우리나라 공공도서관의 수는 지속적으로 증가하고 있으나, 지금까지 양적 성장에 주목하였을 뿐 공공도서관의 성장 추세가 지역 간 차이가 있는지, 있다면 그러한 격차를 발생시킨 요인이 무엇인지에 대해서는 상대적으로 많은 관심을 갖지 못했다. 이와 같은 문제의식 아래 이 연구에서는 우리나라 공공도서관의 분포 패턴을 파악하고, 그러한 분포를 야기시킨 영향 요인을 분석하였다. 분석 결과, 수도권 지역을 중심으로 공공도서관 집중이 계속되고 있으며, 공공도서관의 분포 역시 지역 간 격차가 큰 것을 알 수 있었다. 다음으로 공공도서관 공급 결정요인 분석 결과, 인구증가율과 사업체수, 재정자립도는 정(+)의 영향을, 1인당 지방세는 부(-)의 영향을 미치는 것으로 나타났다. 이들 요인 중에서도 지역의 경제력과 지방자치단체의 재정적 능력이 공공도서관 분포의 지역 간 격차를 가져오는 주요 요인이라고 볼 수 있었으며, 이는 그동안의 공공도서관 공급이 공급자의 편의로 결정되어 온 현실을 실증적으로 보여주는 결과라 할 수 있다.
