이 연구는 모든 학교에 1명 이상의 전담인력을 배치하도록 규정한 학교도서관진흥법과 시행령의 개정에 따라 제기되는 인력 문제의 과제와 전망을 탐구하였다. 정부의 정책과 계획을 토대로 사서교사 인력 수요를 검토하고 현재의 인력 양성 규모의 문제를 정리하였다. 향후 예측되는 인력 수요를 고려하여 교육대학원 과정의 증설과 학부 교직 승인 인원의 증원 필요성을 제기하였다. 그리고 법을 통해 개선된 인력제도가 현장에 깊이 뿌리내기 위한 과제로 양성 교육의 내실화와 현장 역량의 강화 방안을 탐구하였다. 이를 위해 학교도서관 운영 인력의 독서교육과 정보활용교육 역량 제고의 필요성을 제안하고 이원화된 인력체제의 통합 방안을 검토하였다.
