제안 방법
각 곡물별로 주수출국의 주산지에서부터 국내 소비지까지의 운송단계별 운송거리는 주산지에서 수출항까지의 주수출국 내 육로운송, 수출항에서 수입항까지의 해상운송, 수입항에서 소비지까지의 국내 육로운송으로 나누어 추정하였다(Figure 3). 단계별 운송거리를 살펴보면 수출국 내의 육로운송거리는 호주산 밀이 2,962 km로 가장 길고, 해상운송거리는 브라질의 옥수수와 콩이 20,938 km로 가장 긴 것으로 나타났다.
곡물의 운송단계별 운송수단으로 기차와 트럭, 컨테이너선이 주로 사용됨에 따라(Envision Transportation, 2011), 한국환경산업기술원에서 제공하는 국내 전과정목록 데이터베이스(LCI DB) 중에서 기차(경유), 트럭(경유, 11.5 ton, 80 km/h), 컨테이너선(평균)을 선정하여 운송수단별 환경영향을 분석하였다(KEITI, 2017). 국가별 운송수단의 경우 주수출국 내의 육로운송단계에서 브라질은 낙후된 운송 인프라로 인해 트럭을 통해 운송이 이루어지고(Park, 2013), 우크라이나에서는 곡물 운송 시 일반적으로 트럭을 이용하며(CTS, 2014), 이를 제외한 국가에서는 기차를 이용하는 것으로 조사되었다(Sparger and Nick, 2015; Australian Government, 2009).
국내 수입항으로부터 곡물별 각 가공시설까지의 운송거리는 네이버지도에서 제공하는 ‘길찾기 기능’을 활용하여 최단거리를 계산하였다.

분석 푸드마일은 운송거리가 가장 큰 영향을 미치는 요인이므로 국내 주요수입곡물에 대해 운송거리를 고려하여 수입량의 10%, 20%, 30%를 가장 가까운 국가로 수출국이 전환되는 경우 GHGs와 PMs 발생량의 변화를 분석하였다(Figure 6). 운송거리를 고려하여 가까운 국가로 수출국을 전환할 시 밀의 경우 우크라이나(16,085 km)에서 미국(9,981 km)으로, 옥수수는 브라질(22,185 km)에서 미국(10,968 km)으로, 그리고 콩의 경우 브라질(22,185 km)에서 중국(1,215 km)으로 변경된다.

대상 데이터

수입되는 곡물의 운송량과 운송거리를 반영하여 푸드마일을 산정하기 위해서 관세청에서 운영하는 수출입무역통계 포털의 2015년 기준 품목별 국가별 수출입실적 자료를 구득하였다(Korea Customs Service, 2015). 운송물량의 경우 2015년을 기준으로 국내에서 소비되고 있는 수입 밀의 총 수입량은 402만 톤이며, 주수출국과 주산지는 미국(Montana, 116만 톤)과 호주(Mellee, 107만 톤), 우크라이나(Odessa, 81만 톤)로 전체 밀 수입량의 약 76%를 차지하고 있다.
06 km로 가장 근접하게 위치해 있다. 식용으로 사용되는 곡물의 도매시장은 양곡도매시장의 총 거래량 중 60% 이상이 수입곡물인 서울특별시 양재동 소재 양곡도매시장으로 선정하였으며, 부산항과 인천항으로부터 각각 376.7 km와 44.2 km의 거리에 위치해있다. 배합사료공장의 경우 한국사료협회에 등록되어 있는 공장 중 부산항에서 가장 근접하게 위치한 사료공장(경남 양산시 소재 ㈜한탑 사료 공장)과의 거리는 36.

따라서 국내 육로운송단계에서는 수입곡물의 용도를 식용과 사료용으로 분류하여 식용은 제분공장(밀)과 도매시장(옥수수, 콩)으로, 사료용은 배합사료공장으로 유통되는 것으로 설정하였다. 제분공장의 경우 한국제분협회에 등록되어 있는 9개의 제분공장 중 국내 수입항에서 가장 근접하게 위치한 곳으로, 배합사료공장의 경우 한국사료협회에 등록되어 있는 69개의 공장 중 국내 수입항으로부터 가장 가깝게 위치한 곳으로 선정하였다. 먼저 밀 제분공장의 경우 한국제분협회에 등록된 공장 중 대한제분 부산공장이 부산항에서 7.
주요 수입곡물의 운송에 따른 GHGs와 PMs의 발생량을 평가하기 위하여, 대상 곡물은 자급률이 낮고 수입량이 지속적으로 증가하는 곡물인 밀, 옥수수, 콩으로 선정하였다. 2015년 기준 국내 곡물 자급률은 23.

2 Mg PM10-eq.가 발생되는 것으로 평가되었으며, 콩의 수출국 중에서도 브라질의 경우 두 범주에서 각각 65% 이상의 비중을 차지하고 있는 것으로 분석되었다.
국내 쌀 자급률을 고려한 잉여면적에서 밀을 생산하는 경우 곡물수입에 따른 운송단계에서 발생되는 GHGs와 PMs을 수출국가별로 각각 17-24%까지 저감시킬 수 있는 것으로 나타났다. 또한 푸드마일을 고려하여 곡물별 수입량을 가장 가까운 국가로 수출국을 전환하는 경우 환경영향 저감효과를 분석한 결과, 밀의 경우 수출국 전환에 의해 전체 운송거리와 PMs 발생량은 감소되는 반면에 육로운송거리의 증가로 인해 GHGs 발생량은 0.
각 곡물별로 주수출국의 주산지에서부터 국내 소비지까지의 운송단계별 운송거리는 주산지에서 수출항까지의 주수출국 내 육로운송, 수출항에서 수입항까지의 해상운송, 수입항에서 소비지까지의 국내 육로운송으로 나누어 추정하였다(Figure 3). 단계별 운송거리를 살펴보면 수출국 내의 육로운송거리는 호주산 밀이 2,962 km로 가장 길고, 해상운송거리는 브라질의 옥수수와 콩이 20,938 km로 가장 긴 것으로 나타났다. 총 운송거리 또한 브라질로부터 수입되는 곡물이 가장 높은 것으로 분석되었으며, 각 국가별로 해상운송거리의 비중이 총 운송거리 중 70 - 99%의 범위를 차지하고 있는 것으로 확인되었다.
7 Mg PM10-eq.로 나타났으며, 밀의 주수출국 중 호주에서 차지하고 있는 비중이 GHGs의 경우 46%, PMs의 경우 45%로 가장 높다. 콩의 경우 다른 곡물 대비 적은 운송량으로 인해 운송단계에서 발생되는 환경영향 역시 다른 곡물에 비해 낮은 것으로 나타났다.
와 1,829 Mg PM10-eq.로 다른 곡물에 비해 상대적으로 높은 것으로 나타났으며, 특히 브라질에서 수입되는 옥수수가 두 범주에서 각각 40% 이상으로 가장 큰 비중을 차지하고 있는 것으로 분석되었다. 밀의 경우 운송단계에서 발생되는 GHGs와 PMs가 각각 502 Gg CO2-eq.
와 589 Mg PM10-eq.로 분석되었으며, 밀의 주 수출국 중 호주에서 수입될 때의 환경영향이 가장 높은 것으로 나타났다. 콩은 주요 수입곡물 중 발생되는 환경영향이 가장 적으며, GHGs와 PMs 두 범주에서의 발생량이 각각 284 Gg CO2-eq.
운송거리와 수입량을 고려하여 푸드마일을 산정한 결과(Figure 4), 전체적으로 브라질로부터 수입되는 옥수수의 푸드마일이 약 660억 ton⋅km로 가장 높은 것으로 분석되었다.
