This research aims to suggest educational policies and strategies to support low achievers at general high schools with special reference to math and English subjects. The data was gathered from literature reviews, questionnaires, student and teacher interviews, classroom observations, discussion groups, and workshops.
The characteristics and actual conditions of learning and teaching of low achievers at general high schools are as follows. There seems to be a slight gap between teachers' and students' expectations. While teachers are strongly focused on students' academic achievements, selection criteria, etc., the students themselves exhibit a lack of motivation in class and aren't motivated by grades. Students at general high schools show a relatively poor attitude toward school life, although low achievers seem to have a more negative attitude toward study, the classroom, and careers than high achievers. Teachers have a strong demand for more autonomy in studentguidance, teacher and learning materials, reducing the number of students per class, diversified information about future careers, and professional counselors to support low achievers.
The analysis of the current state of low achievers in math was assessed across a number of areas including level of understanding, reasons for learning difficulty, when the learning difficulty began, most difficult area, motivating teaching method, ways of improving math learning, student expectations of math teachers, and math learning attitude. On the basis of the findings of the analysis, it is suggested that there is a demand for customized instructionsto meet different students' needs, math instruction enforcement at the primary and middle school level to prevent underachievement, and improving low achievers' motivation and confidence in math.
The causes of low achievement and potentials for improvement in learning math are revealed by the analysis of the data from interviews, classroom observations, student profiles, etc. Firstly, the causes of low achievement in math are divided into individual students and school aspects.
The causes from individual students include cumulated learning deficits, lack of math learning skills, external motivation to learn math, confidence in math, learning management, supporters, and family support. The causes related to school education are no, or limited, curriculum to support students with math foundations, exam-oriented classes with no consideration of low achievers, superficially run after-school basic math courses, and a gap between teaching and assessment. On the other hand, it was found that potentials for improvement in math include students' need for math learning to give them opportunities across a diverse range of future careers, a willingness to experience achievement in math, a recovery of self-esteem, self-reflection on math study skills and desire to improve, and a willingness to request assistance or support.
The analysis of the current state of low achievers in English was conducted in a number of areas including when the learning difficulty began, reasons for learning difficulty, motivating teaching method, learning attitude, etc. It is suggested that measures should be taken to strengthen the transition between primary and middle schools, to implement basic English courses, to improve teaching methods, to assign English native speaking teachers to students,to help low achievers practice with audio-visual materials and multimedia, and to encourage students to be motivated and have confidence in learning English.
It was found that the causes of low achievement in learning English are frustration and giving-up, a lack of educational support customized to individual students' needs, no effective study skills, negative learning experience, and a gap between the curriculum and students' needs. Potentials for improvement in English include developing a strong external motivation to learn, helping students cope with difficulties, promoting shared growth through learning in cooperation, self-reflection on current study skills and efforts to change, and providing sustainable support.
Action plans to support low achievers at general schools are proposed in three areas: changing perceptions about low achievers, support for improving basic standards, and support for higher education and career. Driving strategies for action plans in each area are drawn from the findings of the analysis of the characteristics and actual conditions of learning and teaching of low achievers and the causes of learning difficulties and potentials for improvement and change.
Firstly, the driving strategies for the action plan of changing negative perceptions about low achievers at general schools include raising teachers' awareness about the need to improve basic standards, develop policies to strengthen the educational capabilities of general high schools, and invest in school facilities, classrooms, etc. It is also suggested that teachers’ public and voluntary participation should be encouraged to improve self-understanding and administer competence strengthening programs. In addition, a liaison should be available to provide career advice and support for low achievers who wish to enter higher educational institutions.
Secondly, action plans to support for improving basic standards include improving curriculums, diagnostic tests and remediation systems, and instructional materials to meet low achievers’ needs. The driving strategies for the first action plan are to provide low achievers with ‘basic subject’ and ‘sheltered class’, and to conduct a medium- and long-term research on the development and implementation of a curriculum customized to low achievers' needs.
The strategies for the second plan include to develop and distribute reliable and objective tools to diagnose low achiever's cognitive and emotional․behavioral traits as well as underachievement in subjects. The strategies for the action plan of developing instructional materials to meet low achievers’ needs are to run parallel courses to regular classe, to develop and distribute study skills for high school students, to develop and distribute instructional materials for the foundation of subjects, to support for students’ learning community, and to provide assistant subject teachers.
Thirdly, the driving strategies for the action plan of support for higher education and career, and building up a liaison system to support low achievers are to set up the management system to prevent subject learning deficits at primary and middle schools, to introduce subject learning counselors to schools, to implement programs to reinforce students’ learning competency, and to support low achievers in a liaison with comprehensive study clinic centers.
