본 연구는 국립축산과학원에서 개발한 고부가 발효육제품 제조기술을 활용하여 쇠고기, 돼지고기 저가 부위의 소비를 촉진시키고, 농가 소득을 증대시킬 수 있는 상품화 모델을 개발하고자 하였다. 활용된 기술은 돼지 뒷다리 발효생햄, 돼지 등심 발효햄, 한우 홍두깨 로모 기술이다. 산청, 안동, 제주 등 세 개 지역에서 참여하였고, 각 지역의 특산물을 연계한 상품화를 추진하였다. 산청은 한방약초와 유기 한우, 지리산 흑돼지를 활용하였으며, 안동은 전통양념과 참마돼지를, 제주는 재래돼지를 활용하였다. 산청과 안동은 상품제조에서 판매까지를 모델화하였으며, 제주는 직접 제조한 제품을 까페, 레스토랑에서 요리로 판매하는 모델화하였다. 주요 성과로 제품 매출이 ‘11년 10,000천원 수준에서 ’14년 32,670천원 수준으로 연평균 48.4% 상승하였다. 부가가치는 ‘11년 7,000천 원 수준에서 ‘14년 35,000천원으로 연평균 71%의 높은 성장률을 나타내었다. 각 과제별 추진 결과는 아래와 같다.
축산원에서는 각 지역의 특산물을 이용한 고부가 발효육제품 제조법을 개발하여 보급하였다. 또한 산청과 안동에서 돼지 뒷다리 발효생햄의 적정 건조기간을 설정하여 산청의 건조기간이 안동보다 짧아야 한다는 것을 설정해주었다. 세 지역에서 생산된 제품들의 품질특성을 구명하여 홍보자료로 활용할 수 있도록 제공하였다. 위생관리 전문가를 활용하여 참여 농가의 위생교육을 실시하였으며, 육가공 실습교육을 실시하여 실무능력을 향상시켰다. 제조된 제품의 판매를 위하여 세 지역에서 추진한 각종 전시회, 축제 등 홍보활동을 지원하였다.
산청군농업기술센터에서는 산청 특산물 한방약초와 유기 한우, 지리산 흑돼지를 이용한 ‘친환경 한방 발효육제품 상품화’를 추진하였다. 산청에서 가장 많이 생산되는 한방약초 3종(우슬, 헛개, 박하)을 첨가하여 제조법을 개발하고, 산업재산권을 획득하였다.
또한 산청 발효육제품 브랜드 ‘산청발효생햄’을 만들고, 산청한방 EXPO, 백화점, 대형 마트, 까페 등 판매처 홍보를 추진하여 농가소득이 ‘13년 40,640천원에서 ’14년 53,000 천원으로 연평균 30.4%의 성장을 보였다. 농가소득은 년 간 25회 정도의 백화점 등 홍보판촉 시식회 영향으로 연평균 82.4%의 높은 성장률을 보였다.
안동시농업기술센터에서는 안동 특산물 전통양념(고추장, 된장, 간장)과 참마돼지를 이용한 발효육제품을 상품화하였다. 발효생햄 생산 공장 시설을 보완하였으며, 고유 발효생햄 브랜드 ‘꼬레슈토’를 활용하여 홍보를 추진하였다. 다양한 전시회에 참가하였고, 언론을 통한 홍보를 추진하여 총 매출이 기존(‘11년) 10,000천원 수준에서 ’14년 12,340천원 수준으로 연평균 7.3% 상승하였다. 농가소득 역시 연평균 5.2% 상승하였다.
제주시농업기술센터에서는 관광지 농가에서 자가 소비할 수 있는 모델을 개발하였다. 제주 특산물인 재래돼지를 이용하여 직접 제조한 발효생햄을 농가 까페, 레스토랑에서 요리로 판매하였다. 지역축제 등 행사를 개최하고, 안내물을 제작하여 배부하는 홍보활용을 하였다. 이러한 노력으로 농가소득은 2013년 2,600,000원에서 2014년 4,980,000원으로 91.5% 증가하였고, 매출 역시 2014년 하몽 샌드위치 외에도 샐러드, 김치만두 등 메뉴 추가에 따라 주문량이 증가하여 2013년 5,200,000원에서 9,960,000원으로 91.5% 증가하였다.

The main purpose of this study was to develop a processing model of meat products that can be commercialized aiming to promote the consumption of low-cost beef and pork cuts, and increase the farmer's income. In particular, a series of high quality fermented meat products were manufactured using the optimized technologies developed by the National Institute of Animal Science (NIAS). The major technologies used such as processing technologies of fermented pork hind leg, fermented pork loin and beef eye of round "Lomo". The processing technologies have been applied in the three regions including Sancheong, Andong and Jeju, especially the commercialization activity of these products has been promoted linking the specialties of each region. Amongst, Sancheong used some herb medicine, organic Hanwoo and Jirisan block pig, Andong used some traditional spices and yam pig, and Jeju used Korean native pigs as the main materials. Sancheong and Andong sell the products to consumers at their manufacturing plants while Jeju directly sells to cafe shops and restaurants. The key achievements such as the annual average sale amount of products increased by 48.4%; increased from 10 million-won in 2011 to 32.67 million won in 2014.
Furthermore, value added showed a high growth rate, 71%; increased from 7 thousand won in 2011 to 35 thousand won in 2014.
NIAS has developed a number of typical processing formulas of fermented meat products with the high specialties for each region. In addition, fermented pork hind leg product was developed using the optimized drying periods in Sancheong and Andong, and the drying period was then modified, shorter in Sancheong compared to that in Andong. The products were investigated for their quality characteristics in all the three regions. On the other hand, we also organized some education courses of hygiene control operated by the experts as well as trained the joining farmers in meat processing, so that it significantly improved the practical skills for the participants. Beside, the promotional activities such as various exhibitions and festivals etc. were organized and performed, which supported the sale of the manufactured products in the three regions.
The Agriculture Technology Center of Sancheong-gun promotes ‘the commercialization of eco-friendly herbal fermented meat product’ using Sancheong specialties such as herb medicine, organic Hanwoo and Jirisan block pig. It developed formulas with the addition of three kinds of herb medicine (e.g., Achyranthes, hovenia and peppermint), which were most produced in Sancheong and obtained an industrial property right. Also, Sancheong fermented meat products brand ‘Sancheong fermentation ham’ were made, and push ahead with retailer publicity like Sancheong herb EXPO, department store, market, cafe etc.
Consequently, the farmer's income showed an annual average growth of 30.4%; increased from 40,640 million won in 2013 to 53 million won in 2014. The farmer's income showed a high growth, the annual average of 82.4% due to the promotion of tasting publicity (about 25 times per year) in departments.
The fermented meat products processed using Andong specialties spices (pepper paste, soybean paste, soy sauce) and yam pig by the Agriculture Technology Center of Andong-si were commercialized. The equipments of fermented ham processing plant were supplemented, which promoted processing an unique fermentation ham brand, ‘Prociutto’. This product was participated in various exhibitions, and promoted through the media, so that the annual average sale was raised by 7.3%; increased from 10 million won in 2011 to 12.340 million won in 2014. The annual average farmer's income were also increased by 5.2% .
The Agriculture Technology Center of Jeju-si has developed a model like self-consumption in tourism farms. The fermented ham manufactured directly using Korean native pigs was sold as a human food in farm cafe and restaurants. Events such as local festivals were held, and publicized by using pamphlet (brochure). With these efforts, the farmer's income has increased by 91.5% in 2014; from 2.6 million won in 2013 to 4.98 million won in 2014. The amount of sale was also increased by 91.4% due to the promotion of consumption of this product such as being used in numerous menus like Jamon sandwich, salad, kimchi dumplings.
