각 주제별 연구 결과를 요약하면 다음과 같다.
먼저 디지털교과서 정책 변천과 현황을 조사하였다. 디지털교과서에 대한 기초 연구는 1997년부터 시작되었고, 교육부는 2002년 ‘전자교과서 개발 보급을 위한 중 장기 계획’을 통해 지식기반사회에 적합한 교수 학습 체제를 구축하고 문제 해결능력을 지닌 창의적이고 개성 있는 인재를 양성하려는 목적 아래 교과용도서의 디지털화를 추진하였다. 2007년 교육인적자원부의 ‘디지털교과서 상용화 추진 방안’을 기점으로 디지털교과서 국책 사업으로 추진되기 시작하였다. 이후 2008년부터 2011년까지 다양한 학년과 과목에서 총 18종의 디지털교과서를 개발하고 연구학교를 중심으로 시범 적용하였다.
2011년에 들어 디지털교과서는 교육과학기술부의 ‘스마트교육 추진 전략’ 아래 미래형 교수 학습 도구로 개발, 적용하도록 추진되었으며, 2012년 법적 근거를 지닌 교과용도서의 지위를 획득하였다. 2014년 전면 적용이 계획되어 있었으나, 2013년 8월 디지털교과서가 타당성 검증이 미흡한 채 현장에 성급하게 적용된다는 문제의식을 고려하여 적용 시기와 범위를 조정한 결과 연구학교를 대상으로 시범 운영을 실시한 후 학교 현장에서 실천 가능한 방안을 모색하는 방향으로 정책이 수정되었다. 이에 따라 2014년 현재 총 17종(국정 4종, 검정 5종, 인정 8종)의 디지털교과서가 163개 연구학교에서 시범 적용되고 있으며, 교육부는 시범 적용 성과를 분석하고 각계의 의견을 수렴하여 중장기적인 추진 계획을 마련할 예정이다. 디지털교과서 활용을 위한 교수 학습 지원 정책은 (1) 연구학교를 통한 디지털교과서 시범 운영, (2) 교원 연수, (3) 교수 학습 모형 개발 및 보급이라는 세가지 방향에서 추진되고 있다.
다음으로 2014년 적용 초등학교 3, 4학년과 중학교 1학년 사회, 과학 디지털교과서 분석을 실시하였다. 분석은 세 가지 단계로 진행하여 (1) 디지털교과서의 전체적인 구성과 이해를 목적으로 한 ‘디지털교과서의 구조도 분석,’ (2) 디지털교과서에 추가된 자료와 기능을 유형화 수량화한 ‘디지털교과서 특성의 양적 분석,’ (3) 디지털교과서에 추가된 자료와 기능의 교수 학습 측면에서의 의미를 분석한 ‘디지털교과서의 질적 분석’을 실시하였다. 2014년 적용 디지털교과서 17종의 구조도 분석 결과, 디지털교과서는 서책교과서 구조를 따라 대단원, 중단원 및 소단원으로 구성되어 있으며, 단원별 도입, 전개, 마무리 단계를 갖추고 있음을 확인하였다. 또한 단원 도입 단계에는 다양한 멀티미디어 자료를, 전개 단계에서는 용어사전, 보충심화 학습자료를, 그리고 마무리 단계에서는 평가문항을 포함하고 있다는 공통점을 확인할 수 있었다. 그러나 단원별, 단계별로 추가된 학습자료와 기능에서는 다양성을 보이고 있었다.
디지털교과서에 추가된 학습자료와 기능을 정확히 파악하기 위해, 초등학교 3, 4학년 사회, 과학 디지털교과서와 중학교 1학년 사회, 과학 디지털교과서 중 시장 점유율이 높은 각 2종을 대상으로 양적 분석을 실시하였다. 그 결과 총 8종의 디지털교과서에 추가된 자료 3,374개와 기능 15종류를 확인하였다. 추가 자료는 과목별, 학교급별 차이는 있으나 주로 전개 단계에 집중되어 있으며, 자료 유형은 텍스트 자료가 절반 이상을 차지하고 있었다. 디지털교과서에 추가된 기능의 분석 결과, 학습자료에 따라 정형화된 기능이 구현되고 있을 알 수 있었다. 추가된 자료와 기능을 대상으로 한 질적 분석 결과, 서책교과서와 대비되는 디지털 매체의 장점을 살린 조작형 콘텐츠의 구체적인 사례를 확인할 수 있었다. 그러나 학생이 오개념을 형성할 가능성이 있거나, 해당 본문 내용 이해와는 관련이 없는 기능이 추가되는 등 수정 보완을 필요로 하는 사례 역시 찾을 수 있었다. 이러한 사례 분석을 통해 2014년 적용 디지털교과서가 서책교과서와는 차별화된 수업 자료를 제공해 줄 수 있다는 가능성을 확인하고, 이러한 가능성을 실현하기 위한 개선점을 구체적으로 명시하였다.
다음으로 디지털교과서 활용 실태를 조사하기 위해 연구학교를 대상으로 설문 조사와 수업 관찰을 수행하였다. 설문 조사에서는 2014년 적용 디지털교과서 연구학교를 중심으로 연구학교 환경 구축 현황, 교사와 학생의 디지털교과서 활용 현황 및 인식을 분석하였다. 총 45개 초등학교와 33개 중학교에서 교사 272명과 학생 2,888명이 설문에 응하였다.
설문 분석 결과 연구학교는 무선 인터넷 환경을 구축하고 평균 두 학급용 스마트패드를 보유하고 있었으며, 학생 1인 1단말기를 사용하거나 모둠별 1단말기를 활용하는 경우가 많았다. 네트워크 문제나 단말기 관련한 지원 인력을 갖추고 있는 학교는 드물었다. 교사들은 과목이나 학교급에 상관없이 2014년 적용 디지털교과서에 추가된 학습자료 중 멀티미디어 자료를 가장 자주 활용하고 있다고 응답하였으며 그 다음으로 평가문항을 꼽았다.
디지털교과서 기능 중에서는 이미지 확대/축소, 하이라이트/노트/펜쓰기, 위두랑을 많이 사용한다고 응답하였다. 디지털교과서에 대한 만족도와 관련하여 학습자료 측면에서는 유용함이나 편리함에 대한 긍정적 답변 비율이 풍부함 및 다양함에 대한 긍정적 답변 비율보다 높았으며, 기능적 측면에서는 유용함이 편리함이나 풍부함 및 다양함 항목에 비해 긍정적 답변 비율이 높았다. 또한 학생들의 경우, 디지털교과서 및 디지털교과서를 활용한 수업에 대해 긍정적 인식을 가지고 있었다. 특히 학교급에 상관없이 학생 본인의 컴퓨터, 단말기, 인터넷 검색 능력이 높다고 인식하는 경우에 디지털교과서와 디지털교과서를 활용한 수업에 대한 긍정적 인식이 높은 경향이 나타났다. 더불어 학교에서뿐만 아니라 가정에서도 디지털교과서를 활용하는 경우, 디지털교과서 및 디지털교과서를 활용한 수업에 대한 긍정적 인식이 높게 나타났다. 이를 통해 디지털 환경에의 노출 정도와 디지털 리터러시 정도에 따라 디지털교과서에 대한 인식이 달라짐을 확인할 수 있었다.
수업 참관은 5개 연구학교의 9개 차시 수업을 대상으로 하였고, 디지털교과서 활용 현황 분석에 초점을 두었다. 수업별 디지털교과서 활용은 수업에서의 디지털교과서 활용 시간과 활용용도, 기타 도구 및 자료의 활용을 분석하였다. 전체 수업 시간 대비 디지털교과서 활용 시간의 비율은 13%∼91%까지 수업별로 다양하였다. 디지털교과서가 사용되는 수업 단계에 따라 세 가지의 활용 유형을 구분할 수 있었다. 첫 번째 유형은 수업 전개 단계에서만 디지털교과서가 사용된 경우로, 초등학교 사회 수업은 모두 이 유형에 속하였다. 두 번째 유형은 도입과 마무리 단계에서만 디지털교과서가 활용된 경우다. 세 번째는 디지털교과서를 수업의 도입, 전개, 마무리 모든 단계에서 활용하고 있는 경우다. 수업에서 디지털교과서를 활용하는 유형은 활용 용도와 연관성이 있었다. 디지털교과서의 세 가지 활용 용도는 첫째, 서책교과서로 대체가 가능한 학생용 읽기자료, 둘째, 교사용 교수학습 과정안, 셋째, 수업 활동을 설계하는 자료 및 수업을 수행하는 활동안 및 활동지이다.
디지털교과서의 활용 유형 및 활용 용도의 분석 결과, 세 가지 중 어떤 용도로 디지털교과서를 사용하건 교사들은 수업에서 디지털교과서를 사용함에 있어 서책과 차별화되는 자료와 기능을 중심으로 사용하는 경향이 있다는 점을 알 수 있었다.
마지막으로는 디지털교과서 활용 실태의 결과를 종합하여 교수학습 지원 방안을 도출하였다. 먼저 설문 분석, 수업 관찰, 심층 면담 전사 자료를 비교 분석한 결과, 디지털교과서와 관련된 다양한 주체의 인식과 경험을 ‘부족함’, ‘불편함’, ‘불안함’, ‘기대감’이라는 핵심어로 범주화할 수 있었다. 이와 같은 결과를 보다 체계적으로 살피기 위해, 김혜숙(2006)이 제안한 교실생태계의 체계 모형을 적용하여 디지털교과서 활용 실태 및 인식을 분석하기 위한 분석 틀을 마련하였다. 분석 틀에 근거하여 교사, 학생, 디지털교과서, 학교, 시도교육청, 출판사, 학부모, 교육 정책, 사회 등 교실생태계의 체계 내 하위 영역의 주체가 인지하는 ‘부족함’, ‘불편함’, ‘불안함’, ‘기대감’을 정리하였다. 분석 결과, 디지털교과서와 관련된 부족함, 불편함, 불안함의 문제들을 제시하고, 이를 해결하기 위해 디지털 교과서의 방향 재정립 및 질적 개선, 디지털교과서 활용을 위한 학교 환경 구축, 디지털 교과서 활용을 위한 수업 지원 체계 개선, 학생의 ICT 능력 강화 및 학부모의 인식 개선이라는 4가지 방안을 제시하였다.
정책 제언은 5장에서 문제 해결 방안으로 제시한 4가지를 주제로 삼아 디지털교과서 개선, 연구학교 운영 및 지원, 교사 역량 강화, 학생 및 학부모 지원을 위한 10가지 추진전략으로 구성하였다. 먼저 디지털교과서 개선 관련하여 1) 향후 디지털교과서는 학생용 디지털교과서와 교사용 디지털교과서로 이원화하여 개발할 것 2) 디지털교과서의 질적수준 제고를 위해 충분한 개발 기간과 예산을 확보하고, 불편하거나 문제가 되는 기능을 개선할 것, 3) 장기적인 관점에서 디지털교과서의 발전 방향을 정립할 것을 제시하였다.
연구학교 운영 및 지원과 관련해서는 4) 연구학교의 지정 연한을 3년으로 확대하고, 중장기 로드맵에 근거하여 연구학교 운영 계획을 수립하여 추진하는 전략과, 5) 연구학교의 유형을 다양화하고, 연구학교 운영을 위해 타 정책과 연계하여 기 구축 환경을 적절히 활용하는 방안을 제안하였다. 교사 역량 강화와 관련해서는 6) 디지털교과서 연수 환경을 개선하고 기능이 아닌 활용 전략 중심의 연수 프로그램을 개발 보급하며, 7) 우수 수업사례 발굴 방식을 개선하고, 다양한 디지털교과서 활용 교수학습 모형을 개발하고 보급할 것과 8) 교사의 ICT 능력 강화를 위해 스마트교육에 기반한 교사 대상 ICT 교육과 더불어 학생 교육용 ICT 교육 프로그램을 개발할 것을 제안하였다. 학생 및 학부모 지원을 위해서는 9) 경제적으로 낙후된 지역이나 저소득층을 중심으로 ICT 기초 교육을 강화하며, 10) 정부 차원에서 디지털교과서에 대한 학부모 대상 홍보 자료와 표준화된 연수 프로그램을 개발하여 보급할 것을 제안하였다.

This study analyzed the use of 2014 digital textbooks, the first digital textbooks that achieved the legal status as textbooks. In this study, we first reported how teachers and students used 2014 digital textbooks based on surveys, classroom observations, and interviews and proposed the ways to increase effectiveness in teaching and learning with digital textbooks. There are four parts in the study. First, we summarized the current educational policies regarding digital textbooks and the existing support system for teaching and learning with digital textbooks. Secondly, we analyzed 2014 digital textbooks in Grades 3, 4, and 7. Thirdly, we conducted and analyzed teacher and student survey results on the use of digital textbooks. A total of 272 teachers and 2,822 students participated in teacher and student surveys. We also made classroom observations in nine classrooms across the country and conducted interviews with various stakeholders including digital textbook publishers, digital textbook authors, research school teachers, officers at the Ministry of Education, and policy makers. Based on the analysis results, we proposed educational policies for teaching and learning digital textbooks. The executive summary of the study is as follows.
Research on digital textbooks in Korea began in 1997. The Ministry of Education launched the development of digital textbooks through 'E-textbook Development and Implementation Mid to Long-term Plan' with a purpose to build a teaching and learning system appropriate for the knowledge-driven society and to foster creativity and problem solving abilities in students. With the Ministry of Education declaring the 'Plan for Digital Textbook Use' in 2007, the government began to lead the development of digital textbooks. Between 2008 and 2011, a total of 18 digital textbooks were developed in varying grades and subject matter. These textbooks were used in designated research schools.
Since 2011, the development and use of digital textbooks were guided by the 'Smart Education Plan' declared by the Ministry of Education. In the following year, digital textbooks achieved the legal status as textbooks. The plan had been set to use digital textbooks by 2014 across the country; however, the plan was put on hold due to the concern that digital textbooks are not ready for release. Digital textbooks are currently released to 163 research schools for a testing purpose. There are three approaches currently used for supporting digital textbook teaching and learning: (1) maintaining research schools, (2) conducting professional development, and (3) developing and disseminating instructional strategies using digital textbooks.
For digital textbook analysis, we analyzed a total of 8 books: one from Grade 3 social studies and science each, one from Grade 4 social studies and science each, and two from Grade 7 social studies and science each. We used three levels of analysis.
The first level of analysis focused on the structure of digital textbooks. The second level of analysis quantified and categorized the learning materials and functions added to the digital textbooks. The third and last level of analysis focused on examining the quality of learning materials and functions added to digital textbooks. The analysis results revealed that the 2014 digital textbooks followed the paper textbook structure keeping the three parts in a given unit: anticipatory set, content, and summary. In anticipatory sets, we found diverse kinds of multimedia resources; in content sections, we noted the use of dictionary and supplementary/enrichment resources; in summary sections, we found additional evaluation items. In the eight books analyzed, we were able to identify a total of 3,374 learning materials and 15 different kinds of functions added to the digital textbooks. The arrangement of materials and functions differed across textbooks widely. Yet, textual sources were a predominant type regardless of grade level and subject matter, comprising more than 50% of learning materials. Based on the results, we made note of the need to develop more diverse kinds of learning materials which can maximize the unique characteristic of digital textbooks. Through qualitative analysis, we were able to differentiate good examples from poor examples and noted the reasons for classification. Overall, we concluded that 2014 digital textbooks demonstrated potentials to develop into a new and innovative digital learning resource; we also suggested the improvements that need to be made to move beyond the limits that 2014 digital textbooks showed.
Next, we presented the analysis results from teacher and student surveys, classroom observation, and interviews with stakeholders. Survey results showed that research schools used wireless networks and smartpads when using digital textbooks. One device per student or per group was more common in the smartpad usage. Teachers, regardless of subject matter or school level, reported that they used multimedia resources the most often among the additional materials included in digital textbooks.
The most used function was enlargement, followed by highlight/note/write, and weedoorang. Teachers rated learning materials higher on usefulness and easiness than on richness and diversity. As for functions, the ratings were higher in usefulness than in easiness, richness and diversity. Student surveys demonstrated positive attitudes towards digital textbooks. Another finding is that students who rated high on their abilities in computing, using devices, and searching internet tended to show positive attitudes towards digital textbooks and lessons using digital textbooks. Students who used digital textbooks at both home and school also tended to have more positive attitudes than those who only used digital textbooks at school. The results suggested the correlation between exposure to digital textbooks and attitudes towards digital textbooks.
Classroom observations took place in nine classrooms: five in elementary and three in middle. We analyzed lessons for time spent on digital textbooks and educational purposes in using digital textbooks. In nine lessons observed, the time spent on digital textbooks varied from 13% to 91% of the whole instructional time. Although the time spent on digital textbooks demonstrated a wide range, three lesson types appeared through the time analysis. In the first lesson type, teachers used digital textbooks only in the middle of the lesson. All the elementary social studies belonged to this type. In the second type, teachers used digital textbooks in the beginning and at the end of the lesson, but not in the middle. In the third type, digital textbooks were used all over the lesson. In these lessons, digital textbooks were used for various purposes including reading resources, lesson plans, or activities/handouts. Close analysis revealed that the lesson type was related to the purposes of using digital textbooks. However, regardless of types and purposes in the use of digital textbooks, teachers focused on learning materials and functions that were unique in digital textbooks.
Interviews with different stakeholders including publishers and policy makers were analyzed for similarities and differences. The results were further analyzed using the classroom ecosystem model with teachers, students, digital textbook, schools, the Ministry of Education, publishers, educational policies, and society as the agents. The analysis returned four keywords in digital textbook use: insufficiency, inconvenience, anxiety, and expectation. Upon close examination of each area identified through analysis, we proposed (1) to reestablish the direction that the development of digital textbooks is heading to and to enhance the quality of digital textbooks, (2) to build infrastructure for more efficient use of digital textbooks, (3) to improve the support system in teaching and learning with digital textbooks, and (4) to work towards enhancing students’ ICT capabilities and parents’ perceptions towards the use of digital textbooks. We then suggested policies and concrete strategies needed in four parts: (1) improvement of digital textbooks, (2) management and support for research schools, (3) enhancement of teacher competencies, and (4) support for students and parent.
