While existing digital citizenship focused on etiquette, digital devices, or the use of tools when using digital media, there has been a lack of social demand to engage in practices critical practices based on interest in the environment, such as local and social issues, rather than simply consuming digital content. In particular, with the introduction of the "Blended learning environment" which has become commonplace since COVID -19, we sought to develop and apply a "Digital Citizenship" education program based on the "blended project learning method". By doing so, we aimed to find out whether students can develop their skills as responsible computer citizens to deal with current social issues while using computer devices and appliances. For this purpose, digital citizenship was divided into five elements (digital literacy, digital security and resilience, digital emotional intelligence, digital creativity and innovation, and digital participation) based on the definition and concept of digital citizenship classified and presented by UNESCO (2017, 2019). From September to October 2021, this program was created under the theme of gender equality for sixth graders in elementary school. In this, computerized devices, gadgets, and mixed learning situations were used as learning tools and learning situations to overcome gender segregation and bias prevalent in our society and share special materials. In addition, we were able to fundamentally identify the problems of our society and expand the opportunities for education and participation through computerized innovations. As a result of analyzing the outcomes of this program through quantitative and subjective assessments using pre-and post-program questionnaires and reflection journals, it was confirmed that all five variables of advanced citizenship showed positive changes.Based on these results, this study proposes a mixed project learning environment as a practical application of the educational task of cultivating digital citizenship, and also shows that it is appropriate to approach the comprehensive reflexive, social, and emotional digital citizenship proposed by UNESCO.
