On the contrary, the number of taxi complaints reported to the 311 is used as a mean to analyze whether a supply substitution exists between Uber and the taxi industry. As the taxi industry is prohibited to compete in price or quantitative way, it is natural to expect that the taxi industry will react by improving its service in the qualitative ways. Therefore, by examining the impact of the number of Uber trips on the number of taxi complaints reported, it can be analyzed whether the taxi industry was able to, or was willing to, substitute its supply in qualitative way.
