DEA를 활용한 국내 사립대학 운영 효율성 분석

저출산 고령화로 인한 입학자원의 감소와 교육의 질에 대처하기 위한 대학구조개혁 및 조정은 필요한 것으로 인식되고 있으며 이에 따른 국내 고등교육 시장에서 관심을 많이 받고있는 정책은 대학구조개혁이라고 할 수 있다. 국내 사립대학의 자원입력과 성과 관점에서 상대적 효율성을 분석하기 위하여 DEA 기법을 적용하여 사립대학 운영 효율성을 측정하고 평가결과를 2018년 대학기본 역량진단 실제 결과와 비교 분석함으로써 실용적 사용 가능성에 대해 확인한다. 연구분석에 사용되는 입력 및 산출변수는 대학알리미 공지자료를 이용하였다. 운영 효율성 분석결과, 25개 DMU 중에서 BCC 모델의 경우 48% (12개 대학)가 효율적인 것으로 나타났으며 자율개선대학이 아닌 역량강화 대학들 중(中) 일부가 효율적으로 운영되고 있는 것으로 나타났고 DEA 분석결과를 통하여 비효율적인 집단에 대한 개선방안을 찾아볼 수 있었다. 본 연구는 여러 입·출력요소를 동시에 고려하여 잉여, 부족값을 확인 할 수 있는 DEA-Additive 모델을 통해 사립대학의 상대적 효율성을 확인하고 개선방향을 제시하였다는 점에서 의의가 있다. 이를 통하여 각 대학 입·출력요소에 관한 제한된 자원을 효율적 활용을 적용하기 위한 노력에 도움이 될 것으로 기대한다.
