The pertinent issue at hand is whether state management is plausible for marketization and if it is possible to manage it under the controllable boundary. Currently, this looks somewhat tricky and its plans are not set in stone but are somewhat capricious, shifting with varying situations. With increasing dependence on the market by the state, it is almost impossible to maintain the statehood without the market. When focused on the vehicle of maintaining marketization, North Korea’s predicament becomes more apparent. Physical crackdown and regulation is the only means to control the market and the biggest concern for Pyongyang then, is to secure proper measures to support the supply capacity of planned economy. Without this, it will be unfeasible to discover effective policy measure that can manage marketization.
