우리나라에서 안정화 공법의 적용이 불가능한 실정인 이유는? | 미국의 Superfund 부지들에서는 62개 부지 중 45개 부지에서 안정화 공법이 이용될 정도로, 안정화 공법이 비소 오염 토양 정화를 위해 많이 사용되고 있다(USEPA, 2002). 우리나라에서는 중금속에 대한 토양오염기준이 왕수를 이용한 전함량법을 바탕으로 하기 때문에 안정화 공법의 적용이 불가능한 실정이다. 하지만 환경부(Korea Ministry of Environment)의 토양환경보전법 제15조5(KMOE, 2015b)와 토양오염물질위해성평가 지침(KMOE, 2015a)에 따르면, 위해성평가 수행 결과를 토양정화의 시기, 범위 및 수준 등에 반영할 수 있으므로 안정화 공법이 위해도 저감 방안의 일환으로 적용될 수 있다. |
