이 연구는 지역사회를 실행공동체로 환원시키기 위한 매개자인 공무원의 협력가능성을 모색하는 데 그 목적이 있다. 공동체는 가치지향적인 개념으로 현대사회에서는 지역공동체, 실행공동체, 공동체성을 가진 조직 등으로 존재한다. 공공도서관 공동체는 지역공동체의 성격과 실행공동체의 성격을 동시에 띠며, 지역사회 문제해결을 위해 서비스 영역을 확장하고 있다. 그러나 한국에서는 동 단위의 주민자치에서 지역사회 문제해결을 위한 공공서비스를 제공하고 있다. 이들은 모두 지역사회를 실행공동체로 환원시킨다는 목적을 가지고 업무를 수행한다. 따라서 이 연구는 공동체의 매개자에게 필요한 공동체 의식, 업무 필요성에 대한 의식을 조사하였다. 그 결과는 다음과 같다. 첫째, 공동체 의식이 높은 집단이 그렇지 않은 집단에 비해 업무협력에 대한 필요를 덜 느끼는 것으로 나타났다. 둘째, 공동체 의식이 높거나 주민자치 업무에 많이 노출된 집단은 직무기대가 낮은 편으로 나타났다. 따라서 공동체에 관련된 업무를 원활하게 협력하기 위해서 공동체 업무에 대한 적극적인 동기부여가 필요할 것이다.
