This article aims to inspect the elements that should be considered at a time when the army, the government and the society’s interest for human rights violations within the military culture continually rises, and many solutions are being made. One of the elements that is in the most need for change is conscription itself. The Korean conscription system was a process during which citizens, in becoming soldiers, adapted themselves to being used as an tool for national security. This instrumental point of view has caused the internalization of the idea that it is acceptable that life in the army overrule one’s personal life. The issue of the soldier’s human rights needs more than merely proclamatory efforts about the needs to protect human rights. In order for there to be meaningful progress, there needs to be, in the making and practice of every policy, sensitivity concerning human rights, as well as the preservation of the changement and amelioration of existing ideas. However, human rights within the army is still an unfamiliar topic in Korea, and interest and debates concerning the subject are not yet active. Also, the army’s standardized, formalized and oppressive way of thought has a great chance of limiting one’s liberty and individuality, and therefore creates elements that violate human rights. In a country such as Korea, where the priority is put on the soldier’s role as a tool in the recruit system, and where social hierarchy is strong, the military spirit is prone to be used as an excuse for the endless infringement on human rights. Within the army, masculinity is used as a crucial element in the maintenance and function of hierarchical order, and for rationalizing the hate of difference. It also causes soldiers that are not able to adapt to the environment to develop self hate for not being able to stay within the league or to be manly. The hate of femininity and the objectification of women also hinders the development of an environment that accepts various forms of masculinity. This kind of culture becomes a significant cause of verbal or sexual abuse. The most important problem our society believes that the oppressive and hierarchical form of human relations that the army creates has a positive function. The popularity of marine style discipline training or the widespread agreement on the necessity of the oppressive hierarchy culture within universities make one wonder whether or not our society actually has the strength and the alternatives to overcome the human rights violating aspects that the military culture creates through changing values and everyday practice. In the end, in order to overcome the aspects of military culture that violate human rights, there is a need for change not only within the army itself, but within the Korean society. We must establish a system of citizen participation to search for alternatives to the current recruit system, continually inspect its mechanism, and contribute to the effort to rid of its human rights violating aspects. There must also be an effort to reflectively evaluate our hierarchical culture and to change consciousness, as well as an effort to consider from different aspects and to change the masculinity created by the army.
