2000년대 이후 북한이탈주민의 유입은 지속적으로 증가해왔는데 이들의 취업부진 현상은 많은 우려를 낳았다. 그러나 취업부진의 원인이 무엇인지에 대해서는 그동안 분명하게 밝혀지지 않았다. 노동력 공급자(북한이탈주민)의 인적특성에 대해서는 그간 많은 연구 성과가 축적되었다. 반면에 노동력 수요나 노동시장의 구조, 북한이탈주민 일자리의 특성 등에 대해 밝혀진 바는 극히 적었다. 이러한 문제의식 하에서 본 논문은 북한이탈주민의 일자리의 특성과 일자리에 영향을 미치는 요인을 분석하고 북한이탈주민의 남북 인적자본 요인과 남한 노동시장구조 요인이 이들의 일자리에 미치는 영향을 파악하고자 한다. 이러한 목적을 위해 본 논문에서는 국가고용통계인 HRD-net DB와 고용보험DB, A북한이탈주민학교 수료생에 관한 문서자료, 본 연구에서 수행한 설문조사자료를 결합하여 직업력(1)과 직업력(2)라는 두 개의 직업력(jobspell) 자료를 만들었다. 직업력(1)은 ‘훈련수료생으로서 고용보험가입사업장 취업집단(=공식일자리 취업집단)’의 자료이며, 직업력(2)는 ‘A북한이탈주민학교 수료생집단’의 자료이다. 직업력(1)은 2005년-2007년 사이에 직업훈련을 받고 고용보험 가입사업장에 취업한 북한이탈주민 673명의 근속이력과 훈련이력으로 구성되어 있는데, 공식일자리에서 일하는 북한이탈주민 집단의 성격을 대표한다. 직업력(2)는 2002년에서 2007년 사이에 A북한이탈주민학교를 수료한 370명의 자료인데 그 중 272명의 최근 진로를 추적한 것이다. 직업력(2)는 공식일자리 종사자뿐 아니라 비공식일자리 종사자, 미취업 내지는 비경제활동 참가자로 구성되었다는 점에서 직업력(1)과는 차별화된 자료이다. 본 논문에서 밝혀진 중요 연구결과 및 정책적 시사점은 다음과 같다. 첫째, 북한이탈주민의 남한에서의 취업구조가 극히 열악하다는 점이 재확인되었다. A북한이탈주민학교 수료생의 일자리의 특성을 분석한 결과 북한이탈주민은 정착초기 기초생활수급자로서 비공식일자리에 주로 취업하게 되어 전체집단이 비공식일자리의 비중이 높은 특성을 지니게 되며, 이러한 특성은 입국 후 시간이 지나도 개선되지 않은 것으로 나타났다. 남한노동시장에서 북한이탈주민의 일자리 형태는 공식부문 자영업 취업, 비공식부문 자영업 취업, 공식부문 근로자취업, 비공식부문 근로자취업, 미취업집단의 다섯 개의 집단으로 나누어졌는데 ‘공식 비임금근로자>비공식 비임금근로자>공식 임금근로자>비공식 임금근로자’의 순으로 소득이 높았고, 자영업의 소득은 취업보다 높았지만 1년 이상 운영을 지속하는 곳은 소수에 불과했다. 고용보험 적용 사업장에 취업한 북한이탈주민들의 공식부문 근로자 취업 일자리의 특성 및 구조를 분석한 결과, 제조업, 도·소매업, 사업서비스업의 3개 업종에 전체 취업자의 70.5%가 집중되어 있고, 공식부문 근로자 취업직종의 51.0%는 단순노무직이며, 취업사업장 규모를 보면 30인 미만이 60%에 이르는 등 300인 미만의 중소기업사업장 취업자가 92.0%에 이르는 것으로 나타났다. 이러한 결과는 기초생계비 수급자로 시작하는 초기정착과정에서 열악한 비공식일자리로 진입하여 비공식일자리를 중간단계로 한 정착경로가 형성된다는 점과 상대적으로 나은 일자리라고 할 수 있는 공식일자리의 경우일지라도 단순노무직과 같은 저임금직종 중심으로 일자리 구조가 형성되어 있어 현재 북한이탈주민 일자리의 질이 매우 낮다는 점을 다시 한 번 확인해주고 있다. 이는 근로능력 유무에 관계없이 모든 북한이탈주민에게 기초생활보장법 상의 비취업대상자 분류를 적용하여 보호하고 있는 현재의 북한이탈주민 지원방식이 자립 정착을 유도하지 못하고 있다는 것을 의미한다. 북한이탈주민별로 취업장애요인을 분석하여 개인의 특성에 맞는 맞춤식 종합고용서비스를 제공하지 못하고 있는 현재의 지원제도는 결과적으로 북한이탈주민이 저소득․저임금의 질 낮은 일자리 함정에 빠지게 하는 부작용을 양산하고 있으므로 근로능력 유무와 개인별 특성에 따른 차별화된 맞춤식 종합고용서비스가 제공되어야 할 것임을 시사하고 있다. 둘째, 남북한의 학력이나 북한에서의 경력이 남한에서의 고용에는 유의한 영향을 미치지 않은 것으로 나타났다. 이는 북한에서의 교육만이 아니라 남한에서 받은 교육이나 훈련도 취업과 소득에 긍정적 영향을 미치지 못하고 있다는 사실을 의미한다. 이는 북한에서 축적한 인적자본이 남한에서는 더 이상 인적자본으로서의 가치를 발휘하지 못하고 있다는 점과 북한이탈주민의 남한에서의 직업이 교육훈련 없이도 취업할 수 있는 저임금 일자리가 대부분이라는 점, 그리고 남한에서의 교육·훈련 자체의 문제점 모두를 시사하는 것이어서 향후 그 원인에 대한 추가적인 연구가 필요한 것으로 보인다. 다만 남한에서의 직업기간은 고용과 소득에 유의한 정(正)의 효과를 보였는데, 이는 남한에서의 직업경력은 인적자본 변수로서의 의미가 있음을 보여준다. 흥미로운 사실은 정착에 가장 큰 영향을 준다고 알려져 온 ‘거주기간’은 고용과 소득에 통계적으로 유의한 영향을 미치지 않았다. 이는 기존 연구에서는 ‘거주기간’ 변수만을 사용하였으나 본 연구에서는 ‘직업경력’에 대한 정보를 확보하여 분석한 결과 직업과 무관한 거주기간 변수는 정착에 통계적으로 유의한 영향을 미치지 못하나 남한사회에서의 직업경력은 북한이탈주민의 남한에서의 정착에 통계적으로 유의한 영향을 미친다는 것을 새로 밝힐 수 있었다. 이는 일부 인적자본 변수가 북한이탈주민의 정착에도 긍정적인 영향을 미칠 수 있음을 시사하고 있다. 이러한 결과는 인적자본의 투자효율성을 저해하는 요인을 찾아내 교육과 훈련의 효율성을 제고하는 것이 시급하다는 점을 시사한다. 이는 북한이탈주민 인적자본이 남한노동시장에서 실현되는데 있어서 기존의 북한이탈주민에 대한 교육 훈련과 정착지원제도가 근본적인 한계가 있거나, 노동시장 성과를 가로막는 제도적 장애요인이 있거나 노동시장이 분단되어 있을 가능성을 제기하는 것이다. 북한이탈주민처럼 남한주민과 비교 시 인적자본의 격차가 큰 경우, 남한사람과의 차별을 철폐하는 방향으로 접근하는 것으로는 실효를 거두기 어렵다. 현재 북한이탈주민 인적자본의 축적이나 실현을 어렵게 만드는 막힌 부분이 어디인지가 규명되지 않고 있다. 장애요인을 찾아 인적투자기능의 효율성을 높이는 전략을 선택하는 것이 효과적일 것이라고 사료된다. 셋째, 노동시장구조 요인 즉, 단순직이나 사무직과 같은 직종요인과 업종, 기업체의 규모와 같은 요인이 북한이탈주민의 고용과 소득에 유의한 영향을 미치는 것으로 나타났다. 직종으로는 기능조립원 직종과 단순직 직종과 같은 저임금직종이, 업종으로는 건설업과 개인서비스 업종이 임금에 부(負)(-)의 영향을 미치고 있었다. 즉, 인적자본 요인과 같은 공급자 측면의 영향은 거의 나타나지 않는 반면, 직종, 업종, 기업규모와 같은 노동시장구조 요인이 임금에 부(-)의 영향을 미쳤다. 이는 북한이탈주민 고용문제 해결은 노동공급자(북한이탈주민)측에 대한 인센티브를 제공하는 정책만으로는 취업부진상황을 타개하기 어렵고, 노동시장구조나 노동수요자의 측면까지 고려하여 사회통합방안을 강구하는 것이 더 효과적이라는 점을 시사하고 있다. 최근 통일부도 노동력 공급자(북한이탈주민)에게 인센티브를 제공하고 스스로 취업하도록 하던 기존의 정책으로부터 벗어나 기업체와의 연계를 통해 노동수요자의 요구에 맞는 교육훈련과 취업알선을 통해 취업성과를 높이고 있지만, 북한이탈주민의 노동시장 참가를 실질적으로 지원하기 위해서는 건강문제, 육아문제와 같은 다양한 취약요인을 지원하는 서비스와 고용서비스를 원스톱(one stop service)으로 전달하는 통합적 직업프로그램을 제공하는 것이 효과적이므로, 현 정착지원법 내에 통합적 고용지원프로그램을 제공하는 근거조항을 입법화하는 것이 필요하다. 본 논문의 결과는 북한이탈주민 일자리의 전반적 질이 낮고 북한이탈주민에 대한 인적자본 투자가 노동시장 성과로 귀결되지 못하는 현재의 상황이 장기화된다면 남한사회에서의 북한이탈주민의 주변화와 빈곤화는 더욱 심화될 것이라는 점과 현재와 같은 북한이탈주민에 대한 교육훈련과 정착지원제도만으로는 북한이탈주민의 정착을 담보하기 어려울 것이라는 점을 시사하고 있다. 결론적으로 북한이탈주민의 고용문제를 해결하기 위해서는 중장기적으로는 개인별 취업 장애요인을 분석하여 인적자원을 개발할 수 있는 맞춤식 지원서비스를 제공하여 인적자본투자의 효율성을 높여야 할 것이며, 단기적으로는 현행 정착 및 고용서비스 지원체계를 전면적으로 개편하여 노동의 수요·공급간 중개(match) 기능을 강화하는 데에 초점을 맞추어야 할 것이다.

Since 2000, the number of North Korean migrants has increased consistently, but their low employment rate has caused concerns. The reason behind low employment rate is yet to be identified. Over the years, numerous studies have been done regarding human characteristics of labor provider (North Korean migrants) while little is known about characteristics of North Korean migrants’employment, labor market structure or labor demand. Taking this problem into consideration, this study seeks to analyze the characteristics of North Korean migrants’ employment and determinants of employment as well as understand the effects North Korean migrants’ factors such as South and North Korea human capital and South Korea labor market structure have on their employment. For this purpose, two jobspells–jobspell(1) and jobspell(2)–were created based on HRD-net database, which is the national employment statistics, Unemployment Insurance database, documents of graduates of A North Korean migrant school, and survey result carried out by this study. Jobspell(1) is data of ‘North Korean migrants who have completed training and are currently employed by business providing Unemployment Insurance benefit (=employees with formal employment)’ and jobspell(2) is data of ‘North Korean migrants who have graduated from A North Korean migrant school.’ Jobspell(1) consists of history of continuous service and training of 673 North Korean migrants who had received job training and were employed by business providing Unemployment Insurance benefit between 2005 and 2007. This jobspell represents the characteristics of North Korean migrants group with formal employment. Jobspell(2) consists of recent employmental history of 272 graduates of A North Korean migrant school. These 272 graduates are among the 370 graduates of A North Korean migrant school between 2002 and 2007. Jobspell(2) differentiates from jobspell(1) in that it not only consists of employees with formal employment but also employees with informal employment, the unemployed, and the economically inactive. This paper has identified the following major findings and policy implications. Firstly, it has been reconfirmed that employment structure in South Korea for North Korean migrants is extremely inadequate. By analyzing the characteristics of A North Korean migrant school graduates’ employment, it was found that in the early stage of resettlement North Korean migrants tend to become recipients of Basic Livelihood Security and have informal employment. As a result, the entire group shows characteristic of high portion of informal employment, and this characteristic is steadily maintained over time. North Korean migrants’ employment pattern can be categorized into five groups: formally self-employed, informally self-employed, formally employed, informally employed, and unemployed. Formally self-employed were found to have highest income with informally self-employed, formally employed, informally employed and unemployed in descending order. The self-employed earned higher income but few were able to maintain stable operation for more than a year. As a result of analyzing the characteristics and structure of North Korean migrants’ formal employment that provides Unemployment Insurance benefit, it was found that 70.5% of total employees is concentrated on manufacturing, wholesale and retail, and business service industries and 51.0% of formal employment is unskilled labor. In terms of size of business, 60.0% was employed by business with less than 30 employees and overall 92.0% was employed by business with less than 300 employees. Such result indicates that a resettlement process is established that begins with becoming a Basic Livelihood Security recipient in the early stage and moving onto poor informal employment, making it an intermediary step in the process. It also indicates that even formal employment is centered on low-income employment such as unskilled labor, and, therefore, confirms the fact that North Korean migrants’ current quality of employment is very low. The study results reveal that if current situation of overall low-quality employment and North Korean migrants’ human capital failing to be linked to labor market outcome continues, marginalization and impoverishment of North Korean migrants will deepen, and current education, training and resettlement system for North Korean migrants will not be able to ensure successful resettlement for North Korean migrants. Consequently, to solve the employment problem of North Korean migrants, effectiveness of human capital investment needs to be enhanced as a mid-to-long-term measure by analyzing individuals’obstacles to employment and by providing customized support service that can support human capital development. As a short-term measure, current resettlement and employment service support systems needs to go through overall reform and focus on strengthening the ability to match the labor demand and supply.
Since 2000, the number of North Korean migrants has increased consistently, but their low employment rate has caused concerns. The reason behind low employment rate is yet to be identified. Over the years, numerous studies have been done regarding human characteristics of labor provider (North Korean migrants) while little is known about characteristics of North Korean migrants’employment, labor market structure or labor demand. Taking this problem into consideration, this study seeks to analyze the characteristics of North Korean migrants’ employment and determinants of employment as well as understand the effects North Korean migrants’ factors such as South and North Korea human capital and South Korea labor market structure have on their employment. For this purpose, two jobspells–jobspell(1) and jobspell(2)–were created based on HRD-net database, which is the national employment statistics, Unemployment Insurance database, documents of graduates of A North Korean migrant school, and survey result carried out by this study. Jobspell(1) is data of ‘North Korean migrants who have completed training and are currently employed by business providing Unemployment Insurance benefit (=employees with formal employment)’ and jobspell(2) is data of ‘North Korean migrants who have graduated from A North Korean migrant school.’ Jobspell(1) consists of history of continuous service and training of 673 North Korean migrants who had received job training and were employed by business providing Unemployment Insurance benefit between 2005 and 2007. This jobspell represents the characteristics of North Korean migrants group with formal employment. Jobspell(2) consists of recent employmental history of 272 graduates of A North Korean migrant school. These 272 graduates are among the 370 graduates of A North Korean migrant school between 2002 and 2007. Jobspell(2) differentiates from jobspell(1) in that it not only consists of employees with formal employment but also employees with informal employment, the unemployed, and the economically inactive. This paper has identified the following major findings and policy implications. Firstly, it has been reconfirmed that employment structure in South Korea for North Korean migrants is extremely inadequate. By analyzing the characteristics of A North Korean migrant school graduates’ employment, it was found that in the early stage of resettlement North Korean migrants tend to become recipients of Basic Livelihood Security and have informal employment. As a result, the entire group shows characteristic of high portion of informal employment, and this characteristic is steadily maintained over time. North Korean migrants’ employment pattern can be categorized into five groups: formally self-employed, informally self-employed, formally employed, informally employed, and unemployed. Formally self-employed were found to have highest income with informally self-employed, formally employed, informally employed and unemployed in descending order. The self-employed earned higher income but few were able to maintain stable operation for more than a year. As a result of analyzing the characteristics and structure of North Korean migrants’ formal employment that provides Unemployment Insurance benefit, it was found that 70.5% of total employees is concentrated on manufacturing, wholesale and retail, and business service industries and 51.0% of formal employment is unskilled labor. In terms of size of business, 60.0% was employed by business with less than 30 employees and overall 92.0% was employed by business with less than 300 employees. Such result indicates that a resettlement process is established that begins with becoming a Basic Livelihood Security recipient in the early stage and moving onto poor informal employment, making it an intermediary step in the process. It also indicates that even formal employment is centered on low-income employment such as unskilled labor, and, therefore, confirms the fact that North Korean migrants’ current quality of employment is very low.
