1 연구의 개요

2018년 문재인 정부는 사회분야 전략회의를 통하여 ‘혁신적 포용국가’를 위한 비전과 전략을 제시하였다. 공존과 상생의 사회를 위한 ‘혁신적 포용국가’란 사회정책과 경제정책의 유기적 연계를 통해 국민의 삶의 질 개선과 지속가능한 발전을 모색하는 새로운 국가발전전략이다(혁신적 포용국가, 2020). 저간에는 혁신적 포용국가의 목표와 실행계획을 위한 구체적인 키워드로서 ‘지역화’와 ‘평생학습’이 무엇보다 강조되고 있다. 본 연구는 현 정부 정책의 화두(話頭) 중 하나라고 볼 수 있는 ‘지역혁신’이 ‘기술혁신’이나 ‘산업혁신’으로만 달성될 수 없으며 지역의 지속적인 성장을 도모하기 위해서는 ‘사회혁신’ 이 필연적으로 동반되어야 하는데 지역평생학습정책이 이 두 정책의 조화와 통합에 중요한 역할을 할 수 있다는 점에 착안하였다. 지금까지 지역평생학습 관련 국내 정책 및 연구를 검토할 때, 지역평생학습체제를 교육-고용-복지의 선 순환적 연계 차원에서 이를 종합적으로 분석하거나 지역화 시대의 새로운 대안을 제시하는 연구는 찾기 어려웠다.
이는 해외사례와 연구에서도 지역평생학습체제에 대한 충분한 이해와 이론적 담론이 부족한 것이 사실이다. 따라서 정책적인 측면에서뿐만 아니라 이론적인 측면에서도 지역평생학습의 개념, 지역평생학습체제의 구성요소를 모형화하고 그 실태 및 사례를 분석하는 연구가 필요한 실정이다. 본 연구는 이러한 배경을 바탕으로 교육-고용-복지 연계의 관점에서 지역평생학습 실태 및 사례들을 분석하고 이를 통해 향후 지역평생학습체제 발전을 위한 비전과 전략 및 지역평생학습 활성화 방안을 모색하고자 하였다.
가. 연구 내용
본 연구에서 수행된 주요 연구내용과 검토결과는 다음과 같다. 첫째, 지역평생학습의 개념 및 모형을 제시하고 혁신적 포용성장, 교육-고용-복지 연계, 지방분권화, 지역격차 해소, 평생학습 등 주요 개념적 관계 및 혁신적 포용성장의 개념과 지역 평생학습의 관계분석이 이루어졌다. 둘째, 국내외 지역평생학습정책 동향을 분석하였다. UNESCO, OECD 등 국제기구 및 주요국 정책의 시사점과 지역평생학습관련 정부 각 부처별 정책현황 및 문제점을 분석하고 교육-고용-복지 연계를 위한 시사점이 무엇인지 살펴보았다.
셋째, 평생학습을 통한 고용, 복지 영역의 만족도를 분석함으로써 개선이 필요한 평생학습 영역과 대상이 무엇인지, 그리고 교육, 고용, 복지 관련 지역 수준의 행정 데이터 분석을 통하여 지역의 평생학습 실태 및 평생학습과 고용 및 복지의 연계수준 분석이 이루어졌다. 넷째, 평생직업능력개발과 고용연계, 노인, 중고령자, 다문화ㆍ결혼이주민 등의 취약계층, 그리고 지역공동체 및 산학연관 클러스터를 활용한 지역평생학습 사례 분석이 이루어졌다. 마지막으로 지역평생학습체제의 비전 및 전략을 수립하고 교육-고용-복지 연계를 통한 지역평생학습체제 활성화 방안을 구상하였다.
나. 연구 방법 및 절차
본 연구의 목적을 달성하기 위하여 다차원적 분석(multi-dimensional analysis) 방법을 통해서 결과 및 시사점을 도출하고자 하였다. 우선, 각종 문헌 및 사례분석을 위하여 지역평생학습의 주체별(예, 광역/기초 지자체, 지역대학, 지역교육청, 지역학습 동아리), 대상별(교육소외계층, 노인, 중고령자, 여성, 지역민 등), 영역별(교육, 고용, 복지 및 융합정책 영역) 3차원 분석모형을 설정하였다(p16, 그림Ⅱ-1 참고). 3차원의 지역평생학습 체제 분석 모형을 기초로 초거시적(글로벌 및 국가), 거시적(정부 부처), 미시적(지역평생학습 사례) 단위로 분석을 세분화하였다. 지역사례분석의 경우 평생직업능력개발-고용연계, 취약계층, 지역공동체/산학협력 혁신클러스터의 세 가지 핵심 분야를 중심으로 분석하였다. 또한, 각 주제 별로 전남ㆍ광주지역, 제주ㆍ경남지역, 경기ㆍ충남지역의 광역/기초자치단체를 선정하여 분석하였다. 나아가 문헌 및 사례분석을 통한 정책방안을 도출하기 위하여 지역평생학습정책의 이행체제(중앙/지역 및 지역 내/지역 간), 인프라(행정, 정보, 학습 콘텐츠, 인력 등), 법ㆍ제도(국가, 광역, 기초지자체), 재정ㆍ재원(정부, 민간, 매칭 펀드, 기금 등) 분야에서 각각 어떤 시사점이 있는지 살펴보고자 하였다.
덧붙여 국내 지역평생학습 실태를 알아보기 위하여 한국교육개발원에서 조사한 ‘평생학습 개인 실태조사’ 및 교육, 고용, 복지 관련 지역 수준의 주요 행정 데이터들을 수집ㆍ분석하였다. 여기에서 평생학습 및 평생학습을 통한 고용, 복지 영역의 만족도를 분석함으로써 개선이 필요한 평생학습 영역을 확인하고자 하였다. 또한, 교육, 고용, 복지 관련 지역수준의 데이터를 광역 수준 및 기초 수준에서 분석함으로써 지역의 평생학습 실태 및 평생학습과 고용 및 복지의 연계수준을 확인하고자 하였다.
본 연구에서는 전문가 워크숍, 집담회를 통해 지역평생학습현황 및 사례분석, 향후 정책 방향을 설정하고 주요 추진과제들을 도출하였다. 국내 평생학습 지역센터, 중심 대학, 지자체, 교육청, 지역인적자원개발 등 각 주제 영역별로 각 계 전문가 및 현장 전문가들이 워크숍에 참여하였다. 국내 평생학습 지역 센터, 중심 대학, 지자체, 교육청, 인적자원 개발 전문가, 지역 주민 등이 참여하는 정책 포럼을 개최하였다. 또한 지역평생학습센터, 중심 대학, 지자체, 교육청, 기업 등과 선진국 지역평생학습센터 및 지역혁신 전문가, 대학(University of Georgia, Columbia State University) 등과 국내외 연구 네트워크를 구축하였다.

In 2018, the Moon Administration proposed a vision and strategy for the “innovative inclusive country” through the social sector strategy meeting. The “innovative inclusive country” for social coexistence and win-win is a new national development strategy that seeks to improve the quality of life of citizens and sustainable development through organic ties between economic policy and social policy. In this proposed strategy, “localization” and “lifelong learning” are emphasized above all as specific keywords for innovative inclusive country goals and action plans. Until now, when reviewing domestic policies and research related to regional lifelong learning, it has been difficult to find a study that comprehensively analyzes the regional lifelong learning system in terms of the virtuous cycle of education-employment-welfare linkage or suggests a new alternative in the era of localization. It is true that there is a lack of sufficient understanding and theoretical discourse on the regional lifelong learning system even in overseas cases and research. Therefore, it is necessary to model the concept of regional lifelong learning and the components of the regional lifelong learning system, and to analyze the actual conditions and cases in the theoretical as well as from the policy side. Based on this background, this study analyzes the actual conditions and cases of regional lifelong learning from the perspective of education-employment-welfare linkage, seeking to find a vision and strategy for the future development of the regional lifelong learning system and a regional lifelong learning vitalization strategy.
A. Research Procedure
The main research contents and review results conducted in this study are as follows. First, the concept and model of regional lifelong learning is presented, and major conceptual relationships such as innovative inclusive growth, education-employment-welfare linkage, decentralization, regional gap resolution, lifelong learning, and the concept of innovative inclusive growth and regional lifelong learning are analyzed. Second, the trends of domestic and overseas regional lifelong learning policies were analyzed. The implications of the policies of international organizations and major countries such as UNESCO and OECD and the current state of policies and problems of each government department related to regional lifelong learning were analyzed, and the implications for education-employment-welfare linkage were examined. Third, by analyzing the satisfaction level of employment and welfare through lifelong learning, an analysis of what lifelong learning areas and targets need improvement was analyzed, and the actual condition of lifelong learning in the region and the level of connection between lifelong learning, employment, and welfare were analyzed through the analysis of administrative data at the regional level related to education, employment, and welfare. Fourth, case analyses of regional lifelong vocational education and training and employment linkage, the vulnerable such as middle-aged and elderly adults and multicultural and marriage migrants, and regional lifelong learning utilizing local communities and industry-academia-government clusters were conducted. Finally, the vision and strategy of the regional lifelong learning system were established, and a plan was devised to activate the regional lifelong learning system through education-employment-welfare linkage.
B. Research Method and Analysis Model
To achieve the goal of this study, a method of multi-dimensional analysis was used to derive the results and implications. First, for the analysis of various documents and cases, a three-dimensional analysis model for each subject (e.g., metropolitan/local governments, regional universities, regional offices of education, regional learning clubs), target (educational underprivileged, middle-aged and elderly adults, women, local residents, etc.), and area (education, employment, welfare and convergence policy areas) of regional lifelong education was established. Based on the three-dimensional regional lifelong learning system analysis model, the analysis was subdivided into super macro (global and national), macro (government ministries), and micro (regional lifelong learning cases) units. In the case of regional case analysis, three key areas were analyzed: lifelong vocational competency development-employment linkage, the vulnerable, and regional community/industry-academia cooperation innovation cluster. Additionally, by each subject, the metropolitan/local government organizations in the JeonnamㆍGwangju area, the JejuㆍGyeongnam area, and the GyeonggiㆍChungnam area were selected and analyzed.
Furthermore, in order to derive policy measures through literature and case analysis, the implications of regional lifelong learning policy implementation system (central/regional and within/interregional), infrastructure (administration, information, learning contents, professionals, etc.), legal system (national, metropolitan, and local government), and financial resources (government, private sector, matching fund, etc.) were examined.
In addition, the Personal Lifelong Learning Status Survey surveyed by the Korean Educational Development Institute and major administrative data at the regional level related to education, employment, and welfare were collected and analyzed to find out the actual condition of lifelong learning in Korea.
Here, by analyzing lifelong learning and satisfaction levels in employment and welfare areas through lifelong learning, we attempted to identify lifelong learning areas in need of improvement. Additionally, by analyzing regional-level data related to education, employment, and welfare at the metropolitan level and at the local level, this study attempted to confirm the actual condition of lifelong learning in the region and the level of connection between lifelong learning and employment and welfare.
In this study, through expert workshops and meetings, we analyzed the current state of lifelong learning in the region and case studies, established future policy directions, and derived major initiatives. Experts and field experts from each subject area, including domestic lifelong learning regional centers, central universities, local governments, education offices, and regional human resource development, participated in the workshop. The policy forum was held in which domestic lifelong learning regional centers, universities, local governments, offices of education, human resource development experts, and local residents participated. In addition, it has established domestic and international research networks with regional lifelong learning centers, universities, local governments, offices of education, corporations, University of Georgia, Columbia State University.
