최근 민영화에 대한 많은 논란이 있다. 민영화는 효율성과 생산성의 상승을 목적으로 실시된다. 그러나 이에 관한 연구는 부족하다. 따라서 본 연구에서는 DEA와 Malmquist분석을 이용하여 민영화에 따른 효율성과 생산성의 개선 효과를 분석한다. 분석결과, 민영화된 공기업과 공기업간의 효율성 차이는 나타나지 않았다. 그러나 생산성에서는 차이가 존재하는 것으로 나타났다. 따라서 민영화는 생산성의 향상을 불러올 수 있다고 분석 가능하다. 본 연구를 통해 정책경영시사점을 제공할 수 있다.

To increase the productivity and efficiency of public enterprises, privatization has been carried out in a number of different ways. However, the change in productivity and efficiency of privatization have not been validated. Therefore, it is important to investigate the change in productivity and efficiency of privatization. In this study, the impact of privatization was analyzed using the indices of Malmquist analysis and DEA. According to the case studies in Korean privatization, there is no change in efficiency due to privatization. On the other hand, privatization influences the productivity of privatization. These results suggest that the purpose of privatization should be clarified before privatization

대상 데이터

민영화는 7년이상이 지나야 정착된다는 이론을 바탕[54]으로 2001년 이전에 민영화가 이루어져 정착되어 있는 기업을 선정한다. 그리고 공기업 중에서는 공시자료가 명확한 기업을 선정한다.
본 연구의 목적은 민영화 기업과 공기업의 효율성 및 생산성을 비교분석하는 것이므로 각 기업들의 공시 자료들을 기초로 연구를 실시한다. 민영화는 7년이상이 지나야 정착된다는 이론을 바탕[54]으로 2001년 이전에 민영화가 이루어져 정착되어 있는 기업을 선정한다. 그리고 공기업 중에서는 공시자료가 명확한 기업을 선정한다.

이론/모형

본 연구에서는 효율성을 분석하기 하기 위해서 DEA분석을 실시하였다. 초(超)효율성을 분석하기 위해 Super-SBM 모형을 사용하였다. 분석결과는 [Table 5]와 같다.

성능/효과

T-test결과, 2008년을 제외하고는 민영화된 공기업군과 공기업간의 차이가 나타나지 않으며, 각 DMU를 기하평균을 실시한 결과 또한 차이가 유의하지 않았다. 그러므로 민영화에 따른 효율성 차이는 미미한 것으로 분석 가능하다.
분석 결과 Super-SBM, Malmquist 분석결과를 산술 평균한 결과, 민영화된 공기업이 공기업보다 효율성과 생산성이 높게 분석되었다.
기존의 정성적 방법과는 달리 정량적 방법을 통해 민영화의 성과를 분석하였으며, 이를 통해 민영화 기업군과 공기업군간의 효율성·생산성 비교분석이 가능하다. 분석결과 기업의 효율성 및 생산성을 높이기 위해서 민영화는 불가피 할 것으로 사료된다. 공기업에서 입은 손해는 고스란히 국민에게로 부담된다.

후속연구

또한 투입 및 산출요소의 선정에 있어 이것이 기업의 효율성 및 생산성의 대표성에 대한 한계점을 가지고 있다. 또한 본 연구에서는 효율성 하나만으로 민영화를 평가했지만 효과성에 대한 연구도 필요하다. 차후 연구에서는 이를 더욱더 보완 발전시키도록 해야 할 것이다.
