- 지역연계에 어려움을 겪고 있는 센터에 우수 센터의 사업수행 노하우를 제공할 수 있음. 이를 위해 한국청소년상담복지개발원에서 컨설팅 팀을 운용할 수 있을 것임

- 청소년 인터넷 및 스마트폰 중독 해소 사업에 있어 서비스 대상자 발굴 및 상담, 치료연계 사후관리 등의 지역사회 단위에서의 업무 추진을 위한 도구적 기능을 수행하는 인력은 시·도 청소년상담복지센터임
○ 참여 주체의 역량을 고려한 역할 배분
- 성공적인 지역연계 그리고 협업을 위해서 참여주체들이 적절한 지식, 기술 그리고 권한을 지니고 있어야 함
- 현명한 지역자원 연계 전략의 기초는 지역사회에 대한 깊은 이해에 있음
- 호혜적인 결과를 창출하는 전략은 이후 새로운 협업적 연계체제를 공고히 하게 하는 효과를 가져 옴

- 중앙부처간 역할을 규명함에 있어서도 정확한 리더십의 규명이 필요함. 리더십을 담당하는 중심 기관(Centralized Institution)은 부처 간의 정치적 논리에 의해 결정되는 것이 아니라 철저히 역량에 기반 하여 구성되어야 함
- 현행 청소년 인터넷 및 스마트폰 중독 해소와 관련한 정부 부처 간의 협약에는 업무의 벽만이 존재할 뿐이지 파트너십에 대한 특히 리더십(혹은 Authority)에 대한 부분이 존재하지 않음
- 리더십은 중심 기관과 마찬가지로 지역사회에서 사업을 수행할 수 있는 역량에 기반 하여 결정되어야 함. 이 리더십을 중심으로 상호 신뢰에 기반 한 호혜적인 협업 체제가 구성되어야 함
- 사례연구 대상 지역에서는 청소년상담복지센터가 리더십을 갖고 지역사회 협력 연계망의 Control Tower 역할을 담당하고 있음을 볼 수 있음

○ 중독청소년 해소사업 담당자들의 처우 개선
○ 협력병원과의 연계협력을 강화(설명회 개최, 의사소통 채널 확보, 구체적인 협력 사업을 논의하고 문서화 함)
○ 시・군・구 센터를 통해 치료비를 지불할 수 있도록 허용
○ 객관적인 사후조치 목표치 설정 방법 도입
○ 사업 전담인력(팀장, 팀원, 전담상담사)에 대한 직무분석을 통해 추가적으로 필요한 전담상담사 수를 추정
○ 시·군·구 센터의 사업 참여율을 제고
○ 고등학교 2,3학년을 위한 치료캠프와 여자 고등학생을 위한 캠프가 필요
○ 여성가족부는 중독청소년 해소를 위한 지역사회 연계현황과 범부처간 노력을 단기‧장기적으로 모니터링하고 이를 조정하는 노력을 해야 함

I. Introduction
○ The number of Internet-Smart Phone addicted youths have increased steadily, implying the increasing needs of Youths’ Internet-Smart Phone-Addiction Detox (later YISAD) program in Korea. As the reaction,the Korean Government Agencies created a consortium for YISAD policies.<

○ The number of Internet-Smart Phone addicted youths have increased steadily, implying the increasing needs of Youths’ Internet-Smart Phone-Addiction Detox (later YISAD) program in Korea. As the reaction,the Korean Government Agencies created a consortium for YISAD policies.
○ However, the roles and responsibilities among the government agencies have not settled yet. Also, at the community level, monitoring the collaborative efforts among the relevant agencies within the community isrequired to evaluate the public management for YISAD.
○ The purposes of this investigation are performing the evaluation works on the current service delivery systems for YISAD, and providing strategic plans to promote community based collaboration in public managementfor YISAD.
○ To accomplish the purposes, 6 community cases were selected through the clustering analysis. Also, interim reports from 17 Youths Counseling and Welfare Centers, the data sets are drawn from the interviews ofInternet-Smart Phone-Addicted youths and their parents, school teachers, medical doctors, and service providers from 6 YCWC, and from surveys from service providers from 17 YCWC were analyzed.
II. Internet-Smart Phone-Addiction-Detox Programs from the Korean Government Agencies
○ Current detox programs and policies of Internet-Smart Phone Addiction by the Ministry of Gender Equality and Family, the Ministry of the Interior, the Ministry of Culture and Tourism, Ministry of Education, and the Ministry of Science, ICT and Future Planning, were analyzed.
○ Also based on the interim reports of Youths Counseling and Welfare Centers, the accountability and Human Resource efficiency were analyzed.
III. Barriers in the Public Management of Youths’ Internet-Smart Phone -Addiction-Detox Program
○ The lack of cooperation from the school teachers at the diagnostic stage of Korean youths’ Internet-Smart Phone-Addiction is still the major barrier, as well as the lack of cooperation from the parents.
○ To identify the clients for the public service, beyond the school-based diagnostic system, multiple agencies on the youths and families should cooperate in the communities.
○ There is a medical-treatment-resource divided among the community for YISAD. In some communities, lack of professionals for YISAD and the long distant trip for the medical treatment yield the difficulties for the participants and staffs treatment. Also, concrete directions to create a connection with the treatment institution of YISAD are required, emerging the needs of the hands-on manual.
○ Lack of family supports, lower levels of inner motivation for the program participation and a stigma of Internet-Smart Phone-Addiction were the major barriers of the program success.
○ Overlapped services or competing services for YISAD in the community created tensions and stresses among the agencies.
Ⅳ. Exemplary Community Cases to Overcome the Barriers in the Public Management
○ Of the 17 state-level cases, six community cases were selected adopting the clustering analysis. Among them, 3 communities’ efforts to overcome the barriers in the public management were presented.
○ The community F center has been the control tower in delivering public services for YISAD, trying to provide quality services for the clients and to expand the multiple collaborative partnerships with the relevantagencies and stakeholders within the community.
○ The community case D and A provided a good example for the collaborating role of Youths Counseling and Welfare Centers. Especially the community A center showed exemplary efforts in terms of strengthening the collaborative relationships between the state-level center and the local centers.
Ⅴ. Policy Suggestions for the Collaborative Public Management in the Community
○ We adopted Thompson and Perry‘s definition of collaboration: Collaboration is a process in which autonomous actors interact through formal and informal negotiation, jointly creating rules and structures governing their relationships and ways to act or decide on the issues that brought them together, it is a process involving shared norms and mutually beneficial interactions.
○ Collaboration evolved from the awareness of needs, and proceeded the analysis of available resources, began the communication and coordination of the networks.
○ As for coordinate strategic plans, authors of this study suggested finding common ground for multiparty problems, identifying of the exchangeable resources which must include the agencies covering the consumers in the gray areas, pursuing the reciprocal outcomes and trying to build the trust in the partnerships, and providing consulting services to support the networking efforts.
○ As for the collaborative strategic plans, authors suggested to identify the central point of contact, role identification and authority of the participants, and recruit and expand the network. As cited the Aging and Disability Resource Centers in the U.S., and the case results from thisstudy, authors suggested the Korea Youth Counseling and Welfare Centers should be the hub coordinating the community agencies and resources and playing the central roles [as the control tower] in the Youth’s Internet-Smart phone-addiction-detox policies.
○ For collaborative governing, authors suggested the Ministry of Gender Equality and Family to negotiate with the Department of Education to enlighten teachers about the Youth’s Internet-Smart phone-addictiondetox policies and promote their supports:The policy introduction must be included in the teachers’ work manual The incentives should be provisioned for the cooperative teachers The social marketing should be promoted.
○ For public service management in YISAD, authors suggested to improve job security and payments for the service providers, to build strong relationships with hospitals, to adjust the program goals, to invite the local-level youths counseling and welfare centers into collaborative process, to expand the boot-camp for YISAD, and finally to monitor the agencies’ collaborative efforts in their public services for YISAD.
○ Based on the our findings and suggestions from this report, authors composed a hands-on manual for YISAD public services
