Ⅱ. Objectives and Necessity
A study on the competence and HRD programe for nuclear safety experts is a fundamental element for future nuclear power plant’s safety and energy conversion policy. According to the national energy conversion policy, the D&D project and dismantling demand on domestic nuclear reactors are continuously increasing. In addition, as increase of population aging in related field experts, massive replacement on human resource is also expected. In order to respond on upcoming situation, it is crucial to identify and to competent human resource that could contribute on safety of nuclear facility.
For competence on safety of nuclear facility, it is required not only the basis on nuclear engineering education but also steady and continuous curriculum with safety technology, safety regulation and safety consciousness. In the case of foreign nations that uses nuclear energy, most of the related education and training have been managed and supported by the government. After the age of introducing on nuclear energy, these foreign nations have increased the budget on related programs and continued experts resources for enhancing on public acceptance as well as technical reliability. Which concludes that domestic HRD enhancement management should be resolved with continuous and practical approaches.
Not only due to government’s energy conversion policy which encouraged D&D project demand but also due to nuclear power plant accident on Fukushima (2011), earthquake on Gyeongju (2016) and Pohang (2017) had motivated to increase public concerns on the safety of nuclear power plants and related facilities.
While there are some pre-studies with the full scale survey on nuclear engineering related academic and research area, specific survey on nuclear facility safety related fields was not initiated beforehand. Therefore, these specific analysis is aimed to suggest continuous program on HRD competence and prediction on demand and supply of nuclear safety experts.
Ⅲ. Research Scope
Based on pre discussed issues, the research project aims to provide guidance on competence and HRD of nuclear safety experts to enhance the safety of nuclear Facility. Detail research objects are as follows.

Ⅳ. Research Methodology
The research project has separated experts into demand and supply. For demanding human resource, research, regulation, industrial area were selected and for supplying human resource, M.S, Ph.D and combined M.S and Ph.D program candidates on nuclear engineering were selected. Unlike from the pre initiated projects, all domestic college nuclear department, research and industrial organizations were surveyed with bottom-top scheme for insuring exact human resource status on each year.
With complete enumerate data, nuclear facility safety related filed were designed in order to classify and categorize the degree of integration along pre-experts. Supplying field has determined with domestic college courses and demanding filed has defined with domestic nuclear research and industrial organization’s related departments specifically, KAERI, KINS, KINAC and KHNP Central research.
Expected supply and demand of the human resource were cited from ‘Formulating Human Resources Development Strategies for Nuclear R&D, Safety and Security_Byung Joo Min’ and ‘Human Resources Development and Demand of Sustainable National Nuclear Power Programs_Seongyeol Choi’. Each project was initiated based on 4th and 7th demand supply program on energy and the data was evaluated with 2018 years’ human resource population on related organizations. In addition, supply analysis on 8th demand supply program on energy which is the most recent program was also managed with top-down method was made on KAERI and KINS nuclear engineering majored experts in order to evaluate the data’s reliability by comparing with current human resource status with total survey. Each data evaluation results showed following difference rate. Analysis based on 4th and 7th demand supply program on energy showed steady increasing of human resource demand before 2025 year, but showed steady decreasing due to government’s energy switch policy. KAERI showed 47 people less and 115 people larger compared with 4th and 7th demand supply program on energy. Specifically, nuclear engineering majored population showed 29 people less and 6 people larger compared with 4th and 7th demand supply program on energy. KINS showed 98 people less and 39 people larger compared with 4th and 7th demand supply program on energy. Nuclear engineering majored population showed 18 people less and 25 people larger compared with 4th and 7th demand supply program on energy. The analysis based on 8th demand supply program on energy was done focused on nuclear majored population on KAERI and KINS, and resulted major difference not larger than 6 population. Assume that the analysis was from 2000 year 2030 year, the evaluation made high reliability.
Ⅴ. Expected Contribution
It is crucial to make provision on safety of nuclear facility experts demand and supply management due to increased public concerns and government’ policy. During the sudden change on domestic and foreign nuclear industry atmosphere, the importance of competence and HRD of nuclear safety experts to enhance the safety of nuclear facility has higher than ever. The strategy guidance which was designed from the project could be used as basic database for future related HRD enterprise and tracing.
