2013 코호트는 2013년에 추가되어 초등학교 5학년 첫 조사가 이루어진 이래 교육 경험과 성장이라는 주제 하에 기초 분석은 물론, 인지적․비인지적 성취(학업성취도, 진로성숙도, 학교생활 행복감 등) 관련 심층 분석을 이어가고 있다. 올해는 초등학교 시기 학업성취 수준의 종단적 영향에 관심을 두고 초등학교 시기 학업성취 수준 기초 미달을 중심으로 연구를 진행하였다. 그 이유는 어린 시절의 학습부진이 일회적으로 끝나지 않고 지속적이며 시간이 흐를수록 심화될 수 있다는 주장과 연관되어 있다. 또 다른 이유는 조기 개입의 효과성과 연관되어 있는데, 기초학력이 부족한 학생이 늘어날수록 장기적으로 국가경제에 부담을 줄 수 있고 어린 시절 학습이 부진한 학생을 방치하게 되면 학년이 높아질수록 이를 극복하기가 더욱 어렵게 된다는 점이다. 그리고 어린 시절 학습부진(기초학력 미달 등)이 장기적으로 학생의 학업성취에 어떠한 영향을 주는지 또는 학업성취에 더해 비인지적 성취에는 어떠한 영향을 주는지 그리고 학습부진 학생이 이를 벗어나는 데에 영향을 주는 요인은 무엇인지 등에 대한 연구는 부족한 상황이다.
이러한 문제의식에 기초해 한국교육종단연구 2013 코호트 1~7차 데이터를 활용하여 초등학교 5학년부터 고등학교 2학년까지 학생을 대상으로 교육 경험과 성장이라는 주제하에 기초 분석은 물론, 학업성취도, 진로성숙도, 학교생활 행복감 등에 대한 심층 분석을 실시하였다. 심층 분석의 경우 초등학교 시기 학업성취 수준 기초 미달 여부가 학업성취도, 진로성숙도, 학교생활 행복감에 종단적으로 어떠한 영향을 주는지 그리고 학업성취 수준 기초 미달의 종단적 변화에 따라 잠재계층을 구분하고 이에 대한 영향 요인을 분석하여 기초학력 관련 정책 대안을 마련하고자 하였다.
기초 분석 및 심층 분석 연구 결과를 개괄적으로 정리하자면 먼저, 초등학교 5학년부터 중학교 3학년까지 학업성취 수준 기초 미달 비율1) 은 그림과 같이 중학교 들어 증가하는 양상을 보였다. 그리고 초등학교 시기 학업성취 수준 기초 미달 여부의 인지적․비인지적 성취(학업성취도, 진로성숙도, 학교생활 행복감)에 대한 영향은 종단적으로 상당히 유지되는 것으로 파악되었다. 또한 초등학교 시기 학업성취 수준 기초 미달 학생과 기초 이상 학생 간의 가정 배경의 차이 그리고 가정과 학교에서 겪는 여러 경험의 차이 역시 장기적으로 유지될 개연성이 높았다. 이러한 우려에도 불구하고 부모님의 자녀 학업에 대한 관여, 학교에서 수업 집중, 학생 개개인의 성취수준에 맞춘 수업방식, 선생님의 학업에 대한 열의와 성취압력 등이 초등학교 시기 학업성취 수준이 기초 미달이었던 학생의 학업성취 수준을 개선하는 데 기여할 가능성 역시 확인할 수 있었다.
이러한 문제의식과 연구 결과를 토대로 기초학력 관련 정책 대안을 제시하기 위해 목표로 “학생의 기초학력 보장을 모두가 지향한다”를 설정하였다. 이는 정부, 교육청, 학교 등 모두가 기초학력의 의미와 가치를 인식하고 이를 실제적인 책무로 받아들일 수 있기를 기대하는 것이며 기초학력 보장 관련 누군가는 책임자로, 누군가는 비판자로 나누는 관점을 거부하자는 것이다. 그리고 앞서 언급한 기초학력 보장의 난이도를 감안할 때, 누군가의 책임으로만 규정하는 것이 실효적이지 않으며 학생을 둘러싼 모든 이들의 관여가 필요하다는 입장을 반영한 것이다.
위와 같이 정책 대안의 토대가 될 전제를 세 가지로 설정하였다. 먼저, “초등학생의 기초학력 미달은 학생의 책임으로 보기 어렵고 결과적으로 이로 인한 누적 효과 역시 학생의 책임으로 돌리기 어렵다”이다. 법률에 어린이의 면책 조항을 규정하고 있듯이, 이 전제는 초등학생의 기초학력 미달의 책임을 학생과 가정에게만 돌리고 사회적 책무를 회피해서는 안 된다는 것을 의미한다. 그리고 이로 인한 누적 효과 역시 학생과 가정에게만 책임을 돌릴 수 없다는 점을 분명히 하고자 하였다.
다음으로 “기초학력 미달 학생이 기초학력에 도달하는 것은 학생의 노력만으로 어렵고 그를 둘러싼 관계자(교사, 친구, 학부모 등)의 상당한 노력이 함께 요구된다”이다. 이것은 연구 결과를 토대로 초등학교 시기 학업성취 수준 기초 미달 여부에 따른 인지적, 비인지적 성취에 대한 장기적 영향과 이러한 성취에 영향을 주는 가정 배경과 학교에서 경험의 차이 등을 고려할 때, 기초학력 미달 학생 그리고 이들을 둘러싼 모든 관계자의 관여가 필수적임을 드러내고자 하였다.
끝으로 “기초학력은 학생의 현재와 미래의 삶뿐만 아니라 국가의 현재와 미래의 후생(厚生)과 밀접한 관계가 있다”이다. 기초학력 미달이 학생 개인의 문제로만 끝나지 않고 국가 전체에 영향을 준다는 것은, 예를 들어 기초학력 미달 상태가 유지된 채로 사회에 나간 경우와 그렇지 않은 경우 노동생산성 등을 비교할 때 국가 경제에 미치는 영향을 가늠해 볼 수 있을 것이다.
“학생의 기초학력 보장을 모두가 지향”하기 위한 정책집행 주체를 정부, 교육청, 학교로 규정하고 정책 대안을 제시하였다. 이와 같이 정책집행 주체를 한정하였지만 학생을 둘러싼 모든 이들의 노력이 요구된다는 것은 여전히 유효하며 3주체에게 정책적 역할을 부여한 것일 뿐이다. 구체적으로 정부의 역할로 기초학력 미달 학생 지원 법제화를 포함한 4가지, 교육청은 기초학력 판별에 대한 기준 마련을 포함한 3가지, 학교는 기초학력위원회 설치를 포함한 5가지 총 12가지의 정책적 대안을 제시하였다.
먼저, 정부의 역할로 제시한 네 가지 가운데 기초학력 미달 학생 지원 법제화는 기초학력 미달 학생 지원 정책의 안정적 추진을 위한 조치로써 초․중등교육법 제28조(학습부진아 등에 대한 교육)를 개정하여 기초학력 미달 학생을 정책 대상으로 추가하여 이를 명문화하자는 것이다.
둘째, 기초학력 미달 학생 지원 재원을 지방교육재정교부금 기준재정수요액 산정에 반영하자는 것은 지방교육재정교부금법 시행령 별표1과 시행규칙 별표2의 학생경비와 교육과정 운영비의 측정단위에 기초학력 미달 학생수를 신설하고 여기에 가중치를 부여하여 학생경비와 교육과정 운영비를 추가적으로 배분하여 기초학력 지원을 위한 재정을 확보하자는 것이다. 셋째, 기초학력 미달 학생 지원 자체 노력 정도를 기준재정수요액에 반영하자는 것은 전년도 기초학력 미달 학생이 기초학력에 도달하므로 절감된 학생경비와 교육과정 운영비를 기준재정수요액에 반영하여 기초학력 개선에 기여한 교육청, 학교에 추가적으로 재원을 지원하자는 것이다. 넷째, 기초학력 미달 학생 지원 인력을 교원수급계획에 반영하자는 것은 기초학력 지원 인력을 예비 교원, 퇴직 교원 등과 같은 보조인력에 앞서 정규 교원으로 하여 기초학력 미달 학생에 대한 교사의 개입 가능성을 현 수준보다 높이자는 의미이다.
다음으로 교육청의 역할로 제시한 세 가지 가운데 기초학력 판별에 대한 기준 마련은 앞서 기초학력 미달 학생 지원 법제화에서 초․중등교육법 제28조(학습부진아 등에 대한 교육)에 정책 대상으로 기초학력 미달 학생이 추가되면 초․중등교육법 시행령 제54조 1항에 따라 기초학력 판별에 대한 기준 마련은 교육감의 몫이 되어 이를 구체화하자는 의미이다. 둘째, 기초학력 실태조사 실시는 앞서와 마찬가지로 초․중등교육법 제28조에 기초학력 미달 학생이 추가되면, 초․중등교육법 제28조 2항에 따라 기초학력 실태조사에 대한 책임은 국가 및 지방자치단체에 있으나 기초학력 판별 기준 마련이 교육감 몫으로 부여된 바 이와의 연계를 고려해 실태조사 역시 지방자치단체를 대표하는 교육감의 역할로 두자는 것이다. 셋째, 단위 학교에 기초학력 관련 자체 노력 정도에 따라 확보된 재정사용의 자율권 부여는 기초학력 관련 자체 노력 정도에 따라 기준재정수요액에 반영된 재정을 해당 단위 학교에 가능한 그대로 배분하고 사용에 있어도 자율권을 최대한 보장하여 학교 구성원들의 적극적인 동참을 이끌어 내자는 것이다.
끝으로 학교의 역할로 제시한 다섯 가지 가운데 기초학력 위원회 설치는 학교 내에 학교의 장을 위원장으로 교사, 학부모와 학생이 참여하는 기초학력 컨트롤 타워를 만들자는 것이다. 둘째, 학교의 장에게 기초학력 판별 권한 부여는 초․중등교육법 시행령 제54조 1항에 따라 기초학력 미달 여부에 대한 판별은 교육감이 정하는 기준에 따라 학교의 장이 하도록 되어 있어 학교의 장에게 기초학력 판별에 대한 최종 권한을 부여하자는 것이다. 셋째, 기초학력 보장 지향 교원 연수 시행은 이를 통해 학교의 주요 목표 중 하나로 기초학력 보장 지향을 교원들에게 공유하고 기초학력 지원을 위한 수업 관련 대안 마련이 촉진되길 기대하는 것이다. 넷째, 학생 간 협력과 평가의 연계는 학업성취에 있어 동료 효과(peer effect)의 중요성을 고려할 때, 기초학력 미달 학생과 다른 학생들간의 협력이 기초학력 미달 학생의 학업성취 향상으로 이어지는 경우 이를 평가에 반영해 보자는 것이다. 다섯째, 기초학력 보장을 위한 학부모와 협력 강화는 부모님의 태도와 가치 그리고 자녀와 상호작용 등을 통해 자녀의 학업성취에 미치는 영향력을 고려할 때, 학부모 교육 프로그램 또는 개별 면담 등을 통해 학부모 역시 기초학력 보장을 위한 파트너가 되도록 하자는 것이다.

Starting from its first study of the 1st grade Korean middle school students, the Korean Education Longitudinal Study has been continuously conducted since 2005. In this year, the study particularly focused on the longitudinal impact of the Korean elementary school students’ academic achievement. Our research team mainly deliberated on studying of the underachievement to basic level of education especially in terms of elementary school students. The topic is also closely related to other assumptions that the underachievement during early age does not end at once, but it can be continuously and gradually expanded and affect secondary education. Moreover, another reason of the studying is connected to the effectiveness of early intervention. The more number of students with the underachievement to basic level of education, the more it will put burden on national economy. Also, if the education system leave these students behind, it will be much more difficult for them to achieve and overcome as they move up to older grades. Unfortunately, current studies are lacking in studying diverse impacts and factors such as how the underacheivement of education(ex: underachievement to basic level) during early age will influence on a student’s academic achievement in the long term, how it affect noncognitive achievement and what kind of factors can help and affect students to overcome academic underacheivement.
In recognition of the current problems and situation, the research team completed a basic analysis of students from the 5th grade of elementary school to the 2nd grade of high school under the subject of studying their educational experience and growth by utilizing the 1st to the 7th data collected from the Korean Education Longitudinal Study 2013. The team also conducted an in-depth analysis on the students’ academic achievement, career maturity and satisfaction in their school lives. In the in-depth analysis, our research team has mainly dealt with subjects such as how the underacheivement during elementary school longitudinally influence on one’s academic achievement, career maturity and satisfaction in his/her school life. In addition, we ultimately tried to develop and establish proposals for national education policies in terms of enhancing students’ basic academic skills by classifying potential groups according to a longitudinal change of underacheivement to basic level and analyzing diverse influential factors.
Our basic and in-depth analysis show that the impact of the students’ underacheivement to basic level during elementary school on their cognitive and noncognitive achievement has been considerably and longitudinally maintained. Also, it is considered that it is highly probable that the gap between the overacheiver and the underacheiver to basic level of school education in terms of their family backgrounds and experiences will be also maintained in the long term. On the other hand, despite of many aforementioned concerns, we discovered that parents’ intervention on their children’s education, students’ concentration on class, school teaching methods according to each individual’s different level of achievement and teacher’s enthusiasm and achievement pressure can contribute to the improvement of the underachiever’s academic achievement. Based on the awareness from the current situation and study results, our team set our goal as “Everyone in the education guarantees the enhancement of students’ basic education achievement” to propose policies related to the improvement of students’ basic academic skills. The goal means that everyone in the education sector including the government, education office and school must realize the meaning and value of the student’s basic education skill and take responsible for their duties. Moreover, we suggest that the whole society should reject a viewpoint that divides someone into a practical officer and a critic. Also, considering the level of difficulty regarding securing basic academic skills, our suggestions reflected the position that it is not effective to blame someone for taking whole responsibility for student’s underacheivement, but everyone’s, around students, intervention and attention are necessary to solve the issue.
As it is prescribed above, we established three preconditions which form the bases of our policy proposal. The first precondition is “It is difficult to blame students for underachievement to basic level of education and its cumulative effects.” As it is stated in the education law which prescribed children’s exemption on responsibility, the precondition means that the society should not blame students and their family for academic underachivement and avoid its responsibility. In addition, we tried to clarify that the accumulative effects also cannot be attributable to students and their families.
The second precondition is “Students’ reaching and achieving basic level of academic skill can not be made by themselves, but many efforts of people around them(teachers, friends and parents, etc) is required.” Considering a long-term influences on students’ cognitive and noncognitive achievement according to one’s level of basic academic achievement during elementary school and the gap resulted from different family, school backgrounds and experiences, this precondition has been established to assert that it is essential for all people in education sector including underacheivers themselves should intervene and participate together.
Lastly, “Achieving basic level of academic skill is not only closely connected with the student’s current and future life, but also a nation’s current and future welfare.” The problem of the underachievement to the basic level of school education is not just limited to a student’s individual problem but can affect a whole nation. In other words, we can estimate that if one who does not improve his/her basic academic achievement in early age is employed, his/her labor productivity will be lower than the others and it will ultimately affect a nation’s economy.
Accordingly, under the goal of “Everyone in the education guarantees the enhancement of students’ basic academic achievement”, we defined the government, education office and schools as policy providers and suggested respective proposals. Although the number of policy providers is limited to three major institutions due to their practical roles in enforcing policies, it is still valid that everyone in our society including students should make efforts.
In total 12 policies - 4 policies by the government including legislation of supporting underacheivers, 3 policies by the education office including establishing standards for evaluating students’ level of basic academic achievement and 5 policies at schools by installing a commission for improving students’ basic school academic achievement- were proposed.
First, among the four major proposals in terms of the government, a legislation can be an effective measure for stable implementation of policies which can help the underacheivers. The current Article 28 of the Elementary and Secondary Education Act(Education for Students with Learning Disabilities) should be revised and stipulated to add the underachievers into a category of the policy recipient. Second, the government should secure additional finance to support students for improving their basic academic achievement by reflecting funds into a calculation of the reference amount of financial demand for financial grants for local education. The number of underacheivers will be newly set-up and put weight on it in the assessment unit of student expense and curriculum operating expense in the appendix 1 and 2 of the Enforcement Decree of the Local Education Subsidy Act and additionally allocating school expense and curriculum operating expense. Third, reflecting each school’s performance in helping underacheiving students into the reference amount of financial demand means that additional finance should be allocated and provided with education offices and schools which could reduce student expense and curriculum operating expense by reaching and improving basic level of academic skills for underacheivers in the previous year. Forth, the objective of adding recruitment of additional human resources for helping underachievers into the category of the plan for demand and supply of teachers instead of employing prospective teachers or retirees is to increase teachers’ intervention in teaching and assisting underachievers more than now.
Next, among the three policy proposals for the education office, more specific standards to distinguish and evaluate students’ level of basic academic achievement should be established. Also, the subject of establishing relevant standards should be more specified including the role of the educational superintendent as it is stipulated in the current Article 54, paragraph 1 of the Elementary and Secondary Education Act, especially when the government revises the Article 28(Education for Students with Learning Disabilities) of the same act to add underachievers in to a new category. Second, if the underachivers are newly added into a category of the Article 28 of the Elementary and Secondary Education Act, the survey on the current status of underacheiving students should be conducted by the educational superintendent who represents each local government by considering the fact that although a nation and a local government takes responsible for the survey, the establishment of standard for evaluating students’ level of basic academic achievement is granted to the educational superintendent. Third, the purpose of giving each school an autonomous power to use their finance for assisting underacheivers is to encourage active participation of teachers and schools. The finance will reflect each school’s performance and efforts of improving students’ underacheivement into the category of the reference amount of financial demand and secures each school’s autonomy and allocates finance as much as possible according to their performance.
Lastly, the establishment of the commission for improving students’ basic academic achievement at school is proposed to install a basic control tower in which a commissioner, teachers, parents and students can participate together. Second, the head of school should become a final decision maker who can distinguish and judge underachieving students as it is stipulated in Article 54, paragraph 1 of the Elementary and Secondary Education Act that the head of a school can distinguish an underacheiving student according to a standard decided by the educational superintendent. Third, the goal of training teachers in terms of improving students with basic academic underacheivement is to share efforts to secure students’ basic academic achievement as part of school’ major goals and to prepare diverse teaching and learning plans. Forth, given the importance of “peer effect” among students in terms of academic achievement, student cooperation between underacheivers and the others and how it can contribute to the enhancement of the academic achievement can be reflected in the assessment. Fifth, given the critical influence of parents’ attitude, value and their interaction with children on the students’ academic achievement, the purpose of parents’ participation in securing and enhancing basic academic achievement is to promote parents to become partners by actively participating in a parent training or an individual counselling program.
