The aim of this study is to explore the early childhood education system of China and observe the origins of private early childhood education practices as to determine the direction of Chinese early childhood development by comparing it to educational regulations of Korea. The aim of this study is to predict the development of the future educational development of early childhood system of China by using methods of observation of public choice theory with differences of policies in mind of the two countries. The study is done to explore following materials: 1. Components of Korean and Chinese early childhood system 1-1. The current development of Chinese private education system 1-2. The current development of Korean public education system 2. Components of Chinese early childhood education system 2-1. Components of the curriculum, current status quo in regards to faculty development, characteristics of administration, and related policies of public early childhood system 2-2. Components of the curriculum, current status quo in regards to faculty development, characteristics of administration, and related policies of private early childhood system 3. Similarities and differences between Korean and Chinese early childhood education system 4. Development of private Chinese early childhood education system To observe the mentioned items, methods of applicable theory and archived research materials were used. The studies were centered around the curriculum, faculty development, regulations, and related policies of public/private early childhood education of Korea and China which bases its theory on public choice theory. Following is the holistic summary of the studies. First, the purpose is discussed. Korean educational system has the purpose of providing a well-rounded instruction of physical and mental development by providing appropriate educational environment to the young mind. Meanwhile, the Chinese education system has the purpose of providing instruction in a holistic way to develop body, knowledge, ethics, and a sense of aesthetics to raise elites befitting of the 21st century. The purpose of Korean early childhood education includes healthy development of body and mind, social skills, appreciation of culture, improvement of cognition to create, correct speech usage, respect and curiosity towards nature, etc. In comparison, the purpose of Chinese early childhood education emphasizes the importance of environment and practice in which language is used for communication. Also, strengthening of body through discipline and knowledge while developing basic artistic sense and character as a citizen of the state. When the education system of Korea and China are compared, both systems tend to lean towards the individual development of body and mind along with training of social skills to enter the work force. Second, policies in regard to the current situation is explored. The related policies of early childhood education in Korea as established by the Ministry of Education include the curriculum of basic education law, elementary/middle school education, and high school education along with inclusion of regulations related to establishment and administration, promotion act of early childhood education, and child welfare law. In terms of China, following policies are in place in regards to early childhood education: regulations related to administration of nursery, establishment of preschool, along with other type of establishments such as that of kindergarten and nursery, along with policies regarding the curriculum and development of early childhood teachers. Third, the system in regards to faculty and staff development is observed. All educators of nursery and preschool in Korea are trained through universities or early childhood teacher training institutions. The certificate for teaching the age between 3 to 5 and the age between 0 to 5 are different. In 1979, China decided to invest in development of official teacher training system through the National Association of Child Development Association which requires graduation of university with major in education while enforcing renewed training of educators at the time. In the teacher training university, the following categories are explored: basic literature, technical, and practical sides of education along with 6 weeks of half-day class observation and field trips to preschools. Fourth, the curriculum of Korea and China are explored. There are 5 components of early childhood education curriculum of both Korea and China. The early childhood education curriculum of Korea includes healthy living, social skills, expression, language, and observation development.
