According to these environmental changes surrounding the corruption field, KIPA (the Korean Institute of Public Administration) has contributed to the anti-corruption policy of the government. This research is an effort that has operated annually from 2001. This study is to understand the status of corruption, and to analyze its progress. In the 2009 investigation of corruption results, we could see that corruption has decreased compared to 2011. 61.2% of the enterprise group and 62.7% of the self-employed group answered that the corruption of public sector was serious. The most serious corruption area of public sector was the law sector. The law sector represented 41.8% as the highestproportion, followed by construction (35.8%), police (30.8%), tax service (30.3%), public procurement service (12.4%), education (10.7%), food hygiene and military (8.1%), fire-fighting (4.6%), environment (3.6%), health and medical (3.4%), social welfare and immigration (2.8%) sectors. The research for the corrupted social groups highlights politicians group. 68.3% of the respondents as answered that politicians group is the most seriously corrupted, followed by senior officials (20.3%), conglomerates (4.6%), public officials (4.4%), small businessmen (0.9%), and individual proprietors (0.3%). The specific trends of corruption seriousness by sectors are as follows: policians' corruption showed the highest rate as 96.0% in 2001, and has slightly decreased in 2011 (95.3%) and further in 2012 (91.9%). Police corruption rate was64.7% in 2009, but increased to 69.4% in 2012. It shows that the seriousness of corruption has increased in the Lee Myung-Bak Administration. Corruption seriousness of police has increased as different from those of politicians, lawyers, senior officials, soldiers, tax officials and education officials.
