본 연구의 목적은 초등학생들의 생활 및 건강과 밀접한 관련이 있는 초등돌봄교실의 시설 및 실내환경 실태와 문제점을 면밀히 조사, 분석하여 보다 안전하고 쾌적한 초등돌봄교실 환경을 구축하기 위한 기본 방향과 시설 및 실내환경 성능 개선 방안을 모색하는 데 있다. 이를 위해 우선 국내 초등돌봄교실 정책의 추진배경과 주요내용, 주요 특징 등을 파악하였다. 아울러 국내ㆍ외 문헌 분석을 통해 돌봄교실의 시설 및 실내환경을 구성하는 핵심 요소를 도출하고, 초등돌봄교실 환경실태 분석항목을 구성하였다. 이어 국내 초등돌봄교실 사례조사를 실시하여

이상의 연구 내용을 토대로 초등돌봄교실의 물리적 환경을 개선하기 위한 방안을 시설환경적 측면과 실내환경적 측면뿐만 아니라, 물리적 환경에 직, 간접적으로 영향을 미치는 운영적 측면까지 다각적으로 제시하였다. 이와 함께 연구를 통해 도출된 개선안을 바탕으로 기존 초등학교의 유휴교실을 활용하여 구축할 수 있는 두 가지 형태의 초등돌봄교실 단위공간 예시(안)을 제시하였다. 본 연구의 주요 결과를 요약하면 다음과 같다.
◦ 초등돌봄교실 관련 국내 외 기준 조사, 분석
국내ㆍ외 돌봄교실 관련 기준 중 돌봄교실의 물리적 환경조성과 관련된 요소인 돌봄교사 1인당 학생 수, 실내ㆍ외 면적 기준, 필요 공간의 종류와 기능, 공간 조성 시 고려사항 등의 내용을 분석하였다. 먼저 교사 1인당 학생 수의 경우 우리나라는 돌봄교실당 20명 내외라는 기준을 제시하고 있는 반면 해외의 돌봄시설 관련 가이드라인에서는 운영형태에 다소 차이가 있긴 하나 국가에 따라 돌봄교사 1인당 학생 수를 최소 10명, 많은 곳은 25명 수준으로 제시하고 있었다. 평균적으로 해외의 경우 15명 내외의 기준을 제시하고 있었다. 돌봄교실의 실내 면적 기준도 최근 초등돌봄교실 안전관리 길라잡이가 개정(2015. 8)되면서 면적 기준은 사라졌지만, 과거 안전관리 길라잡이(2012)에서는 학생 1인당 2.64m2를 제시하고 있다. 반면 호주와 미국은 3.25m2, 싱가포르는 3.0m2로 조사되었다. 또한 돌봄시설의 옥외공간에 대한 면적 역시 옥외공간에 대한 관련 기준이나 지침이 전혀 없는 우리나라와 달리 호주와 미국은 돌봄에 필요한 최소한의 옥외공간 면적 기준 등을 명시하고 있었다. 돌봄교실의 공간조성과 관련한 기준의 경우 해외는 필요공간의 종류, 각 공간별 환경구축 시 고려사항 등의 내용이 구체적으로 제시되어 있었던 것에 비해 우리나라는 그 내용이 부분적이고 개념적인 수준에 머무르는 한계를 보였다. 이 밖에도 이상의 국내ㆍ외 돌봄 교실 관련 기준 분석 결과, 돌봄시설에 필요한 공간으로 활동공간, 수면 및 휴식공간, 조리공간, 위생공간, 관리공간, 수납공간, 교사공간, 격리공간, 학부모공간, 세탁공간 등의 실내공간과 외부 놀이공간, 계단, 복도 등의 외부공간 등이 기본적으로 필요함을 확인할 수 있었다.
한편 학교시설의 실내환경과 관련된 국내ㆍ외 기준을 살펴본 결과 공통적으로 이산화탄소, 미세 먼지, 폼알데하이드, 총휘발성유기화합물, 일산화탄소, 이산화질소 등을 관리 항목으로 설정하고 있었다. 특히 독일의 경우 휘발성유기화합물의 관리 항목을 보다 상세하게 구분하여 제시하고 있었다. 이 외에도 쾌적한 실내환경 조성을 위한 관리 기준으로 상대습도, 온도, 환기횟수 등에 대한 기준도 명시하고 있었는데, 특히 일본은 학교급별로 실내공기질 관리를 위한 구체적인 환기횟수까지 제시하고 있는 특징을 보였다.
◦ 국내 초등돌봄교실의 사례조사, 분석
국내 초등돌봄교실 환경실태를 진단하기 위해 실시한 사례조사는 총 10개교, 36개 돌봄교실을 대상으로 돌봄교실의 물리적 환경에 영향을 미치는 운영 현황, 시설환경, 실내환경 실태를 중점적으로 조사하였다. 먼저 운영 현황 조사 결과, 조사 대상 학교 10개교 모두 오후돌봄을 운영하고 있었으며, 아침, 저녁돌봄을 운영하는 학교는 각각 3개교, 6개교로 아침돌봄보다는 저녁돌봄을 운영하는 사례가 더 많은 것으로 나타났다. 돌봄교실을 이용하는 학생은 대부분 1, 2학년 중심의 저학년 학생들이었으며, 3학년 이상 학생들의 오후돌봄 참여 비율은 매우 낮았다. 오후돌봄교실의 교실 당 학생 수는 평균 20.1명이었으며, 20명을 초과하는 돌봄교실이 전체 36개 돌봄교실의 약 42%나 되는 것으로 나타났다. 국내 돌봄교실 운영 특성상 교실 당 학생 수가 곧 돌봄전담사 1명이 담당하는 학생 수를 의미하고 있음을 고려할 때, 국내의 교실 당 학생 수는 해외기준 대비 많은 수준임을 알 수 있었다. 오후돌봄교실에서 운영하고 있는 프로그램 현황을 살펴본 결과, 개인자율활동과 특기적성 프로그램 활동이 많은 비중을 차지하고 있었으며, 그 중 개인자율활동의 비중이 가장 높은 것으로 나타났다. 특기적성 프로그램은 외부강사가 운영하는 경우와 학교 교원(교사, 돌봄전담사)이 운영하는 경우로 나뉘었는데, 외부강사가 운영하는 프로그램의 종류와 내용이 보다 더 다양한 것으로 조사되었다.
돌봄교실의 시설환경적 특성을 살펴본 결과, 교실의 형태는 대부분 정방형 또는 장방형이었다. 위치는 지상 1층 또는 2층이 대다수였는데, 2층 이상에 위치하여 접근성이 떨어지는 교실은 전체 36개 돌봄교실의 약 47%나 되는 것으로 조사되었다. 돌봄교실은 보통 일반교실 1칸 크기(66m2 내외)의 교실을 사용하고 있었고, 학생 1인당 면적은 평균 3.73m2인 것으로 조사되었다. 또한 모든 돌봄교실의 부분 또는 전체가 바닥난방으로 조성되어 있었다. 한편, 돌봄교실의 유형별 공간 조성 현황의 경우 활동영역 내 학습공간은 모든 돌봄교실에 조성된 반면 놀이, 휴식공간의 조성 비율은 상대적으로 낮았으며, 특히 겸용(C)교실-실제 다른 용도의 교실을 방과후에만 겸용으로 사용하는 돌봄교실-은 놀이, 휴식공간이 조성되어 있지 않은 것으로 나타났다. 지원영역의 수납, 조리, 교사공간은 대부분의 돌봄교실에 조성된 반면 위생공간의 조성 비율이 다소 낮았으며, 특히 겸용(C)교실 내 조성 비율이 현저히 낮았다. 전반적으로 전용교실과 겸용(B)교실-유휴 또는 잉여교실을 활용하여 전용교실과 같은 형태로 운영하는 겸용교실-에 비해 겸용(C)교실의 시설환경 수준이 상대적으로 미흡한 것으로 분석되었다. 이 밖에도 저녁시간까지 운영되는 돌봄교실의 안전 확보를 위해 CCTV, 출입통제장치 등을 설치하여 시설 전반에 걸쳐 보안성 및 안전성 확보를 위해 노력하고 있는 것으로 조사되었다.
실내환경 실태를 살펴본 결과, 미세먼지는 학교 주변 오염원에 따른 입지조건에 영향을 받는 것으로 나타났다. 상대적으로 학교 주변에 오염원 분포가 많은 지역의 돌봄교실 내 미세먼지의 농도가 높은 것으로 조사되어 실외에서 발생한 오염물질이 실내로 유입되어 돌봄교실의 실내공기질에 미치는 영향이 큼을 확인할 수 있었다. 실내 건축자재 및 가구 등에 의해 방출되는 오염물질인 총휘발성유기화합물과 폼알데하이드의 경우 학교보건법 기준을 만족하는 것으로 조사되었다. 하지만 교실 리모델링, 새 가구 구입 등 교실 내 환경 변화가 언제든 이루어질 수 있기 때문에 지속적인 관리가 필요한 항목인 것으로 조사되었다. 부유세균과 부유진균, 이산화탄소도 학교보건법 기준을 만족하였으나, 부유진균과 이산화탄소의 경우 겸용교실에서 상대적으로 높게 나타나 오전부터 장시간 사용되는 겸용교실에 대한 부유진균 및 이산화탄소 관리가 특별히 필요한 것으로 나타났다. 한편 실내 평균온도 및 습도는 계절적 변화와 상관없이 군별, 교실 유형별로 학교보건법 상의 기준을 모두 만족하는 것으로 나타났다. 조도는 학교보건법 기준을 모두 만족하였지만, 교실 내 각 측정지점별 조도차가 심하므로 균질한 조도 확보를 위한 개선이 필요한 것으로 나타났다.
◦ 초등돌봄교실 환경의 문제점 및 개선방안
이상에서 살펴본 연구 내용을 토대로 도출된 운영적 측면, 시설환경적 측면, 실내환경적 측면의 초등돌봄교실 환경의 문제점과 개선방안을 다음과 같이 도출하였다.
먼저 운영적 측면의 주요 문제점으로는 '돌봄교실당 학생 수 과다', '아침, 저녁돌봄 운영상의 애로' 등이 도출되었다. 돌봄교사 1명이 담당하는 학생 수 과다는 양질의 돌봄서비스 제공을 저해하는 요인으로 작용할 수 있다.
시설환경적 측면의 주요 문제점으로는 '부적절한 교실의 위치와 크기', '다양한 활동공간의 부족', '겸용(C)교실의 미흡한 환경', '보안 및 안전성 취약', '전용 외부공간의 부재' 등이 도출되었다. 사례 조사 결과 지상 2층 이상에 위치한 돌봄교실 사례도 있었으며, 돌봄교실의 면적 역시 20명 내외의 학생을 수용하기에 충분하지 않아 모든 돌봄활동이 돌봄교실 내에서 이루어지는 데는 한계가 있었다. 돌봄교실의 공간 조성에 있어서도 개별 학교 및 교실의 유형에 따라 공간 조성의 다양성에 많은 차이를 보였다. 특히 본래 용도의 교실을 겸용하는 겸용(C)교실의 경우 전용 돌봄교실에 비해 조성된 공간의 종류, 구비된 가구 및 기자재의 수준이 상대적으로 미흡한 상황이었다.
실내환경적 측면의 주요 문제점으로는 '학교 주변 환경과 건물 특성에 의한 불가피한 오염원 발생', '실내ㆍ외 공기 오염 정도와 무관한 환기방식 적용', '돌봄교실 내 오염원의 효율적 제거 및 저감을 위한 사용자 관리, 운영 지침 부재' 등이 도출되었다. 실외에서 발생한 오염물질의 실내유입과 실내 리모델링 및 새 가구 구입과 같은 실내환경의 변화가 실내공기질에 많은 영향을 미치고 있었다. 그러나 일선 돌봄교실 현장에서는 실내ㆍ외 공기 오염정도 및 오염원과 무관하게 자연환기 방식에만 의존하여 실내공기질을 관리하고 있었다. 뿐만 아니라 돌봄교실 내 공기환경, 온열환경, 빛 환경을 망라하는 종합적이고 구체적인 실내환경 관리 매뉴얼 및 운영 지침 등이 없는 실정이었다.
따라서 상기 각 분야별 문제점을 개선할 수 있는 방안을 다음과 같이 제시하였다.
먼저 운영적 측면의 개선방안으로는 '적정 학생 수 기준 마련(교실당 20명 이내)', '오후돌봄 중심의 학교 안 돌봄과 저녁, 토요돌봄 중심의 학교 밖 돌봄 연계체제 구축' 등을 제시하였다.
시설환경적 측면의 개선방안으로는 '겸용(C) 돌봄교실의 환경 개선', '돌봄교실의 지상 1층 또는 피난층 배치', '관리실, 보건실, 화장실 등과 인접 배치', '학생 1인당 3.3m2이상의 교실면적 확보와 부속공간 포함 시 4.95m2이상의 면적 확보', '가정과 같은 분위기 조성', '수요자 맞춤형의 다양한 공간 조성', '물품별 수납공간 마련', '교실 내 위생공간 조성', '학부모 대기 공간 조성', '채광 및 환기를 위한 창문, 개구부 면적 확보' 등을 제시하였다.
실내환경적 측면의 개선방안으로는 '돌봄교실 내 실내공기질 관리 매뉴얼 개발, 보급', '실내ㆍ외 공기질 측정 결과에 따른 적절한 방식의 환기 실시', '정기적 청소 실시 및 적절한 청소방법(물걸레 청소) 적용', '진입영역에 먼지제거매트 설치', '실내공기질 유지를 위한 설비 활용(공기청정기, 가습기 등)', '공기청정기의 철저한 관리', '돌봄교실 구축 또는 리모델링 시 실내공기질 사전 점검', '친환경 자재 및 용품 사용', '실내공기질에 영향을 주는 용품 사용 자제(방향제, 살충제 등)', '일정한 공간, 시간에 간식 실시 및 사후 철저한 위생관리', '실내의 균질한 조도 유지' 등을 제시하였다.
이상에서 살펴본 초등돌봄교실 환경의 개선방안을 토대로 '초등돌봄교실 환경 조성방안(Criteria)'을 본문의 <표 Ⅴ-1>과 같이 제시하였다. 또한 이를 반영하여 기존 초등학교의 유휴교실을 활용한 돌봄교실의 단위공간 예시(안)을 두 가지 유형으로 제안하였다. 1안은 유휴공간의 크기가 일반교실 1칸 규모로 돌봄교실 1개반(20명)을 구축하고자 할 경우의 예시이며, 2안은 유휴공간의 크기가 일반교실 1.5칸 규모이며, 만약 유휴공간 2.5칸을 확보할 경우 돌봄교실 2개반(20명+20명=40명)으로도 운영할 수 있는 예시이다(본문의 [그림 Ⅴ-3, 4] 참조).
◦ 정책적 제언
본 연구의 결과는 수도권에 위치한 10개교, 총 36개의 돌봄교실을 대상으로 실시한 사례조사 분석 결과에 근거하였기 때문에 전국의 모든 초등돌봄교실에 일반화하기엔 한계가 있다. 하지만 최근 정부가 초등돌봄교실의 질적 향상 의지를 보이고 있는 시점에서 학생 건강 및 안전과 밀접한 연관이 있는 초등돌봄교실 환경의 실태와 문제점을 확인하고, 이를 개선할 수 있는 단초와 방향을 제시하였다는데 큰 의미가 있다.
본 연구의 결과를 토대로 우리나라 초등돌봄교실의 환경 개선과 더 나아가 정책적 발전을 위해 후속적으로 이루어져야 할 과제들을 중심으로 다음과 같이 정책적 제언을 제시하였다.
첫째, 운영, 시설 및 실내환경 조성에 관한 안내뿐만 아니라 각종 운영 업무, 학생건강 및 안전관리 업무, 시설환경유지 및 관리 업무, 청소 및 위생 관리 업무 등 돌봄서비스 제공에 필요한 제반사항과 매뉴얼까지 총 망라하여 가급적 상세하고 구체적인 내용을 포함한 '초등돌봄교실의 표준 모델(안)'을 개발하여 보급하여야 한다.
둘째, 초등돌봄교실의 상황을 모니터링하고, 그 결과를 환류(feed back)해 주는 컨설팅 체제 구축 및 정기적인 컨설팅을 실시할 필요가 있다.
이 외에도 제도적으로 우리나라 돌봄 관련 정책 사업을 국가차원에서 하나로 일원화할 필요가 있으며, 돌봄전담사 양성과 처우개선, 돌봄교사(전담사) 대상의 연수, 교육실시, 그리고 특히 지역교육지원청의 지도, 관리, 감독 기능 강화 등을 제언하였다. 또한 운영적으로는 초등돌봄교실을 방과후 학교 프로그램 일환으로의 운영과 그에 따른 표준(기본) 돌봄교실 운영프로그램 개발ㆍ보급, 특기적성 프로그램 운영 교사용 지침서 제공, 돌봄교실 모니터링단(예, 학부모 돌봄운영지원단) 구성ㆍ운영, 학부모 대상의 홍보 및 안내도 강화할 필요가 있음을 제언하였다.

The purpose of this study is to investigate and analyze the reality and issues of elementary school care class facilities and indoor environment, which are closely related to the lives and health of elementary school students, and therefore consider a basic roadmap to develop a safe and comfortable elementary school care class environment and methods with which to improve the effectiveness of the facilities and indoor environment. To this end, we determined the background, contents, and major characteristics of the domestic elementary school care class policy. In addition, we analyzed both domestic and overseas literature in order to identify the key elements that constitute care class facilities and indoor environment. Afterwards, we conducted a case study of elementary school care classes in order to examine the key issues with the environment of care classes, the causes of these issues and use demand.
Using this research as a basis, we presented methods with which to improve the physical environment of elementary school care classes in a multifaceted manner, from management perspectives, facility-environmental perspectives, and indoor environment perspectives. Furthermore, based on the proposed methods of improvement that were the result of the research, we suggested two types of unit-space standard models for elementary school care class. The key results of this research are as follows.
Of the standards of overseas and domestic elementary school care class, we analyzed the number of students per care teacher, criteria for the indoor and outdoor surface area, the type and function of necessary spaces, and considerations when creating said spaces, all of which are factors related to the creation of a physical environment in care class. First, while overseas standards for number of students per care teacher was 10 to 15 students per teacher, Korea had a relatively higher student to teacher ratio at approximately 20 students per teacher. For indoor surface area standards for care class, Korea’s standards were 2.64m2 per 1 student, Australia and United States standards were 3.25m2, Singapore’s standards were 3.0m2. In short, Korea’s standards fell behind other countries. In addition, where standards for outdoor spaces for care class are concerned, Korea has no standards or guidelines. However, Australia and the United States clearly state minimum standards for outdoor space. In the case of standards related to creation of space for care class, other countries set specific guidelines including the types of necessary spaces and factors for consideration in the creation of each type of space. However, Korean guidelines are both non-comprehensive and remain at the conceptual level. Moreover, analysis of relevant standards in overseas and domestic care class showed that the necessary spaces for care class included indoor spaces such as activity spaces, sleeping and resting spaces, cooking spaces, sanitation spaces, management spaces, storage spaces, teacher spaces, isolation spaces, parent’s spaces, laundry spaces, and outdoor spaces such as play spaces, stairs, and hallways.
On the other hand, an examination of overseas and domestic standards relating to the indoor environment of school facilities showed that all standards included carbon dioxide, fine dust, formaldehyde, total volatile organic compounds, carbon monoxide, and nitrogen dioxide as factors for management. In particular, Germany has detailed management standards for total volatile organic compounds as a separate category. There are other standards for a comfortable indoor environment such as relative humidity, temperature, and the number of times of ventilation. In particular, Japan has set specific requirements for the number of times of ventilation for each school in order to maintain the quality of indoor air.
In order to diagnose the current situation of elementary school care classes environments, we examined a total of 10 schools and 36 care classes. We focused our investigation on factors that affect the physical environment of care classes such as management situations, facility environments, and the situation of indoor environments. The examination of management situations showed that all 10 schools operate afternoon care programs, and there were more schools offering evening care programs than morning care programs with the number of schools operating morning and evening care programs at 3 and 6 respectively. The students participating in the care class were mostly 1st and 2nd grade, and very few students above 3rd grade participated. The average number of students participating in care classes was 20.1. And 41.6% of the 36 care classes had more than 20 students. In Korean care classes, the number of students in a class essentially equals the number of students per teacher, which means that Korea has a considerably higher student to class ratio than other countries. An examination of the current situation of programs offered in afternoon care classes showed that a large portion of the programs was free activities and talent development activities. Of these, free activities were the largest part of these programs. Talent development activities were divided into those taught by outside teachers and faculty members (including care teachers), and programs led by outside teachers were more diverse in type and content.
An examination of the facility-environmental characteristics of care classes showed that most classrooms were square or rectangular. Most were located on the 1st or 2nd floor, and roughly 47% of the 36 care classes were located on 2nd, lowering their accessibility. care classes mostly use the size of 1 unit of normal classrooms (66m2) where the average surface area per student is 3.73m2. Also, all care classrooms either used partial or full floor heating. On the other hand, for the situation of creation of space for types of care class, study spaces existed for all care classes but play and resting spaces were comparatively lacking. For combined(C) classrooms(they are originally used for another subject and only for care classes outside school hours), play and resting spaces were nonexistent. In the auxiliary department, storage, cooking, and teacher spaces were all included in care classrooms, however a very low percentage had sanitation spaces, and this percentage was particularly low for combined(C) classrooms. Overall, combined(C) classrooms displayed lower quality in facility-environment compared to specialized classrooms and combined(B) classrooms. Furthermore, the investigation showed that efforts were being made to improve overall security and safety in order to ensure the security of care class in the evening, such as the installation of CCTVs and access control devices.
An examination of indoor environment showed that fine dust was affected by conditions such as pollution sources near schools. In schools where a relatively large number of pollution sources exist nearby, fine dust concentration levels tended to be higher in care classrooms, therefore the influx of external pollutants into the internal environment was shown to have a significant effect on the indoor air quality of care classrooms. Standards for total volatile organic compounds and formaldehyde, which are pollutants emitted by indoor construction materials and furniture, satisfied the conditions of the School Health Act. However, classroom remodeling, purchase of new furniture, and other changes in classroom environment can always occur, therefore making it a factor that necessitates continuous management. Airborne bacteria, airborne fungus, and carbon dioxide levels were also within School Health Act standards, but combined classrooms showed high levels of airborne fungus and carbon dioxide. Therefore, combined classrooms that are used for long periods of time starting in the morning will require special management of airborne fungus and carbon dioxide levels. On the other hand, indoor temperature and humidity levels satisfied School Health Act standards according to group and classroom types, regardless of seasonal changes. Indoor lighting satisfied School Health Act standards, but there was considerable variance between different points of measurement within a classroom, therefore improvement is needed in order to achieve more even lighting.
Based on the research results as stated above, we suggested the issues and methods of improvement for the elementary school care class environment from a management perspective, facility-environmental perspective, and indoor environment perspective.
First, from a management perspective, the key issues include "an excessive number of students per 1 teacher" and "difficulties in operating morning and evening care classes". "The excessive number of students per teacher" might act as a factor that negatively affects the provision of quality care services.
The key issues from a facility-environmental perspective were "inadequate location and size of classrooms", "lack of diverse activity spaces", "low-quality environment in combined(C) classrooms", "low security and safety", and "lack of dedicated outdoor spaces". The case studies showed that there were many care classrooms located above 2nd floor, and the surface area of classrooms were insufficient in accommodating the average number of 20 students. Therefore, there were limitations in conducting all care activities within the care classrooms. For the creation of care classrooms space, there were large differences in diversity of creation of space depending on the types of schools and classrooms. In particular, for combined(C) classrooms that were used for different functions, conditions were comparatively inferior compared to dedicated care class spaces in terms of types of space, furniture, and equipment.
The key issues from an indoor environment perspective were the "unavoidable occurrence of pollution sources due to school neighborhood environment and building characteristics", "application of ventilation methods that do not take indoor/outdoor air pollution levels into consideration", and "lack of user management, operation guidelines for the efficient removal and reduction of pollution sources within care classrooms".
The influx of pollutants from outdoors into the indoor environment and indoor environment changes such as indoor remodeling and purchase of new furniture had a considerable effect on indoor air quality. However, in general care classrooms environments, indoor air quality was managed through natural ventilation only, regardless of indoor/outdoor air pollution levels and pollution sources. Furthermore, there was no comprehensive and specific indoor environment management manual of operation guideline covering air quality, heating quality, and lighting quality in care classrooms.
As such, we suggested the following methods to remedy the issues in each category as stated above.
First, from a management perspective, the methods of improvement include "setting standards for appropriate number of students (less than 20 students per class)"and "connecting school-based care focused on after-school care with private care focused on evening and Saturday care".
From a facility-environment perspective we suggested "improving environment in combined(C) classrooms", "placing care classrooms at the first floor or fire escape floors", "placing administrative offices, nurse’s offices, and bathrooms next to the classrooms", "securing a minimum of 3.3m2 classroom space per student and at least 4.95m2 when including auxiliary spaces", "creating a family-like atmosphere", "creating diverse spaces tailored to demand", "creating different storage spaces for each type of equipment", "creating sanitation spaces in classrooms", "creating spaces for student parents to wait" and "securing the appropriate surface area for windows and openings for better lightning and ventilation".
From an indoor environment perspective, we suggested "development and dissemination of a manual for the management of indoor air quality in care classrooms", "employing appropriate ventilation", "cleaning regularly and applying appropriate cleaning methods(mopping)", "placing a dust mat at the classroom entrance", "utilization of equipment for indoor air quality maintenance(air cleaner, humidifier)", "appropriate management of air cleaners", "pre-inspection of indoor air quality when care class is built or remodeled", "use of environmentally friendly equipment and tools", "limitation of use of tools that adversely affect indoor air quality(air freshener, insecticide)", "providing snacks at a specific time and space and employing strict sanitary management practices" and "maintaining even indoor lighting".
Based on the elementary school care class environment improvement methods above, we have stated the "Criteria for the Creation of Elementary School care class Environment" in Chart V-1 of this document. In addition, reflecting the contents of the chart, we suggested two types of care classroom unit space standard models using idle classroom spaces. The first type is a model for developing a single specialized care class(20 students) using a single unit-size normal classroom. The second type is a model where the idle classroom space is 1.5 units, and if 2.5 units of idle space are secured, two specialized care classes (20+20=40) may be operated. (Diagram V-3, 4)
The results of this research are based on analysis of case study results of 36 care classes in 10 schools located in the Seoul metropolitan area, therefore there will be limitations in generalizing all elementary school care classes in Korea. However, as the government is displaying a desire to achieve qualitative improvement of elementary school care classes, the study is meaningful in that it identifies the reality and issues of elementary school care classes environments, which are closely related to student health and safety, and suggests direction and foundations of improvement.
Using the results of these research, we have stated the following policy proposals focusing on the improvement of elementary school care class environment improvement and furthermore tasks that must be undertaken in order to achieve policy-level advancement.
First, a detailed and specific standard model of elementary school care class, which includes general matters and manuals including guidelines for management, creation of facilities and indoor environment, operating work, student health and safety management, facility-environment maintenance and management, and cleaning and sanitation, must be developed and disseminated.
Second, we must monitor the situation in elementary school care classes, and must create a consulting system to provide feedback on the results and regularly consult said body.
Otherwise, the care policy projects must be unified at the national level as a systemic matter, and we proposed the improvement of care teacher training and treatment, training programs for care teachers, education, and strengthening of district education offices’ capacity to guide, manage, and oversee care activities. Furthermore, from a management perspective, we proposed the operation of elementary school care classes as part of after-school programs, the development and dissemination of a standardized care class program, the provision of teacher guidelines for talent development program operation, the creation and operation of a care class monitoring body(for example, a parent’s care class support body), and advertisement and guidance for parents.
