect in social service organizations, namely middle managers. It contributes by systematically operationalizing and empirically analyzing the relationship between continuing education experience and work engagement. Additionally, it demonstrates the moderating effect of perceived organizational support, a contextual variable, on this relationship. Finally, this study shifts the focus from negative mainstream concepts in organizational theory—burnout and turnover—to the positive driver of work engagement. The mixed-methods approach facilitates a comprehensive understanding and interpretation of the research topic.

We conducted a case study to provide insight into the quantitative analysis results. Data from individual interviews with seven middle managers were analyzed using the thematic analysis method. We used a sequential explanatory design, arranging categories and themes to elucidate and explain the results of the quantitative analysis. Two categories and eight themes were identified from the qualitative analysis. Combined results of the quantitative and qualitative analyses showed that continuing education contents and continuing education instructors had a statistically significant positive effect on work engagement, even after controlling for key factors. Moreover, perceived organizational support had a positive effect on work engagement. Notably, middle managers reported increased motivation and a sense of rejuvenation due to their involvement in continuing education. The middle managers expressed that continuing education reinforced their professional identity as social workers, contributing to their high work engagement. The qualitative analysis identified several characteristics of continuing education contents. These included in-depth high-quality education, field-focused contents, integration of the latest technologies and trends in social services, and meeting the specific learning needs of middle managers. We identified two aspects regarding the characteristics of continuing education instructors. First, the instructors were considered reliable due to their extensive field experience and knowledge. Second, they offered valuable insights that went beyond the existing knowledge, guiding the middle managers. Perceived organizational support, as revealed in the qualitative analysis, involved a supportive organizational system for employee growth and motivating supervisors for middle managers. Perceived organizational support strengthened the relationship between continuing education contents and work engagement. Qualitative analysis revealed that the mechanism of the moderating effect of perceived organizational support included fostering an atmosphere that encouraged employees to apply their learning, accept failures, and recognize efforts. Meanwhile, perceived organizational support weakened the relationship between continuing education instructors and work engagement. Qualitative analysis revealed that the mechanism of the moderating effect of perceived organizational support included several factors: leaders who were resistant to change and innovation, concentration of authority in supervisors, limited roles for middle managers, perceived micromanagement, and supervisors who showed no desire for progress. As a result, middle managers might experience disappointment and negative perceptions toward their organization and supervisor, particularly when comparing them to the respected continuing education instructors in the social service sector. Based on these findings, we formulated practical and policy suggestions to improve the work engagement of middle managers in social service organizations. This study emphasized the need to survey middle managers’ requirements and satisfaction concerning continuing education, providing continuing education for required competencies, and developing contents reflecting the latest trends. Our findings suggest the need to amend guidelines on continuing education for social workers to improve the quality of continuing education contents and instructors, conduct performance evaluations specific to continuing education, and establish related data systems. This study is notable as it addresses an overlooked aspect in social service organizations, namely middle managers. It contributes by systematically operationalizing and empirically analyzing the relationship between continuing education experience and work engagement. Additionally, it demonstrates the moderating effect of perceived organizational support, a contextual variable, on this relationship. Finally, this study shifts the focus from negative mainstream concepts in organizational theory—burnout and turnover—to the positive driver of work engagement. The mixed-methods approach facilitates a comprehensive understanding and interpretation of the research topic.
