가족요양보호사란 무엇인가? 우리나라의 경우 노인장기요양보험제도에서 제공되는 방문요양서비스의 예외조항으로 가족요양보호사 제도를 두어 가족에 의한 수발서비스를 일부 인정하고 있다. 가족요양보호사란 가족이 요양보호사 자격증을 취득한 후 가족원인 수급 노인에게 방문요양을 실시하고 그에 해당하는 급여를 받는 제도를 말한다(Lee, 2010). 2011년 현재 전체 요양보호사는 13만 명이며, 이중 노인수급자와 가족관계에 있는 요양보호사는 6만 4천여 명으로 전체 요양보호사의 49%에 이르고 있다 (National Health Insurance Corporation [NHIC], 2011).
우리나라가 노인장기요양보험제도를 도입된 의의는 무엇인가? 이러한 노인수발로 인한 문제를 감소시키기 위하여, 우리나라에서도 2008년 노인장기요양보험제도가 도입되었다. 이는 사회적 연대원리를 적용하여 가족이 가졌던 노인수발의 책임을 사회와 국가가 분담하는 것이다. 그러나 우리나라 보다 앞서 공적 장기요양서비스 제도가 도입된 다른 나라의 경우, 공식적인 서비스가 제공된다 하더라도 노인을 수발하는 주체는 계속 가족이다(Cantor & Brennan, 2000).
