본 연구는 국가직무능력표준기반 평생교육에서 학습자의 직무능력개발이 직업기초능력 향상에 미치는 영향력을 밝혀내는데 목적을 갖는 연구이다. 이를 위해 수리능력, 문제해결능력, 자원관리능력, 의사소통능력 4개 단위로 구분한 직업기초능력에 직무능력개발이 미치는 각각의 영향력을 검증하였으며 이 과정에서 평생교육 학습자들의 교육환경의 외부적 영향을 감안하기 위해 공분산분석을 실시하였다. 표본조사를 위해 서울에 소재중인 평생교육 기관의 학습자 480명을 대상으로 실증 조사하였고 이를 기반으로 통계 분석을 실시하였는데 그 결과를 요약하면 다음과 같다. 첫째, 가설1의 검증결과 직무능력개발요인은 단일 차원에서는 수리능력에 모두 영향을 주지 못하는 것으로 나타났다. 둘째, 가설2의 검증 결과, 직무능력개발요인 중 교육체계(F=3.021, p<.05)와 교육과정(F=6.684, p<.05)은 단일 차원에서 수리능력에 유의한 긍정적인 영향을 주는 것으로 나타났다. 셋째, 가설3의 검증 결과, 직무능력개발요인 중 교육과정(F=5.865, p<.05)만 단일차원에서 자원관리에 유의한 긍정적인 영향을 주는 것으로 나타났다. 넷째, 가설 4의 검증 결과, 직무능력개발요인은 단일 차원에서는 의사소통에 모두 영향을 주지 못하는 것으로 나타났다. 이를 통해 직무능력개발요인은 교수상호작용과 평생교육지원이 병행되는 과정에서, 교육체계와 교육과정이 조화되거나 혹은 교육체계, 교육과정, 평가관리 모두가 적절히 조화를 이루었을 때, 의사소통 향상에 긍정적인 영향을 미칠 수 있음을 시사한 것으로 평가 할 수 있다.

This study examined the effects of learners' job competency development on their vocational key competency improvement in lifelong education based on national competency standards. A survey was empirically carried out to 480 learners of lifelong education institutions in Seoul and the results were statistically analyzed. Covariance analysis was conducted to allow for external influences of lifelong education learners' educational environment in the process that verifies the effects of job competency development on vocational key competencies classified into 4 units, namely, mathematical skill, problem-solving skill, resource management skill, and communication skill. The findings are summarized as follows. First, all factors of job competency development had no effect on mathematical competency in the single dimension. Second, the testing of hypothesis 2 showed that education system(F=3.021, p<.05) and curriculum(F=6.684, p<.05) of job competency development factors had a significant positive effect on mathematical competency in the single dimension. Third, the testing of hypothesis 3 showed that only curriculum(F=5.865, p<.05) of job competency development factors had a significant positive effect on resource management in the single dimension. Fourth, the testing of hypothesis 4 showed that all factors of job competency development had no effect on communication in the single dimension. These findings suggest that the proper harmony of both education system and curriculum or all education system, curriculum and evaluation management in the combination of lifelong education support with teaching interaction can have a positive effect on the improvement of communication.

대상 데이터

본 조사를 위해 서울지역소재 8개의 평생교육원에서 직무능력표준(NCS) 연수 혹은 관련교육 수강중인 학습자 480명을 무선선출방법으로 선정하여 설문지에 의해 개별 2016년 1월 29일~2월 28일까지 28일에 걸쳐 조사하였다. 그 중 불성실하거나 연구 대상으로써 적절하지 않다고 판단된 설문지 25부를 제외한 455부의 설문지를 최종적으로 통계분석에 활용하였다.

데이터처리

본 연구에서는 먼저 빈도분석을 실시하여 조사 대상자들의 일반적 특성을 살펴본 후, 측정도구의 타당성을 검증하기 위하여 탐색적 요인분석을 실시하고 Cronbach_a계수를 산출하여 신뢰성을 검증한다. 다음으로 가설의 검증에 앞서 상관관계분석을 실시하여 연구에 활용된 개념 변수들 간의 상관관계를 살펴보고 가설의 검증을 위해 공분산분석을 실시하였다.

이론/모형

본 연구를 효과적으로 수행하기 위한 조사 도구는 ‘13년 국가직무능력표준 개발 매뉴얼[18]과 ‘14년도 국가직무능력표준 개발 매뉴얼[24], ‘13년 국가직무능력표준 기반 훈련기준 활용 훈련과정 편성 매뉴얼[25]과 ‘14년도 개정판 국가직무능력표준 기반 훈련기준 활용 훈련과정 편성 매뉴얼[24], NCS 학습모듈 개발 매뉴얼 및 학습모듈사례[26] 등의 선행 및 문헌 연구를 참고 구성하였다. 또한 조사 도구의 타당도를 높이기 위해 별도로 구성한 검토·자문 위원들을 대상으로 해당 문항에 대한 검토를 받았으며 신뢰도를 높이기 위해 각 요인들의 Cronbach_a계수를 산출하여 신뢰도를 측정하였다.

이상의 결과를 볼 때 평생교육에서의 직무능력 개발요인이 직업기초능력인 수리능력, 문제해결능력, 자원관리능력, 의사소통능력의 4가지 능력 중에서 수리능력과 의사소통능력에 직접적인 영향을 미치지 못하고 문제해결능력과 자원관리능력에는 보다 긍정적인 영향을 미치는 것으로 나타났다. 이는 국가적 차원의 학벌중심사회에서 능력중심의 사회로의 진입을 위해 평생교육학습자의 평생교육에서 교육받고 있는 직무능력개발요인(NCS)과 평생교육을 지원하는 환경요인이 직업기초능력 향상에 문제해결능력과 자원관리능력이 노동현장에서 요구하는 실제 직무수행을 위한 전문지식이나 기술을 접목시켜 적응과 발전시키는데 유용한 지지와 기반이 됨을 의미한다.

후속연구

이는 기존 평생교육이 취미 활동과 학점 취득에 중점을 둔 기존 교육체계에서 벗어나 직업훈련교육과 평생교육이 통합된 능력중심의 직무능력개발이 문제해결과 자원관리능력의 직무 관리 적응과 개선에 영향을 주는 사고력 향상에 중점을 둔 교육으로 전개되어야 할 것을 시사한 것으로 평가 할 수 있다. 따라서 다양한 형태의 디지털 컨버전스 환경에 직면한 조기 퇴직, 청년 실업 등이 일반화 되어가는 현실에서 평생학습 프로그램에서의 NCS를 기반으로 한 직업 환경과 직무변화를 고려한 단순 지식전달교육이 아닌 사고 이해와 현상해결에 중심을 둔 직무교육으로 전환되어야 할 것이다.
