II. 연구의 목적 및 필요성
1. 연구개발의 목적
ㅇ 한-아프리카 연합 간의 과학기술 분야 공동연구 협력시스템 구축을 위해 필요한 기초 정보 수집
- 아프리카 연합과의 협력을 통해 국내외 한-아프리카 과학기술 분야 별 연구자들의 데이터베이스를 구축하여 추후 공동연구 진행과 연구자 및 과학기술기관 간 네트워크 구축 및 교류 활성화를 위한 프로그램 진행 시 필요한 기초 정보 수집
- 수요조사를 위한 소규모 공동 워크숍을 개최하여 우선순위에 대한 사전 협상 및 세부주제 선정과정을 통해 아프리카 연합과의 교류 활성화
II. 연구의 목적 및 필요성

ㅇ 한-아프리카 연합 간의 과학기술 분야 공동연구 협력시스템 구축을 위해 필요한 기초 정보 수집
- 아프리카 연합과의 협력을 통해 국내외 한-아프리카 과학기술 분야 별 연구자들의 데이터베이스를 구축하여 추후 공동연구 진행과 연구자 및 과학기술기관 간 네트워크 구축 및 교류 활성화를 위한 프로그램 진행 시 필요한 기초 정보 수집
- 수요조사를 위한 소규모 공동 워크숍을 개최하여 우선순위에 대한 사전 협상 및 세부주제 선정과정을 통해 아프리카 연합과의 교류 활성화 및 협력시스템 구축

2. 연구개발의 필요성
ㅇ 한-아프리카 경제협력 및 국제협력 확대를 위한 아프리카 정상 순방 후속조치의 필요성
- 2016년 5월 말, 동아프리카 3개국(케냐, 우간다, 에티오피아) 정상순방으로 한-아프리카 기관 간 경제 및 비경제 부문에서 총82개 MOU 체결되어 이에 대한 후속조치를 통해 구체적인 협력 방안 마련 필요
- 2016년 5월 27일, 미래창조과학부와 아프리카 연합(African Union) 간 과학기술협력 MOU가 체결되었고, 이를 통해 한-아프리카 연합의 과학자, 연구자들 간의 공동연구 진행 및 네트워크 구축을 통한 교류 활성화 방안 마련 및 협력시스템 구축 필요

3.연구 내용 및 범위
ㅇ 아프리카를 위한 과학기술혁신 전략 2024(African Union Agenda 2063)검토 및 아프리카 과학기술 우선순위 파악을 위한 전략분석
ㅇ 수요조사 실시(1차·2차 수요조사)를 통해 아프리카 연합과의 협력을 통해 한-아프리카의 과학기술 전문가 및 연구자들을 대상으로 과학기술 분야에 대한 협력 수요 및 기대 효과에 대한 수요 발굴 및 조사 분석
ㅇ 아프리카 연합과의 협력을 통하여 국내와 아프리카의 과학기술 분야 별 연구자들에 대한 데이터베이스 구축
III. 연구개발의 내용 및 범위
ㅇ 한-아프리카 연합 간의 과학기술 분야 공동연구 협력을 촉진하는 시스템을 구축하기 위하여 우선순위 및 강점분야 분석을 통한 한국의 수요-공급 매칭 가능성 검토
- 아프리카 연합에서는 [아프리카를 위한 과학기술혁신 전략 2024(Science, Technology and Innovation Strategy for Africa 2024: STISA 2024)]를 수립함으로서 과학기술 분야에서의 농업, 에너지, 환경, 보건, 인프라, 광업, 안보, 물 분야에 혁신적인 효과를 가져다주는 것을 목표로 하는 2024년까지의 전략을 담고 있음
- STISA 2024는 아프리카 연합이 수립한 장기 전략인 [아프리카 연합 어젠다 2063 (African Union Agenda 2063)] 개발과 동시에 진행 되어 이를 이루기 위한 첫 번째 단계로 10년간의 전략을 내포하고 있으며 6가지 우선순위 분야는 분야1. 빈곤감소와 식량안보, 분야2. 질병관리와 웰빙의 확보, 분야3. 커뮤니케이션, 분야4. 지구지키기, 분야5. 함께하는 사회 만들기, 분야 6. 부를 창조하기로 구성되어 있음.
- STISA 2024의 우선분야는 과학기술혁신의 수요를 반영하기 위해 핵심 영역인 농업, 에너지, 환경, 보건, 인프라, 채굴, 안보, 물 분야에 영향을 줄 수 있도록 설계됨.
- 미래부-아프리카 연합 간 체결한 한-아프리카 과학기술 공동연구 활성화를 위한 MOU 체결을 바탕으로 이루어지는데, 한국이 어떤 과학기술 분야를 지원할지 아프리카 대륙의 과학기술 우선순위를 찾아야 함으로 STISA 2024의 우선분야에 기초함.
- 우선순위 6가지 중 국가별 필요 순위를 매기는 수요조사를 진행하고, 주요 6대 전략에 해당하는 과학기술 분야 중 자국 기술수준에 대한 생각과 협력수요로 원하는 분야를 체크할 수 있도록 설문조사를 구성하여 협력수요 도출이 필요함.
- 한편, 아프리카 연합 회원국 별 과학기술 연구역량 비교분석을 위해 국제적으로 공인된 저널에 게재된 아프리카 각 국가의 과학기술분야 논문 현황을 Elsvier 사의 논문 분석 프로그램인 SciVal을 이용하여 분석하였음
- 이를 통해 정량적으로 각 국가별 논문 게재 건수, 인용수, 저자수를 파악하였고 각 논문의 질적인 수준을 가늠할 수 있는 영역별 가중치를 적용한 논문 인용 효과, 논문당 인용 수 등을 파악하였음
ㅇ 아프리카 과학기술 우선분야 파악을 위한 1차 수요조사 실시 및 공동연구 수요 파악을 위한 2차 수요 조사를 실시하고 더불어 현지 워크숍을 개최하여 구체적인 공동연구 아이디어 제안서를 개발하고 PCP초안을 작성하여 공동 개발 진행하는 방식을 진행함
- STISA2024를 기반으로 본 정책 프레임워크에서 제안하는 우선순위 6가지 중 국가별 필요 순위를 매기는 수요조사를 진행하여 향후 협력 기술 분야를 검토 해보기 위해 진행
- 도출된 협력수요는 국내 전문가가 생각하는 대한민국 과학기술 강점 분야 파악 및 아프리카 전문가들의 기대수요를 파악할 수 있음
- 4단계 수요조사방법론*을 개발하여 1차적으로 기초수요조사부터 2차 심층 수요조사, 현지 워크숍을 개최해 구체적인 공동연구 아이디어 제안서 개발

- 1차 수요조사는 아프리카의 과학기술의 우선협력분야를 어떤 분야로 정할 지에 대한 설문조사 형식으로 실시하였고 알제리(1건), 카메룬(1건), 에티오피아(9건), 가나(2건), 케냐(5건), 라이베리아(1건), 모리타니아(1건), 나이지리아(7건), 르완다(1건), 남아프리카 공화국(2건), 수단(1건), 탄자니아(5건), 우간다(7건)이 있고 그 외 STISA 우선순위 분석에 부적합한 무기명 응답 1건이 있음
- 2차 심층 수요조사는 1차 수요조사 아프리카 현지 응답자 및 추천 전문가를 대상으로 1차보다 구체적인 공동연구 프로젝트 아이디어를 제안할 수 있는 공동연구 아이디어 제안서(Project Idea)를 작성하였으며 2차 심층조사(Project Idea)를 제출한 국가는 나이지리아(7건), 에티오피아(6건), 우간다(5건), 탄자니아(3건), 수단(2건), 케냐(1건), 남수단(1건), 가나(1건), 남아프리카공화국(1건) 이 있고 잠비아(1건)에 본부를 둔 특정 국가에 속하지 않는 다자협의체(COMESA, 동·남아프리카 공동시장)를 포함하여 총 28건이 있음.
- 3차 프로젝트 컨셉페이퍼(PCP) 초안 개발은 2차 심층 수요조사에서 개발된 프로젝트 아이디어 44건을 타당성 및 추진 가능성을 파악하기 위해 국내전문가 간담회를 통해 전문가들의 의견을 반영하여 종합검토를 실시함.
* 아프리카 연합의 다양한 회원국을 포함해서 선정해달라는 의견을 반영하고, 분야별 전문가들의 의견을 반영하여 사업의 구체성, 예산 규모 및 운용가능성, 국가 안정성에 대한 의견을 반영함.
- 국내 간담회 이후 아프리카 연합의 검토 하에 최종적으로 결정된 프로젝트 아이디어 모범 사례를 아프리카 측 제안자와 한국 전문가를 매 공동 개발하여 PCP 초안을 작성함
- 아프리카 연합과의 공동워크숍 개최를 통해 사전에 작성한 PCP 초안을 바탕으로 한국-아프리카 현지 전문가들의 의견을 수렴하여 보다 구체적인 PCP개발을 진행함.
ㅇ 한-아프리카 연합의 과학기술분야 전문가 및 연구자 DB구축함
- 한-아프리카 연합 회원국과의 원활한 과학기술 공동연구 진행을 위해 데이터베이스를 구축하였으며, 구축 내용으로는 ① 아프리카의 정책결정자 급 전문가, ② 한국과의 공동연구 경험이 있는 학술 전문가, ③ 아프리카 연합 회원국에 진출한 기업(산업계) 인사 정보임
- DB를 구축의 범위는 ① STEPI 주관 아프리카-과학기술 관련 국제행사 및 MOU 카운터 파트, ② 과학기술 논문 데이터베이스를 통한 한-아프리카 공동연구 논문저자 , ③ 아프리카 연합 회원국 대상 KOTRA 해외진출기업 취합, ④ 현지 수요조사 응답자를 대상으로 추천받은 전문가임
- 구축방법론으로는, 먼저 DB 구축 대상이 되는 국가 및 기관 범위를 상정, 개인 DB 분류체계를 설정하였음 (기관 범위 : 정부부처, 산하기관, 관련 협회, 고등교육기관, 연구기관, 기업, 기타(NGO), 개인 DB 데이터 항목 : 국가명, 기관성격, 기관명, 직위, 이메일, 연락처, 전문 분야), 2단계 정보확보는 논문 DB 프로그램, 수요조사 결과, 사업제안 요약서를 제출한 한국 및 아프리카 전문가, 연구자의 데이터를 확보하였고, 마지막 3단계로는 이름, 이메일, 소속 기관을 최우선 순위로 두어 확보된 유의미한 자료들을 데이터베이스화 함. 공동연구의 경우 우수 성과지표로 한국은 3개의 논문 이상, 아프리카는 2개의 논문을 발표한 저자를 선별함 (공동연구 : 3편 이상 논문발표 저자 56명(한국), 2편 이상 논문발표 저자 58명(아프리카))
- 활용측면으로는 구축된 데이터베이스 중 공공기관 및 학술계 전문가를 대상으로 한-아프리카 연합 공동연구 추진을 위한 수요조사 및 프로젝트 아이디어 발굴 요청하였음
- 개인 DB 구축 시 수요조사 및 공동연구 사업제안서 제출자, 수요조사에서 발굴된 추천인 명단, 한-아프리카 공동연구 논문 저자들을 중심으로 아프리카 과학기술 유관 전문 인력 명단을 확보함. 한-아프리카 공동연구 논문 저자들의 경우 아프리카 전문가 총 369명 중 2편이상의 논문저자 58명을 도출, 한국 전문가는 892명 중 3편 이상의 논문저자 56명을 정리하여 연구 성과가 높은 연구자들을 파악하고자 함.
- 국가별로 알제리(22명), 앙골라(1명), 브룬디(1명), 카메룬(6명), 콩고(9명), 이집트(58명), 에티오피아(71명), 가나(21명), 케냐(36명), 라이베리아(2명), 리비아(1명), 모리타니아(4명), 모로코(5명), 모잠비크(6명), 나이지리아(61명), 세네갈(5명), 남아프리카공화국(48명), 수단(14명), 남수단(12명), 르완다(1명), 탄자니아(34명), 튀니지(26명), 우간다(34명), 잠비아(1명), 미국(1명), UN기구(1명), 한국(71명), N/A(11명)으로 총 563명의 DB 데이터가 집계되었음.
- 아프리카 연합의 회원국가 총 54개국 중 수요조사 및 공동연구 사업제안서, 그리고 한-아프리카 공동연구 리스트를 대상으로 전문가 및 연구자들의 국적이 확인되었으며, 아프리카 국가로는 알제리, 카메룬, 이집트, 에티오피아, 가나, 케냐, 모리타니, 나이지리아, 라이베리아, 남아프리카 공화국, 수단, 남수단, 르완다, 탄자니아, 튀니지, 우간다로 총 16개국임. 그 외 공동연구와 아프리카 현지 기관에 소속되어 있는 한국, 미국, 국적 확인이 안 되는 전문가가 일부 DB에 수록되어 있음.
ㅇ 과학기술 협력 수요 검토를 위하여 한-아프리카 엽합 간 공동 워크숍 개최함
- 공동연구 주제 및 협력수요 분야에 대한 기획안을 평가하고, 아프리카 연합과의 협의를 통해 한-아프리카 연합 간 소규모 공동 워크숍 개최 및 협력 시스템 구축함
- 농식품, 물/폐기물, 에너지, ICT/창업 등의 분야에서 여러 국내외 사업을 진행하고 있는 산학연 전문가 20명을 중심으로 국내 간담회에서 제출된 PI 28개 중 사업화 가능 제안서 11개를 선정함.
- 향후 워크숍에서 PCP를 발표 및 구체적으로 보완함.
ㅇ 워크숍을 통해 우수 공동연구 아이디어에 대해 공유하고, 지속적인 토론을 통해 주요 농식품 가공업, 생물다양성, 물, 에너지, ICT 분야에서의 주요 수요 및 어젠다들을 발굴함

- 아프리카의 과학기술혁신 협력을 하기위한 관점으로 한국의 강점과 약점을 분석하였으며, 동시에 외부 환경에서 기인하는 요인들(아프리카의 정치, 경제, 사회적 환경에서 오는 리스크, 선진국 대비 열세한 부분)에 대해 정리하였음
- SWOT 분석을 바탕으로 SWOT 전략(SO, ST, WO, WT 전략)을 수립하여 효과적인 협력을 진행하기 위한 방법론을 제시함

ㅇ Review the possibility of demand-supply matching of Korea through the analysis of priority and core fields to construct a system for promoting joint research cooperation in science and technology between Korea and African Union.
- African Union set up [Science, Technology and Innovation Strategy for Africa 2024: STISA 2024] and there is a strategy until 2024 in it with objectives of drawing innovative effects of science and technology for agriculture, energy, environment, health care, infrastructure, mining, security and water.
- STISA 2024 is proceeded with [African Union Agenda 2063] at the same time, which is a long-term strategy planned by African Union. As the first step, it includes 10 year strategy to achieve its goal. 6 priority fields are suggested as follows. Field 1. decrease of poverty and food security, field 2. disease control and securing wellbeing, field 3. communication, field 4. protecting the earth, field 5. creating a co-participating society and field 6. creating wealth.
- The priority fields of STISA 2024 are designed to reflect demand for science and technology innovation and to exert influence on core fields such as agriculture, energy, environment, health care, infrastructure, mining, security and water.
- Based on MOU between the Ministry of Science, ICT and Future Planning and African Union for activation of Korea-Africa joint science and technology research, the priority fields of STISA becomes the basis when Korea seeks the fields of science and technology to support and tries to find out the priority of science and technology in Africa.
- After conducting demand survey to set the order of priority among 6 priorities by countries, it needs to draw cooperation demand by preparing a questionnaire survey to tick the appropriate box on the level of technology for each country and on the field for cooperation demand among 6 main strategic fields of science and technology.
- By the way, SciVal, a paper analysis program of Elsvier, is used to analyse the present situation of papers on science and technology fields of African countries published in internationally recognized journals for comparative analysis of research capability in science technology by countries of African Union.
- With this analysis, it is possible to figure out the number of papers published, citations and authors qualitatively for each country, and to grasp the effects of paper citations and the number of citation per paper weighted by area to assess the level of quality of each paper.
ㅇ The first demand survey is to be conducted to figure out priority fields in science and technology of Africa and the second survey is also to be conducted to check the demand for joint research. In addition, a workshop will be held in the field to develop a proposal for concrete joint research ideas, prepare PCP draft and proceed with joint development.
- A demand survey will be conducted to set the order of priority by country among 6 priorities suggested in policy framework based in STISA 2024, and to review cooperation technology fields in the future.
- With cooperation demand drawn form the survey, it is possible to figure out core fields of Korea in science and technology on which domestic experts agree and the expected demand from African experts.
- 4-step demand survey methodology has been developed. The first step is a basic demand survey. The second step is an in-depth demand survey. Then, a workshop is to be held in the field to develop a proposal for concrete joint research ideas.

- First demand survey is conducted as a form of questionnaire survey to choose priority cooperation fields of science and technology in Africa. - Second in-depth demand survey is to be conducted for local respondents in Africa who participated in the first demand survey and recommended experts. In this step, joint research idea proposal (Project idea) has developed to suggest more concrete joint research project ideas than those in the first survey. The countries which submitted the second in-depth survey (Project idea) were as below. Nigeria(7), Ethiopia(6), Uganda(5), Tanzania(3), Sudan(2), Kenya(1), Republic of South Sudan(1), Ghana(1), the republic of South Africa(1). There are 28 cases in total including a multilateral consultative group(COMESA:Common Market for Eastern and Southern Africa) which has its headquarters in Zambia(1).
- Third development of the draft of project concept paper was to conduct a comprehensive review to reflect opinions from experts through a meeting of domestic experts in order to check the validity of 44 project ideas developed from the second in-depth demand survey and the possibility to push forward them.

ㅇ Building a database of Korean-African experts and researchers in science and technology fields
- The database was built for smooth progress of joint research in science and technology between Korea and the member countries of African Union. The contents include information as below. ① African experts of the policy decision-maker class, ② academic specialists who have experience of a joint research with Korea, ③ businessmen from the enterprises which enter the market of African Union countries
- The range of the database is as below. ① counterparts of MOU and international events in science and technology of Africa hosted by STEPI, ② authors of Korea-Africa joint research papers through the database of science and technology papers, ③ KOTRA export corporations which entered the market of African Union countries ④ specialists recommended by the respondents of demand surveys
- The methodology of database building: first, the range of nations and organizations qualified for database has established, and individual DB classification system has set up.(organization range: government institutions, affiliated organizations, relevant associations, higher educational institutions, research institutes, enterprises and etc.(NGO), individual DB data item: nation, organization type, name of organizations, position, email address, contact information and area of expertise). Second, information for database has secured as below. Korean and African experts and researchers from paper DB program, demand surveys and those who submitted a summary of business proposal. Third, name, email address and organization were set as top priority and meaningful data were saved into the database. In case of joint research, excellent performance indicator was applied for Korean authors who published more than 3 papers and African authors who published more than 2 papers (joint research: 56 authors published m re than 3 papers (Korea), 58 authors published more than 2 papers (Africa)).
- For practical use, demand survey and development of project ideas for Korea-African Union joint research have assigned to the experts from public institutions and the academic specialists from the database.
- For building the individual database, a list of experts from African organizations related to science and technology has secured focusing on the submitters of demand surveys and joint research proposals, recommended specialists from demand surveys and authors of Korea-Africa joint research papers. In case of authors of Korea-Africa joint research papers, it was to figure out high-performance researchers such as 58 authors who published more than 2 papers among 369 African authors and 56 authors who published more than 3 papers among 892 Korean authors.
- In total, 563 specialists has been collected by country in the database. Algeria(22), Burundi(1), Cameroon(6), Congo(9), Egypt(58), Ethiopia(71), Ghana(21), Kenya(36), Liberia(2), Libya(1), Mauritania(4), Morocco(5), Mozambique(6), Nigeria(61), Senegal(5), the Republic of South Africa(48), Sudan(14), Republic of South Sudan(12), Rwanda(1), Tanzania(34), Tunisia(26), Uganda(34), Zambia(1), USA(1), the United Nations(1), South Korea(71) and N/A(11).
- The nationalities of experts and researchers who submitted demand surveys and joint research proposals and participated in Korea-Africa joint research, were confirmed among 54 member countries of African Union in total. It includes 16 African countries such as Algeria, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Mauritania, Nigeria, Liberia, the Republic of South Africa, Sudan, Republic of South Sudan, Rwanda, Tanzania, Tunisia and Uganda. In the database, there were some Koreans, Americans and other experts for whom nationality has not identified because they are working for joint research or local organizations in Africa.
ㅇ A joint workshop between Korea-African Union was held to review demand for cooperation in science and technology
- Meetings in Korea and workshops were held to review the drafts of joint research subjects and cooperation demand fields, and to hold small-scale workshops between Korea and African Union and to build a cooperation system through consultation with African Union.
- In the meetings of experts in Korea, they reviewed and assessed 28 project ideas(PI) of 6 fields which are drawn from the second demand survey, and finally selected 11 proposals which showed business probability.
- Reflecting requests from African Union, various member countries were selected to the maximum. It also reflected views from experts by field for concreteness of business, budget scale and operational availability and nation’s stability. There were selected countries such as Ethiopia(3), Nigeria(1), Uganda(2), Kenya(1), Sudan(1), Tanzania(1) Ghana(1), Republic of South Sudan(1) and Zambia(1). There were also chosen subjects such as agrifood(5), energy(1), health care(1), IT(1), water(2) and waste(1)
- In a overseas workshop, 28 project ideas were submitted by 20 experts with the Industry-University-Institute Collaboration who are proceeding with domestic and overseas businesses in the fields of agrifood, water/waste, energy and ICT/business start-up. 11 business probability proposals were selected among 28 project ideas and would be supplemented concretely in workshops in the future, presenting PCP.
ㅇ Consequently, they can share ideas of excellent joint research through workshops and figure out main demands and agenda through continuous discussions in the fields of agrifood processing industry, biodiversity, water, energy and ICT.
ㅇ By SWOT analysis to Review the present situation of science technology and the possibility of cooperation of Korea for to construct a joint research cooperation system for science and technology fields between Korea-African Union.
- Analyzed the strengths and weaknesses of Korea from prospective of cooperation in science and technology innovation in Africa. At the same time, arraged the factors stemming from the external environment (risks from Africa's political, economic and social environment inferior than advanced countries)
