This study was done to investigate the independent organizations established for patient safety, related policies, and the duties of experts in other countries. Australia established an organization called the Commission in 2006, the United Kingdom established the National Patients Safety Agency in 2001, and the United States assigned its work to the Agency for Healthcare Research and Quality in 2005. 제안 방법
관련 연구를 수행하는 과정에서 우리는 다른 나라들이 국가적 차원에서 안전한 의료시스템 구축을 위해 노력한 방법과 전략 및 전문인력을 활용하는 방법들을 체계적으로 검토하였다. 따라서 다른 나라들의 환자안전기구와 정책들 그리고 전담인력의 직무를 종합적으로 비교, 분석함으로써 보건의료기관의 환자안전관리체계 및 전담인력의 역량 강화방안을 수립하고자 하는 제1차 환자안전종합계획을 추진하고 완성하는데 도움되는 기초자료를 제시하고자 한다.
가장 핵심적인 정책 중 하나는 의료기관내 발생하는환자안전사고의 자율보고를 활성화함으로 환자안전 환류체계를 구축하는 것이다. 이를 실현하기 위해 의료기관 내환자안전위원회를 설치하고 환자안전 전담인력(이하 “전담인력”이라 한다) 배치를 의무화하였다. 각 의료기관에 배치된 전담인력을 중심으로 환자안전사고에 대한 자율보고가 2016년 563건에서 2019년 11, 953건으로 급속히 활성화되었고, 환자안전사고의 74.

둘째 환자-소비자-지역사회의 파트너십은 환자-소비자-지역사회 구성원이 헬스케어에서 동등한 파트너로 참여할 수 있도록 지원하고 장려함으로 안전하고 질 높은 케어의 잠재력을 최대화하는 보건의료체계를 갖추는 것이다. 셋째 품질비용과 가치는 환자와 소비자에게 올바른 치료를 제공하고 환자의 건강결과를 개선하며, 생산성을 향상시켜 헬스케어의 가치를 최적화하는 보건의료체계를 갖추는 것이다. 마지막으로 안전 및 고품질 의료를 제공하기 위한 의료전문가 지원에서는 강력하고 지속적인 개선시스템을 구축함으로써 안전한 임상실무를 지원하는 보건의료체계를 갖추는 것이다.
