4. 연구 내용 및 결과
(1) 국내외 방송 환경 변화
o 유료방송 시장 현황
- 국내 현황
·국내 유료방송은 종합유선방송 사업자인 케이블TV와 위성방송, IPTV로 구분되며, IPTV 가입자는 2017년을 기점으로 처음으로 케이블TV 가입자를 추월한 후 그 격차를 벌려가는 중

(1) 국내외 방송 환경 변화
o 유료방송 시장 현황
- 국내 현황

·유럽의 경우 유료방송 가입률이 50% 정도로 상대적으로 낮으나, 넷플릭스는 유럽 시장에서도 큰 성공을 거두고 있음

(2) 유료방송 기술규제 현황
o 국내 현황
- 유료방송 법체계 현황
·현행 국내 법 체계에서는 지상파·케이블TV·위성방송의 경우 방송법 적용을 받고 있으며, IPTV의 경우 인터넷 멀티미디어 방송사업법(이하 IPTV 법)을 통해 별도의 규제 적용을 받고 있음
·또한, 인터넷 기반의 OTT의 경우 부가통신서비스로 분류되어 전기통신사업법을 통해 관리를 받도록 되어 있음
- 유료방송 기술기준 규제 현황

(3) 국내 정부정책 및 방송법 개정 추진 현황
o 정부정책 현황
- 정부는 유료방송 기술규제 재편방안 발표(2015.12), 기술결합서비스 허용(2015.12), 통합 방송법(안) 국회 제출(2016.6), 유료방송 발전방안 발표(2016.12) 등 규제개선을 위한 정책을 마련해 왔지만, 국회 논의가 이루어지지 않는 등의 문제로 실질적인 개선은 이루어지지 않고 있음
o 방송법 개정 추진 현황
- 정부 및 의원 제안을 통해 2019년 말까지 총 96건의 방송법 개정안이 제출되었으며, 이 중 4건만이 가결, 공포된 상황이며, 이 경우에도 주로 시청자 권익 보호 관련된 내용으로 유료방송과 관련한 규제 개선은 현 국회에서는 전혀 이루어지지 못하고 있음
(4) 기술중립성을 위한 법 규정 개정 방향

- 현재까지 승인된 3건의 기술결합서비스는 기존 위성방송 또는 케이블 TV 전송방식에 부분적으로 IP 방식을 접목한 것으로 현재 IPTV에서 사용하고 있는 전송방식과 비교 시 IP 방식을 사용한다는 점에서는 동일하나, 제한수신, 방송 관련 정보 등 IPTV에서 기술고시를 통해 강제화하고 있는 세부 기술표준 방식은 따르지 않고 업계 자율적으로 기술방식을 정해 사용하고 있음
