본 연구는 일반고 수학, 영어교과학습부진학생을 대상으로 2년에 걸친 연구의 2차 연도 연구이다. 1차 연도 연구(2016년)에서는 일반고의 전반적인 교수학습 환경을 비롯하여 수학, 영어교과학습부진학생의 어려움, 원인, 요구 등 실태와 현황을 중심으로 살펴보았다.
본 연구에서는 1차 연도 실태 및 현황 분석을 기반으로 하여 수학, 영어교과학습부진학생을 위한 교수학습 지원 전략을 개발하는 것을 주요 목적으로 한다([그림 1] 참조).
❏ 일반고 수학, 영어 학습부진학생 교수학습 지원 전략의 도출

❏ 일반고 수학, 영어 학습부진학생 교수학습 지원 전략의 도출

본 연구에서는 일반고 수학, 영어교과학습부진학생 교수학습 지원전략의 도출을 위해 먼저 이들을 위한 학습역량 강화 프로그램과 수학, 영어교수학습자료를 개발·시범 적용하여 학교 현장에 기반한 전략도 출의 근거를 마련하였다. 1차 연도 연구에서 수학 학습부진학생들은 ‘함수’ 영역을, 영어 학습부진학생들은 ‘문법’과 ‘어휘’ 학습에 있어 학습내용 및 방법에 대해 어려움을 호소하였다. 이에 본 연구에서는 교수학습 지원 전략 개발을 위해 이러한 부분을 반영하고, 추가적으로 학습자료의 내용 및 형태, 분량 등에 대한 요구조사를 실시한 후 최종적으로 수학, 영어 교수학습 자료를 개발하였다. 또한 수학, 영어 교과학습과 더불어 학생들의 기본적인 학습역량을 길러줄 수 있는 학습역량 강화 프로그램을 함께 개발하였다. 다음으로, 개발한 학습역량 강화 프로그램 및 수학, 영어교수학습자료의 현장 적용 가능성을 확인하기 위해 학습역량 강화 프로그램은 2개, 수학은 4개, 영어는 4개 일반고에 각각 시범 적용하였으며, 시범 적용에 참여한 교사와 학생을 대상으로 면담을 실시하였다. 이상의 프로그램 및 자료 개발과 시범 적용을 통해 도출한 일반고 수학, 영어 교과 학습부진학생 교수학습 지원 전략 개발의 시사점은 다음과 같다.
첫째, 일반고 수학, 영어교과학습부진학생의 정서·행동·학습 행동 지원전략도 출을 위한 시사점은 다음과 같다. ①교과학습뿐만 아니라 이러한 정의적 특성을 반영한 프로그램이 병행되어 운영 지원될 필요가 있다. ② 소규모 또는 집단 형식의 프로그램 진행뿐만 아니라 보다 개인적인 학습상담이 이루어질 수 있는 체제가 마련되어야 한다. ③ 무엇보다 이러한 프로그램을 통해 학습부진학생들도 자기를 성찰해보는 계기가 되어야 하며, 앞으로 자신의 진로, 진학의 목표를 구체화하는 시간이 되도록 기회가 주어져야 한다. 둘째, 일반고 수학 학습부진학생의 교수학습 지원전략도 출을 위한 시사점은 다음과 같다. ①고등 학교 수학과 초 중학교 수학을 연계한 학습자료를 개발하고 이를 고등학교 수학 학습부진학생을 위한 수업에서 적극적으로 활용해야 한다. ② 수학 학습부진학생들이 교실 수업에서 소외되지 않고 조금이라도 참여할 수 있도록 수업 중 진도 및 학습할 양을 줄이고 모둠별 협력학습, 또래 멘토링 등의 다양한 교실수업을 운영할 수 있도록 지원하는 방안이 필요하다. ③수학 학습부진학생들이 성취감을 높일 수 있도록 수업과정과 평가를 일체화할 수 있는 다양한 평가 방법을 고안하고 이를 보다 적극적으로 활용할 수 있도록 제도적 개선이 필요하다. 셋째, 일반고 영어 학습부진학생의 교수학습 지원 전략 도출을 위한 시사점은 다음과 같다. ① 초·중 영어 교과 학습 내용과 연계한 고등학교 학습부진학생 교수학습자료 개발이 필요하다. ② 고등학교급 영어 학습부진학생의 흥미 및 학습 특성을 고려한 학습 지원이 필요하다. ③학습 지도 경험이 풍부하고 학생지도에 열정이 있는 우수교사를 부진학생지도에 배정할 필요가 있다. ④교사-학생, 학생-학생 간 상호작용과 학생에 대한 개별 지도를 촉진하는 일반고 영어 수업 지원이 필요하다.
이상의 연구 내용을 정리·분석하여 ①학습부진학생 선정 및 단위학교교육과정, ②교실수업, ③학교 안장원 조성, ④학교 밖 자원조성의 네 가지 측면에서 필요한 심리·정서, 수학, 영어교과의 교수학습 지원전략을 도출하였다. 전략도 출의 과정에서 수도권, 충청권, 영남권, 호남권의 권역별 일반고 교사를 중심으로 전문가 협의회를 실시하였으며, 시·도교육청 장학사와의 정책협의회를 실시하여 학교 현장의 목소리가 최대한 반영되도록 설계하였다. 최종적으로 제시한 일반고 수학, 영어 학습부진학생의 교수학습을 지원 전략은 [그림 2]와 같다.
또한 본 연구에서는 일반고 학습부진학생을 위한 교수학습 지원전략을 중심으로‘학교 안 차원’과 ‘학교 밖 차원’으로 교수학습 지원 종합 방안을 구성하였다. ‘학교 안 차원’의 지원 종합방안은 ①교육 과정 및 방과 후 프로그램 운영, ②교실수업 운영, ③학교 운영 시스템과 관련하여 제시하였다. ‘학교 밖 차원’의 지원 종합방안은 ① 진단 및 보정 활동 지원, ② 수업 및 교사 전문성 지원, ③ 외부 연계 지원과 관련하여 제시하였다.
❏ 정책 제언
이와 같은 일반고 학습부진학생지원 교수학습전략 및 종합방안을 토대로 정책 제언을 도출하였다. 정책 제언은 정책 실행의 대상을 중심으로 ‘수업’, ‘학교 안’, ‘학교 밖’의 세 가지 영역으로 범주화하였으며, 이러한 정책 실행을 위한 주체로서 단위학교, 시·도교육청 및 교육부, 대학, 지방자치단체, 교육정책 연구기관을 제시하였다([그림 3] 참조).

The present study is the second-year portion of a two-year investigation on students who performlowin math and/or English in general high schools. While the first-year study (2016) mainly looked at the overall teaching and learning conditions of general high schools and the current status of math and/or English low-performers in general high schools, the present study focuses on developing effective support strategies for these students for teaching and learning math and/or English.
According to the first-year results, high school math underachievers reported 'function’ as the most difficult part while their English counterparts found 'grammar' and 'vocabulary' the most difficult. These findings were reflected in the present study when developing teaching and learning materials for these students performing additional needs analysis regarding content, format and amount of the material. For needs analysis, a survey was conducted on 234 math teachers and 217 English teachers having experience with underachievers at general high schools, 334 first-year high school students with learning deficits in math and 341 first-year high school students with the same difficulty in English.
Along with the development of math and English teaching and learning materials, a program for improving learning capabilities was also developed.
Pilot tests using the teaching and learning materials for math and English that were developed as part of this study and pilot tests of the learning capabilities improvement program were conducted at several general high schools (2 schools for the learning capabilities improvement program, 4 schools for the math materials, and 4 schools for the English materials) as way of testing the materials’ effectiveness and to gather feedback for revision. Class observations were also performed. Semi-constructed interviews were conducted with the teachers and some of the students who participated in the pilots. Later on, the content validity of each learning capabilities improvement program as well as the math teaching and learning materials and English materials was assessed by computinga Content Validity Index (Waltz et al, 2005), and the results showed ≥0.9 for all three.
Based on the pilot and interview results as well as the content validity test, the learning capabilities improvement program, math teaching and learning materials, and English materials were revised and finalized. Insights and implications for creating teaching and learning support strategies for math and/or English underachievers in general high schools were drawn from the data collected through the above processes of program and material development.
Through the development of learning capabilities improvement program for high school math and/or English underachievers, the following implication were drawn. First, there is a need for a program that reflects the affective characteristics of underachievers to be operated in parallel with a subject learning program. Second, a system should be set up that incorporates group programs and more personalized educational counseling for underachievers. Third, and most importantly, there should be a program that propels students to reflect on themselves and provides themopportunities to refine their future goals for future in terms of career options and/or advancement to college. For teaching and learning support strategies for high school low-performers in math, the following implications were obtained from the development of math teaching and learning materials.
First, math study materials for high school low-performers should include content learning activities that connect to elementary school and/or middle school level math, as the learning deficits of these students start early from elementary or middle school math. With study materials that provide connected learning and level-appropriate activities, students will have more chances to participate in class. Therefore, math teaching methods and plans should also be devised to use these materials and attract voluntary class participation fromstudents.
Second, the amount of learning required for math subjects should be reduced for underachievers so that small-group cooperative learning and peer-mentoring can take place in math classrooms and underachievers can be included in the classroom activities, thus obtaining more chances to improve. Third, various assessment methods should be devised and applied to improve the correspondence between what is taught and learned in class and what is being assessed so that math underachievers can experience a sense of achievement. From the development of English teaching and learning materials for high school English underachievers, the following implications were drawn regarding support strategies. First of all, study materials should be developed for these students that provide linkages between what they need to learn now and what they should have learned in elementary and/or middle school, as high school low-performers of English tend to lack a very basic understanding of the subject that should have resulted fromtheir accumulated learning. Secondly, it should be taken into consideration that high school underachievers tend to have their own learning characteristics and interests, different from those of elementary or middle school underachievers, when devising support strategies for them.
Thirdly, it is necessary to create classes for low-performing students taught by experienced English teachers who are not only effective but also passionate about improving students’ learning. Lastly, there should be support for English classes in general high schools tofacilitate more interaction between teachers and students as well as among students and to encourage student-oriented, individualized learning, especially for low-performing students.
Expert group meetings with experienced math and English teachers fromdifferent regions of Korea (the Metropolitan area, Choongchung area, Yeongnamarea, and Honamarea) were held in order to identify general difficulties and challenges that teachers and math and/or English underachievers face in general high schools and to solicit ideas for possible solutions for the difficulties. Accordingly, teaching and learning support strategies for high school underachievers were developed in three areas of psychological and affective factors, mathand English. These support strategies are further classified into four sections: (1) screening and diagnosis of underachievers and school curriculum planning/operating, (2) classroom teaching and learning, (3) in-school resources, and (4) out-of-school resources.
Based on these support strategies, comprehensive support plans for math and/or English underachievers in general high schools were formulated at two levels, ‘School-Internal’ and‘School-External.’ The ‘School-Internal’ level support plans include management of regular school curriculumand after-school classes and activities, management of classroomteaching and learning, and a school management system. The ‘School-External’ support plans consist of support for diagnosis and remediation of low-performance, support for teaching competencies of teachers, and support for collaboration and partnerships with organizations in the local community.
Finally, suggestions were made for educational policies to stimulate educational growth of math and/or English underachievers in general high schools, based on the analyses and findings of the present study. These policy suggestions can be categorized into three domains of ‘Students,’ ‘School-Internal,’ and ‘School-External,’ depending on the object of policy implementation. The agents of the suggested policy implementation are defined as schools, metropolitan and provincial offices of education, theMinistry of Education, local governments, universities, and national institutions for educational research. Each policy suggestion provides (1) background and rationale that define the problematic current status of the issue,(2) potential strategies that will promote the policy, (3) administrative, financial, and/or legislative considerations for policy implementation, and (4) expected benefits of the policy.
Major policies suggested by the present study include: ‘Organizing school curriculum and programs to assist the learning enhancement of underachievers,’ ‘Applying classroom assessments designed to improve learning,’ ‘Developing teaching and learning materials customized to the learning and affective characteristics of high school underachievers,’‘Providing a monitoring system for school mentoring activities,’ ‘Establishing a multi-level support system for counseling underachievers in general high schools,’ ‘Creating a cooperative school culture as a community of mutual growth,’ ‘Preparing pre-service teachers to teach underachievers,’ ‘Developing plans to consolidate or connect basic academic proficiency improvement projects between local governments and metropolitan or provincial offices of education,’ among many others.
