교육전이에는 어떤 속성이 포함되는가? 학술적으로 교육전이(educational transfer, 이하 교육전이)는 학습을 통해 습득한 내용을 업무에 적용․유지하는 활동으로 정의된다(BaldwinᆞFord, 1988; Noe, 2005). 교육전이에 있어서는 학습자, 학습, 업무 적용 등이 주요 속성으로 포함된다 (Lee, Youn-TaekᆞKim, Kyung-Hee, 2012). Hyun, Young-Sup(2009)은 교육전이는 교육훈련이 현업의 성과로 연결되어야 한다는 점에서 교육훈련의 효과성을 측정하는데 있어서 중요한 의미를 갖는다고 하였다.
산업구조와 속도에 맞는 인력수급을 해결하기 위해서는 무엇이 필요한가? 이에 따라 산업구조와 속도에 맞는 인력수급이 대학에서는 중요한 이슈로 대두되고 있다. 이슈를 해결하기 위하여 산업 현장의 요구를 이해하고 대응하는 직무 중심의 교육과정 개편이 필요하게 되었다. 2013년 교육부에서는 학교교육을 산업현장에 적합한 인재로 양성하고 학벌보다는 능력중심의 사회를 구현하기 위하여 NCS(국가직무능력표준)에 기초를 두어 직업능력을 향상시키고자 하였다.
