본 연구는 2015 개정 교육과정이 적용된 초등학교 3~4학년을 중심으로 교육과정이 학교 현장에서 운영되고 있는 실태와 학교에서 교육과정을 운영하면서 당면하는 어려움 및 문제점을 파악하고, 이를 바탕으로 개정 교육과정의 안착을 위한 지원 방안을 제안하는 것을 목적으로 한다. 이를 위해 2015 개정 교육과정의 초등학교 3~4학년과 관련된 주요쟁점을 분석하고, 이를 중심으로 교육과정의 운영 실태를 조사하였고, 이에 기반하여 지원방안을 정책 제언의 형태로 제시하였다. 그 결과를 제시하면 다음과 같다.
❏ 초등학교 3~4학년
본 연구는 2015 개정 교육과정이 적용된 초등학교 3~4학년을 중심으로 교육과정이 학교 현장에서 운영되고 있는 실태와 학교에서 교육과정을 운영하면서 당면하는 어려움 및 문제점을 파악하고, 이를 바탕으로 개정 교육과정의 안착을 위한 지원 방안을 제안하는 것을 목적으로 한다. 이를 위해 2015 개정 교육과정의 초등학교 3~4학년과 관련된 주요쟁점을 분석하고, 이를 중심으로 교육과정의 운영 실태를 조사하였고, 이에 기반하여 지원방안을 정책 제언의 형태로 제시하였다. 그 결과를 제시하면 다음과 같다.
❏ 초등학교 3~4학년 2015 개정 교육과정의 변화 및 쟁점
2015 개정 교육과정 총론은 핵심역량의 도입, 범교과 학습 주제의 범주화, 교과 특성에 맞는 학생 참여형 수업 활성화 및 과정 중심 평가 도입, 창의적 체험활동 강화 등을 주요변화로 꼽을 수 있으며, 이에 따라 교육과정의 개정 방향 중에 학교 교육과정 편성·운영에 실질적으로 가장 영향을 많이 미치는 부분과 핵심역량의 구현 실태, 학년군별 교육과정연계 실태, 과정 중심 평가 및 학생 평가 결과 기록 방식의 실태 분석 및 지원 방안 탐색 등이 쟁점으로 도출되었다.
2015 개정 교과 교육과정의 주요한 변화 및 쟁점으로는 모든 교과에서 공통적으로 총론의 핵심역량과 연계된 교과별 역량 도입, 학습량 감축 및 적정화를 위한 성취기준 축소 및 재조정, 교수·학습 방법 및 평가 방법 구체화와 개선을 들 수 있다. 초등학교 3~4학년의 교육과정 적용과 관련한 교과별 주요 변화 및 쟁점을 교과별로 살펴보면, 먼저 국어는 ‘한학기 한 권 읽기’를 통해 통합적인 독서 활동이 교육과정에 반영되었으며 이러한 변화가 어떻게 실천되고 있는지를 살펴볼 필요가 있는 것으로 나타났다. 도덕은 실천 체험형 인성교육이 강조되고 자율형 통합 심화 단원이 개설되었는데, 이들의 실천 양상을 살펴볼 필요가 있는 것으로 나타났다. 사회는 영역별 주제에 따른 과정 중심 평가를 강조하며, 탄력적 환경확대법에 따른 내용 구성을 강조하는 등의 변화가 있어 이의 실천 방안이나 새롭게 도입된 내용 요소의 적절성 점검 등이 주요 쟁점이다. 수학은 수학 교과 역량의 실천과 공학적 도구 사용, 내용의 삭제, 약화, 이동 등의 변화가 나타난 내용의 적절성에 대한 점검 등이 필요한 것으로 나타났다. 과학은 과학 교과 역량 함양, 자기 주도 학생 중심 탐구활동, 학습 내용 적정화, 과정 중심 평가가 초등학교 3~4학년의 주요 변화 및 쟁점으로 제시되었는데 이러한 변화의 적용 실태에 대한 점검이 필요한 것으로 나타났다. 체육은 안전 영역 신설과 이를 통한 안전 의식 내면화가 강조되었고, 음악은 3~4학년에서 ‘생활속의 국악’을 내용 요소로 제시함으로써 국악의 생활화와 국악 가치의 인식을 강조했는데,이들이 실제 교육과정에 어떻게 적용되고 있는지를 살펴야 하는 것으로 파악되었다. 미술은 초등학교 3~4학년에서 이루어진 성취기준 수준과 내용 조정에 대한 검토와 더불어직‧간접적인 체험, 타 영역과의 연계, 견학 등을 통한 지도 등을 강조하고 있어 이를 주요쟁점으로 꼽았다. 영어는 음성 언어 중심의 영어 교육을 강조하여 듣기, 말하기 영역에 비해 읽기, 쓰기 영역의 성취기준 수는 적게 구성하였으며 ‘[별표]’를 개선하였는데, 이에 대한 현장의 인식을 살펴보는 것이 필요하다. 2015 개정 창의적 체험활동은 기존의 4개 영역은 유지하되 활동은 단순화하고 편성·운영의 자율성을 높였는데, 3~4학년의 수준에 적합한 창의적 체험활동 영역 및 그 이유와 창의적 체험활동 편성·운영에서 가장 어려운 점을 분석하고 그 지원 방안을 탐색할 필요가 있다.
❏ 초등학교 3∼4학년 2015 개정 교육과정의 운영 실태
2015 개정 교육과정 총론의 적용 실태와 관련하여 조사한 결과는 다음과 같다. 2015 개정교육과정 적용 이후 교실 현장에서는 ‘과정 중심 평가의 강화’와 ‘교과 학습량의 적정화’라는 변화가 가장 크게 나타났고, 이는 교사 연수의 활성화 및 교과서의 학습량 축소가 영향을 미친 것으로 해석되었다. 교육과정 편성이나 수업 실행을 위해서 비교적 적극적인 소통과 다양한 자료 활용이 이루어지는 것으로 파악되었다. 2015 개정 교육과정 총론에서의 핵심역량은 적합성이 높지만, 교과 역량의 경우 개수가 많고 복잡하며 의미가 명료하지 않은 점이 개선점으로 꼽혔다. 2015 개정 교육과정과 관련하여 3~4학년 진급 시 타 학년에 비하여 교과학습의 어려움 정도가 높은 것으로 나타났으며, 특히 수학과 사회가 어렵다는의견이 많았다. 과정 중심 평가 실행에서는 학부모에 대한 피드백과 누가 기록, 실질적인 과정 중심 평가의 실행이 어려운 것으로 나타났다.
교과별 실태 조사 결과는 다음과 같다. 국어는 교과 역량이 비교적 적합하고, 학습 내용수준과 양도 적절한 편이지만, 학습량 감축에 대한 체감도는 높지 않다는 의견이 제기되었다. 초등학교 3∼4학년 국어 수업에서는 학습자의 다양성과 개인차를 고려하는 것의 어려움이 지적되었고, 이를 개선하기 위해 학습자 수준을 고려한 교수·학습 방법 및 자료 제공이 필요하다는 의견이 제시되었다. 2015 개정 도덕과 교육과정에서 교과 역량, 성취기준,학습량에 대해 교사들은 대체로 긍정적으로 인식했지만, 교과 역량의 용어 설명과 자율형 통합 심화 단원의 자율적인 수업 전개에 대해서는 어려움을 느끼는 것으로 나타났다. 도덕과에서 필요로 한 지원으로는 수업을 위한 활동 자료, 생활 속 이야기 자료, 인성교육을 위한 체험 활동 예시 등이 제시되었다. 사회는 교과 역량과 목표의 연계가 적절하며 학습내용의 수준과 학습량 또한 적절한 것으로 인식되었으나, 초등학교 3~4학년의 경우 학습자 참여 중심 수업의 구성과 실행에 어려움이 있어 이를 위한 수업 자료 제공이 필요하고,사회과만의 특색인 지역화 자료 제공도 필요하다는 점이 지적되었다. 수학 또한 사회와 마찬가지로 교과 역량, 학습 내용의 수준과 양이 적절하다고 인식하는 것으로 나타났지만,3~4학년 수학 수업은 학생의 수준 차이로 인해 어려움을 느끼고 있었고, 이를 극복할 수 있는 수업 자료에 대한 요구가 높았다. 자료의 제공뿐 아니라 교과서 구성의 개선 및 수준별 학습, 부진 학생을 위한 시수 확보 등의 개선 방안도 논의가 필요하다는 의견이 제기되었다. 과학은 교과 역량, 내용 요소의 수준과 학습량이 적절하고 신설 단원도 교육과정취지에 부합하지만, 3~4학년 수업에서는 ‘과학 실험 및 탐구 활동 지도’를 가장 어렵게 느끼고 있었으며, 교과 역량을 기르기에 적합한 다양한 과학교육 콘텐츠의 개발 및 보급과탐구 활동 수행을 위한 실험 환경이 갖추어지기를 희망하고 있었다. 체육도 교과 역량,학습 내용 수준과 양이 적절하지만, 신설된 안전 영역 지도의 수업 설계와 실행이 어렵고 부담스럽다는 의견이 있어 이를 위한 지원이 필요하다. 또한 체육 수업을 할 수 있는 환경지원 및 교사의 전문성 증진을 위한 지원도 원하고 있었다. 음악은 교과 역량, 학습 내용수준과 양이 적절하다는 의견이었지만, ‘음악의 구성’이 쉬운 반면 ‘생활 속의 국악’은 어렵다는 의견이 많았다. 그리고 학습자의 다양성을 고려한 학생 참여 중심 수업과 교과서 선정 및 활용이 어려움으로 꼽혔다. 음악 교육 내실화를 위해서는 환경적 지원 및 교수·학습자료, 악기 및 교구 등 다양한 분야에서 지원 필요성을 제기하였다. 미술은 교과 역량, 학습내용 수준과 양이 적절하다는 의견이었지만, 내용 요소 중에서는 ‘자신의 감각’, 성취기준에서는 ‘미술 작품과 미술가’가 교사들이 지도에 가장 어려움을 느끼는 것으로 나타났다. 3~4학년 미술 수업에서는 직접 체험의 계획 및 실행이 강조되고 있지만, 현실적인 여건 상 어려움이 있어 이를 실천할 수 있는 다양한 학습 지원이 필요하다는 의견이 제시되었다.
영어는 영어 의사소통 역량 이외 나머지 영어 교과 역량의 함양이나 학생 참여 중심의 수업을 운영하는 데 어려움이 있는지 점검이 필요하며 영역 간 학습내용은 적정한지에 대한 현장의 인식을 살펴보는 것이 필요한 것으로 조사되었다. 창의적 체험활동은 제시된역량의 적합성이 매우 높다고 인식되었는데, 이는 교사의 자율성이 보장되기 때문으로 해석할 수 있다. 3~4학년의 창의적 체험활동에서 봉사활동과 동아리활동은 학생 발달 단계에 적합하지 않아 삭제되어야 한다는 의견이 많았다. 의무적으로 편성·운영해야 하는 범교과 학습 주제의 시수가 많고 학생의 자발적 수행 활동이 거의 없다는 점은 개선점으로지적되었고, 창의적 체험활동 프로그램 관련 자료 확보 및 자료 개발의 필요성이 제기되었다.
❏ 2015 개정 초등학교 3~4학년 교육과정 운영 실태에 기반한 정책 제언
본 연구에서는 2015 개정 초등학교 3~4학년 교육과정의 현장 안착과 효과적인 실행을 위해 개정 교육과정의 주요 변화 및 쟁점을 분석하고, 이에 기반하여 교육과정의 운영 실태를 조사한 결과에 따라, 교과별로 실행 지원을 위해 추진해야 할 정책을 다음과 같이 제언하였다.
먼저 교육과정 총론의 측면에서는 학교생활기록부의 교과 평가 결과 기록의 표준안 및 학생 평가 결과 기록의 검토 기준 개발 필요성을 제언하였다.
교과 교육과정에 대한 교과별 정책 제언을 살펴보면, 먼저 국어는 학습자의 특성을 고려한 다양한 국어과 교수·학습 자료 개발 및 접근성 확대와 다양하고 역동적인 방식으로 활용될 수 있는 국어 교과서 체제의 연구 및 개발 필요성을 제언하였다. 도덕은 프로젝트 수업단원의 수업 기획 자료 및 컨설팅 제공, 도덕과의 특성을 반영한 체험 중심 활동 개발 및 보급을 강조하였고, 사회는 지역화 관련 수업을 위한 지원 및 초등학교 3~4학년 사회과 교육과정 운영 내실화를 위한 지원 필요성을 강조하였다. 수학은 내용 요소 사이의 연계성 확보와 완만한 학습 단계 구축, 학습 부진 학생을 위한 교수·학습 자료의 제공과 접근의 편의성을 제고할 필요가 있다는 점을 제언하였다. 과학은 지질과 생태계 등 지역 특색을 반영한 과학 콘텐츠와 공유 플랫폼 개발, 초등학교 3~4학년을 위한 교사 대상의 맞춤형 실험 연수를 제언하였다. 체육은 3~4학년을 위한 ‘움직임 교실’ 조성 사업 추진과 3~4학년 체육과 교육과정 한해살이 자료 개발을 제언하였고, 음악은 학생들의 수준 차이를 고려한 학생 중심 수업 구현과 음악 교육과정 내용 요소 상세화 및 국악 교육 내용 수준의 적정화 필요를 강조하였다. 미술은 학생들의 직접적인 미술 체험 지원 강화와 3~4학년 미술 내용요소에 대한 추가적인 실태 파악 및 연수 강화를 제언하였다. 영어는 학습자들의 개인차를 고려한 효과적인 영어 수업 모형 개발 및 보급과 3~4학년에서 기초적인 영어 읽기 및 쓰기 교육 강화가 필요함을 강조하였다. 마지막으로 창의적 체험활동은 초등학교 3~4학년에 특성화된 편성·운영 방안 개발 및 배포 방안을 제언하였다.

The purposes of the current study are to identify the situation in which the 2015 revised national curriculum was implemented focusing on the 3rd and 4th grades at schools, and the difficulties and problems faced in implementing the curriculum at elementary schools, and to propose support measures for settling down the 2015 revised national curriculum. This paper aims to discuss major issues related to the major issues related to the 3rd and 4th grades of the 2015 revised national curriculum, the implementation status of the curriculum, and the support measures proposed in the form of policy suggestions. The results are as follows.
❏ Changes and Issues in the 2015 Revised National Curriculum for 3rd and 4th grades
The 2015 revised national curriculum includes major changes such as the introduction of core competencies, the categorization of cross-curricular topics, the activation of student-centered classes, the introduction of process-oriented evaluation, and the reinforcement of creative experiential activities. Among the revision directions, the most influential aspects of the curriculum organization and operation include the implementation of the core competencies, the current status of the curriculum linkage by grade groups, the analysis of the status of the process-oriented evaluation, the analysis of student evaluation result records, and the search for support measures.
The major changes and issues in the 2015 revised national curriculum include the introduction of competencies by subjects linked to the core competencies of the general framework, the reduction and readjustment of achievement standards to reduce and optimize the volume of learning, and the specification and improvement of instruction and learning methods and evaluation methods. The major changes and issues by subjects related to the application of the curriculum in the 3rd and 4th grades of elementary school were also examined. In the case of Korean, it needs to examine how such changes and emphases are being implemented as an integrated reading activity which is reflected in the curriculum through “Reading a Book for a Semester.” In the case of Ethics, it is necessary to investigate the experiential learning aspects of practical experience-type personality education and in-depth autonomic integration unit. Social studies emphasize process-oriented evaluation based on the themes of each unit and stress the composition of contents according to the elastic environment expansion methods. Accordingly, the main issues in the case of social studies are the implementation plans and the appropriateness of newly introduced content elements. In case of mathematics, the appropriateness of changes need to be checked in the practice of mathematics subject competencies, the use of engineering tools, the deletion, weakening, and movement of contents. In the case of science, the cultivation of science subject competencies, self-directed and student-centered inquiry activities, theappropriateness of learning contents, and process-oriented evaluation were presented as the major changes and the issues in the 3rd and 4th grades of elementary school.
Physical education emphasizes the establishment of safety domain and internalization of safety consciousness. Music emphasizes that Korean traditional music should be a part of life and highlights the recognition of the values of Korean traditional music by presenting “Korean traditional music in life” as a content element in the 3rd and 4th grades, which were found to investigate how they are being applied in the actual curriculum implementation. Art stresses the reviews of the levels of achievementstandards and content adjustments made in the 3rd and 4th grades of elementary school and emphasizes teaching through direct and indirect experiences, linkages with othersubjects, and field trips. English has fewer achievement standards for reading and writing in comparison to listening and speaking and centers more on speech-oriented learning. Therefore, it is necessary to look at perceptions of teachers regarding the changes. The 2015 revised creative experiential activity retains the four existing units,but simplifies the activities and increases the autonomy of organization and operation.
It needs to identify appropriate level of creative experiential activity for the 3rd and 4th grades, to analyze the most difficult aspects of organizing and operating creative experiential activities, and to explore ways to support it.
❏ Current implementation status of the 2015 revised national curriculum for the 3rd and 4th grades
The results of the study on the implementation status of the 2015 revised national curriculum are as follows. Since the 2015 revised national curriculum has been implemented, the classroom sites have seen the greatest changes in “strengthening process-oriented evaluations” and “optimizing the volume of learning” that have beenaffected by active teacher training and reducing the volume of learning. It was foundthat relatively active communication and various materials are used for the curriculum formation or teaching. Although the core competencies in the 2015 revised national curriculum are highly suitable, there are an excessive number of subject competencies.
Moreover, many contain complex and obscure information. Regarding the 2015 revised national curriculum, the degree of difficulty in instruction and learning was higher when entering the 3rd or 4th grades than other grades. Especially, there were many opinions that mathematics and social studies were difficult. In process-oriented evaluations, it was found that giving feedback to parents and maintaining cumulative records were difficult to implement.
The results of the survey on implementation status by subjects are as follows. The respondents reported that while Korean has relatively appropriate subject competencies, and the level and the volume of learning contents are appropriate, the satisfaction for the reduced learning volume was not high. In Korean classes of the 3rd and 4th graders, difficulties in considering the diversity and individual differences of learners were pointed out. The respondents suggested that instruction methods and learning materials focusing on the levels of learners should be provided to address the difficulties. In ethics,the teachers generally had favorable views about the subject competencies, achievement standards, and the volume of learning in the 2015 revised national curriculum, whereas they found difficulties in the explanation of the terms of subject competencies and autonomous class operation in the chapter on in-depth autonomic integration. The need for activity materials and stories in real life materials for ethics classes and the examples of experiential activities for personality education were suggested as support. In the case of social studies, it was recognized that the linkage between the subject competencies and the goals was appropriate, and the levels and the contents of learning were also appropriate. However, it was pointed out that since there were difficultiesin organizing and implementing student-centered classes for the 3rd and 4th graders, teaching materials to address the difficulties should be provided. In addition, it is necessary to provide localized study materials that are unique for social studies.
Participants recognized that the levels and volume of learning content in mathematics were appropriate, the 3rd and 4th graders were experiencing difficulties due to students’ different learning levels. To overcome the difficulties, respondents strongly indicated the need for more effective teaching materials. In addition, it was suggested that there should be more discussions on ways to improve the composition of textbooks, teaching based on students’ learning levels, and securing times for students who are under-performing. In the case of science, although the subject competencies, the level of content elements, and the volume of learning were appropriate, and the newly established chapter was suitable for the purposes of the curriculum, respondents feltthat “teaching scientific experiments and inquiry activities” was the most difficult to teach in the 3rd and 4th grades. Respondents hope that various scientific contents would be developed and disseminated in order to foster the subject competencies, and the establishment of an environment in which scientific experiments and inquiry activities might be conducted. In physical education, while the subject competencies, the level of content elements, and the volume of learning were appropriate, the teachers reported that it was difficult and burdensome to design and implement the newly established safety unit. Therefore, it is necessary to provide support for the safety unit as well as environmental aid/support for physical education classes. Furthermore, respondents indicated the need to improve teacher professionalism. In regard to music, it was reported that the subject competencies, the level of content elements, and the volume of learning were appropriate. Many reported that “the composition of music” is easy, while “Korean traditional music in life” was difficult. In addition, student-centered classes considering the diversity of learners, and textbook selection and utilization were recognized as difficulties. For the improvement of music education, the need for environmental support and for providing teaching and learning materials, and musical instruments was stressed. In art, while the subject competencies, the level of contentelements, and the volume of learning were appropriate, “self-consciousness” among the content elements and “art objects and artists” in the achievement standards were found to be difficult in teaching for the teachers. Although art classes in the 3rd and 4th grades emphasize planning and implementing direct experiences, it was suggested that thereis a need for various learning supports to practice it, due to the difficulties in realistic situations. In the case of English , it needs to check whether there is any difficulty in cultivating the subject competencies and in operating student-centered classes rather than focusing on English communication competency and to look at teachers’ perceptions about the appropriateness of learning contents across the units. Regarding creative experiential activities, the given competencies were perceived to be highly appropriate, which might be interpreted as a result of ensuring teacher autonomy.
Among the creative experiential activities for the 3th and 4th grades, many respondents stressed that volunteer activities and group activities should be omitted because they are not suitable for the students’ developmental stage. Excessive teaching hours for the mandatory cross-curricular subjects that are required to be organized and the lack of voluntary activities by students were pointed out as improvement points. In addition, the need for collecting data and developing materials related to creative experiential programs was presented.
❏ Policy Suggestions based on the Current Implementation Status of the 3rd and 4th Grades in the 2015 Revised National Curriculum
This study analyzes the major changes and the issues of the revised national curriculum in order to maintain and effectively implement the 2015 revised curriculum for the 3rd and 4th grades at schools. Based on the results of the study examining the curriculum implementation status, the policies that should be implemented for each subject were suggested as follows.
First of all, in terms of a general framework, it was suggested that the subject evaluation result standards for school records and the review criteria for the student evaluation results records should be improved.
The policy suggestions for each subject are as follows. First, respondents stated that Korean classes need expansion of accessibility of various instructional and learning materials that center on students’ characteristics and learning needs. In addition, Korean textbook development system needs to be improved to develop textbooks that may be utilized in diverse and dynamic ways. For ethics classes, respondents discussed the importance of providing teaching plan materials, having consultations for book chapter projects, and creating and distributing experiential activities based on the key themes of the ethics classes. For social studies classes, respondents discussed the importance of having localized materials and highlighted the importance of operating more effective social studies lessons. For mathematics, respondents stated that it is necessary to securethe linkage between content elements, to establish a smooth learning stage, to provide instruction and learning materials for students who are under-performing, and to consider accessibility of materials. For science, it was suggested that scientific contents should be further developed and there should be a sharing platform reflecting local characteristics such as geology and ecosystems. Respondents also indicated the need to have more customized training for 3rd and 4th grade teachers. For physical education, it was recommended to promote a “movement classroom” for 3rd and 4th graders as well as the development of “annual” physical education materials for 3rd and 4th grades.
For music, the need for student-centered classes considering students’ different learning needs was emphasized as well as specifications for music composition and to optimize content levels of Korean traditional music education. For art, respondents proposed to strengthen the students’ direct experiences in art and to investigate the additional implementation status in terms of the content elements in the 3rd and 4th grades, and strengthen teacher training. For English, an emphasis was placed on the need to develop and distribute effective English class models, which consider learners’ individual differences and to strengthen basic English reading and writing education in the 3rdand 4th grader. Lastly, creative experiential activities were suggested as well as the development and dissemination of specialized organizations and operational plans for the 3rd and 4th grades.
