이 연구는 기존의 농산물 유통단계별ㆍ유통주체별ㆍ유통기능별로 개별적이고 독립적인 유통 및 물류관리 체계의 한계를 극복하고 전 유통과정(공급사슬)의 참여주체 간 상품ㆍ물류ㆍ정보ㆍ자금흐름 등에서 통합ㆍ연계ㆍ협력체계를 바탕으로 수급안정과 물류효율성 제고를 실현할 수 있는 공급사슬관리(SCM) 시스템 구축 방안을 도출하여 제시하기 위해 추진되었다.

농산물 SCM은 농산물 생산부터 소비자의 소비행위까지 전체 유통과정과 참여 구성원 사이에 이루어지는 생산, 수ㆍ발주, 거래(구매, 판매, 가격형성 등), 물류(저장, 운송 등), 정보의 소유와 교환 등 모든 상적ㆍ물류기능들이 특정 참여주체나 특정 유통단계별로 독립적이고 배타적으로 관리되는 것이 아니라 전체 공급사슬 상에서 통합적으로 관리되는 시스템이라고 할 수 있다. 농산물 SCM은 전체 공급사슬 상의 정보 시스템과 공급사슬 참여주체의 협력과 파트너십을 기반으로 공급사슬 전체의 불확실성을 감소시키고 비용절감 및 고객만족을 제고시키기 위한 접근이라고 할 수 있다.
일반적으로 농산물 공급사슬은 복잡한 유통경로에 의해 매우 다양하게 나타나고 있으나 크게 시장 중심 공급사슬과 시장 외 중심 공급사슬로 구분될 수 있다. 농산물 SCM에서 가장 중요한 역할과 기능을 수행하는 참여주체는 공급사슬 전체의 요소 흐름을 조정하는 핵심주체(Channel Leader, Channel Master)라고 할 수 있다. 핵심주체는 공급사슬을 구성하는 참여주체 간 연관관계를 통합하고 이와 관련된 물류, 정보 흐름 등을 조정하여 SCM의 목적을 효율적으로 달성할 수 있도록 하는 주체로서 공급사슬 참여주체 간 이해관계를 조정하고 협력을 끌어내기 위한 조정자의 역할을 수행한다. 주체별 특성을 살펴본 결과 현재의 유통체계하에서 SCM 핵심주체로서 상대적으로 유리한 입장에 있는 참여주체는 도매시장 중심 공급사슬에서는 도매시장 법인이라고 판단할 수 있다. 그리고 시장 외 공급사슬에서는 대형유통업체 구매본부(물류센터)가 적합한 것으로 판단된다.
도매시장 중심 공급사슬의 구조를 상품 및 거래, 물류, 유통정보 측면에서 분석한 결과 대형유통업체 중심 공급사슬에 비해 관련 인프라가 매우부족하고 체계적인 유통정보 시스템이 구축되어 있지 않은 것으로 나타났다. 또한 참여주체의 영세성과 유통정보의 중요성에 대한 인식이 낮아 효율적인 시스템 구축이 어려운 것으로 판단된다.
농산물 SCM 시스템 구축의 문제점을 살펴보면 거래와 상품흐름 측면에서는 ① 개별 산지유통인의 개별적이고 제한적인 정보에 근거한 출하 및 저장계획, ② 산지 출하주체의 주관적 상품화 및 출하활동, ③ 산지 정보의 체계화 및 통합화 미비, ④ 산지단계 주체에 대한 도매단계의 출하물량 조절 능력 미흡, ⑤ 도매시장 내 고비용 거래 구조, ⑥ 소매상의 영세성과 규모화 및 공동화된 유통활동 부족 등을 들 수 있다. 물류구조와 흐름 측면에서는 ① 산지와 도매단계와의 낮은 연계성, ② 산지 물류활동의 불안정성과 관련된 물류비용 증가, ③ 비효율적인 산지 물류작업 구조, ④ 유통단계별 물류단절 현상 발생, ⑤ 소매점포 취급물량과 구매물류의 영세성 등을 들 수 있다. 정보구조와 흐름 측면에서의 문제점은 ① 산지 출하주체의 은닉적 개별 정보 및 통합정보체계의 미구축, ② 산지와 도매단계 간 유통 정보 공유에 대한 유인 및 동기 미흡, ③ 도매시장 내부의 정보 공유 및 전달 시스템 미흡, ④ 소매점포의 소비자 정보 수집 및 전달 시스템 부재 등이 있다.
성공적인 농산물 SCM 시스템을 구축하기 위해서는 공급사슬 구성원의 공동이익을 추구할 수 있는 윈-윈 전략이 수립되어야 하며, 동시에 공급사슬 전체의 이익이 증대되어야 한다. 성공적인 SCM 시스템이 구축된다면 공급사슬 전체의 수급 및 가격안정화를 통하여 참여주체의 수익성 증대와 지속적 경영안정화를 가져올 수 있을 것이다. 그리고 물류효율화를 통하여 공급사슬 상 중복되는 기능이나 참여주체를 배제함으로써 물류비용 절감과 생산성 제고는 물론 전체 공급사슬 길이를 단축시킬 수 있다. 동시에 생산자ㆍ소비자ㆍ유통업체의 만족도를 제고시키고 참여주체의 시장지배력 제고와 브랜드의 효율적 관리가 가능하게 되며, 빠르게 변화하는 거래 및 물류패러다임 변화에 대한 대응력을 증대시킬 수 있게 될 것이다. 이와 같은 성공적인 SCM 도입을 위해서는 공급사슬 구성원의 자발적 참여 및 자율적 규제가 필요하며, 수익 모델이 다른 농산물 공급사슬 구성원들의 자발적인 참여 동기를 유발시키기 위해서는 설득과 이해관계 조정을 통하여 최대한 기업적 접근의 SCM 시스템이 도입되어야 할 것이다.
농산물 SCM 시스템 구축을 위한 부문별 기본방향으로는 우선적으로 공급사슬 전체의 흐름이 연속적으로 이루어지고 참여 구성원과 단계별 연계성이 확보되어야 할 것이다. 이와 함께 공급사슬 내에서의 요소흐름에 대한투명성과 공개성이 확보되어 참여 구성원 간 상호 신뢰성이 구축되어야 하며, 신뢰성을 바탕으로 참여주체 간 협력과 파트너십이 구축되어야 할 것이다.
거래 및 상품 흐름에서는 거래물량 조절을 위한 구성원의 조직화ㆍ규모화, 거래제도 개선, 파트너십 구축, 정보의 신뢰성 제고 등이 중요한 것으로 나타나고 있다. 물류흐름에서는 산지와 도매물류, 도매와 소매물류의 연계성확보, 물류 인프라 확충 등이 중요한 것으로 나타나고 있다. 그리고 정보 흐름에서는 전체 공급사슬 참여주체 간 정보공유 및 교환 시스템 구축, 개별ㆍ은닉정보의 통합화와 공유, 정보의 신뢰성 제고, 정보 시스템의 효율성 제고를 위한 상품과 거래의 표준코드 정비 등이 중요한 과제로 나타나고 있다.

Our study revealed that the following problems make it difficult to establish a stable and efficient agricultural SCM system. In terms of the transaction and product flow, there were following problems: ① shipping and storage plan based on individual and limited information of individual producers; ② subjective merchandizing and shipping activities by local producers; ③ lack of systematic integration of information about producers and production areas; ④ lack of the wholesalers’ ability to regulate the amount of shipping from the producers; ⑤ high-cost transaction structure of the wholesale market; and ⑥ smallness of the retailers and the lack of standardized common distribution activities. In terms of the distribution structure and flow, the following problems were identified: ① low connectivity between the production stage and the wholesale stage; ② increased distribution costs due to the instability of distribution activities in production areas; ③ inefficient distribution structure of the producers; ④ occurrence of disconnection between distribution stages; and ⑤ smallness of the quantity purchased and sold by retailers. The problems in terms of the information structure and flow were the following: ① personal information not being disclosed by producers and lack of the integrated information system; ② lack of incentive and motivation for information sharing between producers and wholesalers; ③ lack of the information sharing and transfer system within the wholesale market; and ④ absence of the consumer information collection and transfer system among retailers.
A successful agricultural SCM system requires win-win strategies to pursue common interests of supply chain members and to increase the interests of the entire supply chain. It will contribute to stabilizing the supply and prices, which will result in the increased profitability and continuous management stabilization for the participating agents. Furthermore, an efficient distribution system can reduce the distribution cost, improve the productivity and reduce the length of the entire supply chain, by excluding functions or participating agents redundant in the supply chain. At the same time, it will enhance the satisfaction of producers, consumers and distributers, improve the market dominance by participating agents, enable efficient brand management, and increase the responsiveness to the rapidly-changing transaction and distribution paradigm. In order to implement such a successful SCM, the supply chain members’ voluntary participation and autonomous regulation is required. To motivate the supply chain members of agricultural products with different revenue models, an SCM system as close to the entrepreneurial approach-based SCM system as possible should be introduced through persuasion and mediation of interests.
Basic direction for each sector to establish an agricultural SCM system is to ensure a continuous flow of the entire supply chain and secure the connectivity among participating members and stages. In addition to this, mutual trust among the participating members should be established through transparency and openness of elements of the supply chain. Furthermore, cooperation and partnership among the participating agents should be established based on trust.
In the transaction and product process, the following appear to be important: organization and systematization of members for regulating the transaction amount, improvement of the transaction system, partnership, and enhancement of the credibility of information. In the distribution process, it is important to ensure the connectivity of distribution between producers and wholesalers and between wholesalers and retailers, and to expand the distribution structure. In the information process, the following are the important tasks: to establish a system to share and exchange information among the entire supply chain members; to integrate and share individual and undisclosed information; to enhance the reliability of information; and to maintain the standard codes for products and transactions in order to enhance the efficiency of the information system.
